The municipalities listed above will provide Memorandums of Understanding (MOUs) to affirm their cooperation and understanding of each municipality’s responsibility in the event of an emergency or disaster that requires the activation of this plan. This EOP was prepared in accordance with, and to meet local responsibilities of the New Mexico Civil Emergency Preparedness Act, Chapter 12, New Mexico Statutes Annotated, 1978 (NMSA-78). Also included are provisions to meet SARA Title III requirements for the State and Local Preparedness Bureau planning for hazardous materials. Preparation of the EOP was a joint effort of the Emergency Management Office, Clovis/Curry County Local Emergency Planning Committee, Annex Officers, and the New Mexico Department of Homeland Security and Emergency management. This plan replaces all previous plans. In preparation for the writing, a hazard identification analysis was completed by the annex coordinators/officers, Clovis/Curry County Local Emergency Planning Committee, and the Emergency Management Office. A review of New Mexico Statutes revealed the necessity for a comprehensive plan addressing Continuity of Government (COG). Resource lists were compiled. Emergency responsibilities were clearly defined and delineated. Minimum requirements for SARA Title III, Hazardous Materials planning have been incorporated
