GRANT DWYER Once again, the Albany Creek Brumbies Rugby State Development Manager Union Club are hosting this tournament and providing the high-quality playing fields for our participating schools. Brumbies club management and their membership have embraced several of Queensland Rugby’s larger scale events including the Junior State Championships for a number of years and we are thankful for the many volunteers who continue to support the growth of rugby at our clubs and schools across the state in what has been a challenging year due to COVID. We continue to see many players graduate from the Q7s events to higher honors with several players making their mark in the AON Women’s series and the Premier 7s competitions. The most rewarding outcome during the past year has been the reinvigoration of the women’s pathway across the state seeing Premier Women’s rugby and Queensland Suburban Rugby competitions back on the calendar and well supported.     BOND UNIVERSITY RUGBY 2019 Annual Report The Bond University Rugby Club continues to be the Club of choice for male and female rugby players on the Gold Coast to develop in a holistic team environment, while striving to reach individual rugby aspirations. Our strategy to assist the Gold Coast and Districts Rugby Union (GCDRU) to improve the competitive competition on the Gold Coast is with a view to have a sustainable development pathway for Gold Coast rugby players and staff into the future. Connor Pritchard (1st Grade #7) was promoted to premier Rugby after an excellent season in the GCDRU 1st grade competition in 2018. Connor went on to start every 1st grade game for Bond University Rugby in 2019, he was voted as Players’ Player to receive the Slipper Trophy and was selected and played for Bond University QLD Country in the National Rugby Championships in the same year. An excellent example of the success of the strategic plan for Gold Coasts’ only Premier Rugby Club. MEN’S RUGBY: SENIORS: Grant Anderson, Gold Coast’s first 100 cap Premier player, again demonstrated his loyalty to the Club and as Head Coach led a fierce charge for the 1st grade team at the back end of the season.     GENDER IDENTITY DISPENSATION PROCEDURE BACKGROUND Rugby Australia recognises that encouraging people to participate in sporting events and activities is beneficial for their health, wellbeing and involvement in community life. Rugby Australia is committed to supporting a player’s participation in the gender with which they identify, provided that it is safe for them and all other participants. In order to ensure safe participation in a gender competition that differs from the gender identified on a player’s birth certificate, this ‘Gender Identity Dispensation Procedure’ must be followed. Gender identity refers to a person’s internal sense of self, and how they identify, understand and perceive their gender. A person’s gender identity may be the same as or different to their sex. The term ‘sex’ refers to biological sex or sex characteristics. This procedure is consistent with Article 1.2.1 of World Rugby’s Transgender Policy. World Rugby’s Transgender Policy states that “At the level of elite professional rugby, it is recommended that the principles in this Policy be followed. At the lower levels, however, less stringent eligibility requirements may be imposed, where appropriate and bearing in mind safety and player welfare considerations.” WHO NEEDS GENDER IDENTITY DISPENSATION AND IN WHICH COMPETITION MAY A PLAYER PLAY IN IF THEY RECEIVE DISPENSATION?
