Both teams are responsible for setting up the fields, clean up of litter after the game, raking in holes and putting away the fields (When no game follows).

Tournament Format For the AAA division, the tournament will consist of round robin pool play from Tuesday, June 1st through Saturday, June 6th, with the top finisher in each pool advancing to a single elimination playoff for the City championship on Monday, June 7th and Tuesday, June 8th.

For the Majors division, the tournament will consist of round robin play from Thursday, May 27th through Saturday, June 5th, with the top finisher in each pool playing for the City championship on Monday, June 7th.

Champions for each AAA and Majors division pool will be determined first by wins, then by head- to-head record. In case of a three-way tie, a winner will be determined by the team with the lowest RAID (Runs Allowed / Innings Defended).

There is a total of 8 Majors and 13 AAA division teams. The rest of this document addresses the details of the tournament format, tie-breaker algorithm as recommended by Little League and the tournament schedule.

Tournament Schedule Home team is the second team listed in pool play round. Home team in championship round will be decided by a coin toss:

Majors Division Pool • Two pools ( and ). • Majors division managers will rank (Seed) its teams with #1 being the highest ranked (Most skilled) and #8 being the lowest ranked (Least skilled). • As much as possible, each pool will be equal in weight in terms of seeding. This means that if you add up the rankings of each team in each pool (Sum of seeds), the pools should be close to equivalent:

• There will be 12 games played in the Majors division pool play round. • The winner of each pool will advance to the City Championship game to be held on Monday, June 7th.

• There will be 15 games played in the AAA division pool play round. • The winner of each pool will advance to the championship round to be held Monday, June 7th (Semi-Finals) and Tuesday, June 8th (Championship).

Tie Games Ties will be allowed in pool play and are counted as .5 win and .5 loss. Games have been scheduled to allow extra time to finish a game. During the week, all games may continue until completion as long as there is daylight and it is safe to play. On weekends, games will play until completion or a 2.5 hour time limit, whichever comes first.

Rescheduling Games due to Rain, School Activities, etc. During pool play, a scheduled game that is rained out and that cannot be made up will be scored as a tie. No runs allowed or innings defended will be charged to either team, and it will be accepted as a day’s rest. During the championship round, rain outs that cannot be made up will be decided by a coin flip. Do everything possible, keeping safety as your number one priority, to avoid a rain out in the championship round (i.e. move to a school field, do your best to get four innings in, etc.).

Due to the number of games to play and the limited field availability, your ability to reschedule a game for any reason may be very limited. For the TOC, the minimum number of players necessary to start a game is nine. So, if you can field nine players, your team can play the game.

Dugouts Home teams will occupy the 3rd base dugout. In pool play, the home team is the second team listed on the schedule. In the championship round, the home team will be decided by a coin flip. It is the responsibility of both teams to clean the dugouts and make sure the spectator area is cleared of trash after their game.

Tie-Breaker Algorithm At the end of pool play, if two or more teams have the same win-loss record, the tie will be broken as follows: 1. If two teams are tied: a. Head-to-head record. b. Lowest overall run ratio (Runs Allowed / Innings Defended). c. Coin flip.

2. If three teams are tied (Note: After one team has broken the tie, the two remaining teams start at step 1): a. Lowest overall run ratio (Runs Allowed / Innings Defended). b. Coin flip. i) Each team is assigned a coin. ii) Odd flip out is eliminated.

Information regarding “Runs Allowed / Innings Defended (RAID)” obtained from the Little League website: If there are two or more teams, and no clear victor can be determined through head-to-head competition, then the total number of defensive runs given up in all games, divided by the number of innings played on defense, is computed for each team involved in the tie. The team with the lowest "RAID" will advance.

NOTE: If a team only plays part of a half-inning on defense before the game is ended, that partial inning will count as a full half-inning for the purpose of computing run differential.

Awards, Ceremonies & Decorations There will be an award ceremony after each championship game: • Trophies will be awarded to players for 1st and 2nd place for both Majors and AAA divisions. • The total cost of trophies will be split between all leagues participating in the TOC.

Game Score & Pitching Reports 1. Game reports must include game number, date, field, team names, score and innings defended for both teams. Pitching reports will list in the order in which they pitch. The report must include jersey number and . Format for the game results and pitching reports will be emailed to all managers prior to the start of the tournament. 2. Visiting and home team managers must agree on ALL OF THE ABOVE BEFORE LEAVING THE FIELD. 3. During pool play and championship play, the WINNING team manager is responsible for e- mailing reports for both teams to the TOC information coordinator (Scott Brohaugh – [email protected]) by 10:00PM the night of the game. Failure to do so could result in the winning team having to forfeit 6-0 with 6 innings defended to the losing team. 4. Missing game reports will be submitted to the TOC information coordinator as soon as possible. 5. Game results and pitching reports will be posted to the tournament web page nightly, allowing managers to check who pitched and their next available pitching date by clicking on the game link. For any unreported games that resulted in forfeit, the scorebooks will be presented by each team to the opposing manager to confirm the forfeit innings pitched plus eligible pitchers at the start of the following game. Failure to do so will result in a forfeit. 6. Every manager is responsible for checking the TOC website to ensure their game information is correct. Game report discrepancies need to be discussed with the winning team. If necessary, the winning team will send a game report clearly indicating REVISED with an explanation to the TOC information coordinator. Pool play and championship round play summary discrepancies need to be reported immediately to the TOC information coordinator. 7. Pitching violations: a) Exceeding the maximum innings pitched in a game or not adhering to the day’s rest requirement is a pitching violation and is charged to the responsible Manager. TOC committee standard punishment for Manager rule violations shall apply: i) First offense, manager receives a warning. ii) Second offense, manager is suspended for one game. iii) Third offense, manager is suspended for remainder of the TOC. b) Will result in forfeiture of the game in which the violation occurred if the violation is not discovered until after the game has completed. A game forfeiture is reported as a 6-0 loss with six innings defended. c) If discovered during the game, the game will revert back to the point at which the violation occurred (Inning, score, field position, etc.), and play will resume with an eligible pitcher. Innings pitched by pitchers from the non-offending team while an illegal pitcher was being used, will not count against their innings pitched for that game.

Tournament Rules The tournament will be played under regular season rules. Umpires will officiate games based on the 2021 Little League (LL) Softball (SB) official regulations and official playing rules (Orange book). In addition, the following rules common for AAA and Majors divisions will be enforced: 1. All teams will have a manager and no more than two official coaches on the game field, which includes dugouts. All must be approved volunteers from their respective leagues. At least one coach or adult volunteer must be assigned to the dugout at all times. Base coaches can be a combination of players and adults. Players who are base coaches must wear a helmet at all times. 2. Both teams are responsible for setting up the field, clean up after the game and putting away the field (When no game follows). 3. Both teams are responsible for providing game balls. 4. For championship round games, the home team will be determined by a coin toss prior to the start of each game. 5. The continuous batting rule 4.04 and free substitution will be used in the tournament. All players must meet the minimum play requirement, which is 9 defensive outs, with at least three of those being in the infield. The 9 defensive outs do not have to be consecutive. 6. Each and every offensive player shall keep a helmet on at all times when on the playing field. 7. Coaches will remain in the dugouts or designated coaching boxes unless given timeout by the Umpire. 8. The on-deck batter may not step onto the playing field from the dugout until summoned by the Umpire. However, the first batter in each half inning is permitted to stand along the base line as long as the batter does NOT swing the bat until he/she is summoned to the plate by the umpire. 9. No player may swing a bat anywhere on the playing field except at the batter’s box for her turn to bat. To avoid delays all batter’s not advancing after a or to be clear for a play at home, will keep at least 1 foot in the batter’s box between pitches except during a timeout. 10. Runners may not slide head-first when advancing to the next base, but may slide head-first when returning to an occupied base. 11. A manager or coach or any adult must not warm up a pitcher at home plate, in the bullpen, or elsewhere at any time. This is an insurance and decorum issue. No penalty, just stop. 12. Only a player may act as a catcher on the playing field and any player acting as a catcher at any time, including warming up a pitcher between innings, shall wear protective equipment including a NOSCAE approved & embossed helmet and face mask with dangling throat protector. Skull cap type helmets are not allowed. 13. Pitching Rules apply as found in the LL rule book Regulation VI – Pitchers: a) In the pre-game meeting between Managers and Umpires, pitcher eligibility for that game will be discussed. Each Manager should be prepared with pitching eligibility information for their team. The Umpire will coordinate the exchange of this information, but will not monitor pitchers or innings pitched during the game until informed by the official scorekeeper that a pitcher has reached the maximum innings pitched (Maximum of 12 innings pitched in a day). b) The home team is responsible for providing the official scorekeeper for both teams. It may not be a Manager or Coach. It is required that each team review, and if necessary, reconcile game score and innings pitched after each half inning, and at the conclusion of the game. c) Each team Manager is responsible for communicating with the official scorekeeper and knowing when a pitcher must be replaced. d) A player who has attained the league age of twelve (12) is not eligible to pitch in the AAA division. 14. Throwing a bat will result in a warning for the first offense and automatic out for each subsequent offense.

15. line for non-fenced fields will be: a) Minors and Majors: 200 feet, depending on space (Safety). b) Any ball crossing a home run line in the air is a home run. c) A fielder must have both feet inside the home run line when catching a ball that is about to cross the home run line. d) Any ball that crosses the home run line after hitting the ground in fair territory is a ground rule , even if touched by a fielder. 16. Games will be 6 innings and there is no time limit with the following exceptions: a) If the teams are tied after 6 innings, play will continue until a winner is declared: i) The first extra inning will be played in the same manner as the previous six innings. Starting with the second extra inning and on, teams will start the inning with a runner on second base. That runner is defined to be the player who made the last out in the previous inning. b) A game may be halted due to darkness, bad weather conditions or if another game is scheduled on the same playing field. c) During Pool Play - When a game that has met the requirement for a regulation game is halted - If the score is tied or the visiting team has the lead, the game score shall revert back to the score at the last full completed inning. If the home team has the lead, the score stands as is at the time the game is stopped. Ties will be recognized in pool play standings. d) During championship round play, if teams are still tied at the end of regulation play and continued play (Game halted due to darkness, bad weather conditions, etc), the tied game can be continued from the point it stopped on another field or on the following day as long as it does not impact the next scheduled tournament games for the teams involved. If continued on the following day, pitchers who pitched on the previous day cannot pitch on the following day if they exceeded the limit for innings pitched in a day (Seven or more innings pitched in a day requires a day’s rest). e) If a championship round game cannot be resolved due to a tie score after both regulation play and continuation play and a winner must be chosen in order to play the next game in the bracket, then the home plate umpire shall flip a coin to determine the game winner. The team that did not call the coin toss to determine home/visitor to start the game shall call the coin toss.

Tournament Rules for Majors Division Only The mercy rule will be in effect during the tournament. 15 runs after 3 innings (2.5 innings if the home team is ahead), 10 runs after 4 innings (3.5 innings if the home team is ahead).

Tournament Rules for AAA Division Only The offensive side is retired after three outs or five runs with the following exceptions: 1. It is possible for more than five runs to score in an inning if the last play results in multiple runs scored from a ground rule double or home run. 2. An overthrow or continued play cannot result in more than the 5th run scored in an inning. 3. The side is retired when three offensive players are legally putout, or when all players on the roster have batted one time in the half-inning, or when the offensive team scores five runs. The five run rule is suspended for the sixth inning and beyond (Batting the roster limit still applies).
