Request for Qualifications Sehome Hill Communications Tower Replacement #20B-2016 City Project # EU-0179 Published April 7,2016 Page 1 of 10 Section 1 – General Information 1.1 Purpose and Background The City of Bellingham (“City”) is soliciting for statements of qualifications (Invitation No. 20B- 2016) from interested consulting firms to provide professional design services to the Engineering Division of the Public Works Department for the Sehome Hill Communications Tower Replacement project (EU-0179). The City invites all interested parties to respond to this Request for Qualifications (RFQ) by submitting their qualifications relating to this type of project. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. Upon consideration of the submittals, the City will negotiate final terms with the selected party. The Sehome Hill Communication Tower is located within the Sehome Hill Arboretum in the WWU Neighborhood of Bellingham, WA. The project consists of design and permit documentation for procurement and construction of a new communication tower and associated appurtenances at the project site. The project site is located within a natural recreation area administered by the City and Western Washington University via the Sehome Hill Arboretum Board of Governors. The existing tower on the site will be decommissioned and removed. Preparation of bid documents for tower removal are expected to be included as part of this project. The existing communications tower houses a variety of critical communication infrastructure equipment for City Departments and leased tenants. A partial list of equipment and layout diagram of the existing tower is attached. 1.2 Expertise The consultant team performing the work for the Sehome Hill Communication Tower Replacement shall have exceptional knowledge and demonstrated experience with the following: • Project Management for Communication Tower Site Design, Planning, and Construction. • Planning and Permitting Services as applicable to Communication Tower Site Use, including potential FCC licensing and FAA permitting • Radio Frequency (RF) Design Analysis, Operational Review, and Layout Planning for a variety of Public Safety and Private Telecom/Cellular Communication Systems, including those active on the existing tower. • Architectural, Landscape, and Civil/Structural Engineering Design services related to Communication Facilities. • City of Bellingham Public Works Development Guidelines and Improvement Standards, Park and Trail Design Standards, and the Bellingham Municipal Code. • Communication and Coordination between multiple project stakeholders, including Public Outreach. Request for Qualifications Sehome Hill Communications Tower Replacement #20B-2016 City Project # EU-0179 Published April 7,2016 Page 2 of 10 • Development of design documents suitable for Construction Contract Bidding by government agencies. 1.3 Preparation Costs The City of Bellingham shall not be responsible for qualification submittal preparation costs, including oral interviews (if held), nor for costs including attorney fees associated with any challenge to the determination of the highest ranked proposer and/or award of contract and /or rejection of qualification submittal. By submitting a qualification submittal of qualifications each proposer agrees to be bound in this respect and waives all claims to such costs and fees. 1.4 Consultants Fees After consultant selection, the selected consultant(s) shall prepare a fee proposal for services, which shall include hourly rates for all work performed. No markup will be allowed on subconsultants or service invoices. Consultant hourly rates shall include overhead and profit. All indirect and direct costs shall be included in the hourly rate provided. Indirect and direct costs include, but are not limited to, items such as base salary, fringe benefits, sick leave, vacation, holiday pay, unemployment taxes, social security, workman’s compensation, insurance, office expenses, telephone, mailing, reproductions, postage, computer time, and other expenses. The City may request an itemization of overhead costs. Direct, non-salary costs must be pre-approved by the City. Non-salary costs should be supported for auditing purposes by copies of the invoice or billing instruments the consultant received for payment. Travel expenses will be reimbursed at the Federal and State government per diem rates including meals and mileage with no additional overhead. No additional subsistence is allowed. Reproduction costs may only be billed if copies are made at the City's requests such as plan sets for bidding. This also includes overnight shipping. Costs will be paid at invoice only, no additional mark up will be allowed. Items purchased and reimbursed by the City project must be furnished to the City. Items purchased shall be reimbursed at invoice cost. Invoice must be provided. Section 2 - Scope of Work 2.1 General The City is seeking bid-ready Plans, Specifications and Estimate of costs (PS&E) prepared and stamped by a Professional Engineer licensed in the State of Washington. Other services required as background to develop the PS&E package may include a Communication Feasibility Study, Request for Qualifications Sehome Hill Communications Tower Replacement #20B-2016 City Project # EU-0179 Published April 7,2016 Page 3 of 10 Surveying, Geotechnical Evaluation, Permitting Documentation, Public Outreach and Stakeholder/Tenant Coordination. The City will be the lead for the public outreach efforts for this project, utilizing graphic materials developed by the design team. The City will coordinate with permit efforts by submission and tracking of permitting documents developed by the design team. The work requires familiarity with current design and development standards, as well as local, state, and federal regulations applicable to the site and structures. All plans developed by the consultant will require the stamp of Professional (Architect, Landscape Architect, Engineer, and Surveyors) licensed in the State of Washington. In addition, the consultant may be requested to provide construction administration services (assist the City with submittal review, RFIs, change orders, inspections, or other construction-related tasks) during construction of their design. 2.2 Expectations The following is a general list of the key items of work. Consultants are encouraged to demonstrate their specific knowledge of the project site and to include any additional issues/ideas that may be appropriate to successful completion of this project. • Enter into a contract for consultant services. The sample contract exhibit is provided for reference only; the final project scope will be established between the City and highest ranking proposer during contract negotiation. • The new tower design package will accommodate all active service equipment to be installed on the new tower, and include space and structural capacity for the future installation of additional equipment. A radio frequency feasibility study to analyze equipment needs, optimize existing antenna and tower layout, and provide recommendations for the accommodation of future expansion will be required. Discussions with current stakeholders will be required to define current needs, and additional discussions with other parties interested in leasing tower space should be anticipated. • The Consultant shall prepare documents required for Land Use/Permitting of the tower site. The City will assist with and manage the permitting process with as needed. • Generate electronic base map and digital terrain model from field survey information using AutoCAD C3D (2014 or newer). • Prepare plans, specifications, and cost estimates at the 30%, 60%, 90%, and 100% levels. Plans and specifications shall conform to City standards, and shall generally follow APWA Specification format. Estimates shall be provided in a format directly correlated to the project Bid Schedule. • Prepare a stormwater site plan addressing water quality and flow control measures. • Provide public outreach support. • Provide availability for on-call services during bidding and construction. • Final design of the tower, and/or foundation, and/or equipment shelter is assumed to be provided by the selected low-bid contractor as design-build elements of the project. The PS&E package for bidding prepared by the consultant shall provide complete performance specifications required for the contractor's design of these elements.
