Agricultural Compliance: Ensure farmers are implementing their state required Agricultural Erosion and Sediment Control, Manure Management/Nutrient Management Plan, and implementing required barnyard runoff controls, where needed. 2. 1. Implement PRPs for MS4 Communities: MS4 permittees must implement practices to achieve reductions identified in their PRPs by 2023. 2. New Riparian Forest Buffers: Plant 450 acres of new forested riparian buffer by 2025. 3. Control Measures for Illicit Discharges: Facilitate ordinance amendments to control illicit discharges to storm sewer systems. 4. Industrial Stormwater: DEP develop preferred BMPs for use in industrial stormwater discharge permits to reduce pollutants of concern. 5. Nitrogen runoff reduced by Total Estimated Cost: 14.6 M lbs or 29% of PA’s Goal $344 million Phosphorus runoff reduced by (Over the next six years) 715,000 lbs or 35% of PA’s Goal Total Sediment Reductions = 811,000,000 lbs

The Pilot Counties represent 19.9 M lbs or 39% of PA’s nitrogen goal, and 0.61 M lbs or 30% of PA’s phosphorous goal. Pilot County Planning Process: Lessons Learned

1.Conduct outreach and engagement to other counties in the watershed 2.Countywide groups need more of a framework to get started (e.g. who to invite to the table, timing/schedules) 3.Community Clean Water Toolbox is too large for one document 4.Coordination and technical staff resources will be key to successfully completing the rest of the countywide plans 5.Need to give countywide groups sufficient time to complete the planning process 6. South Mountain Partnership – Spring Meeting May 3, 2019 Pennsylvania is mandated by the Environmental Protection Agency (EPA) to reduce nitrogen, phosphorus, and sediment levels in waterways in its Bay watershed counties by 2025. The Commonwealth fell short of its Phase 1 goal, set in 2010, and Phase 2 goal, set in 2012.

WIP 3 GOALS

• Garner local input that will provide for a more effective implementable plan to meet reduction goals identified for the 43 PA counties in the Chesapeake Bay Watershed,

• Identify resources necessary to achieve desired reduction goals,

• Create a template of actions and best management practices that meet the nutrient reductions goals for 2025 and beyond. Adams County was one of 4 counties engaged for a pilot project to work through the WIP template development to refine the process for the remaining 39 counties. The other counties in the pilot study included Franklin, York, and Lancaster. Adams County - WIP Planning Process Challenges

• Provided Information from Pennsylvania Department of Environmental Protection (DEP) requesting local input in late July 2018.

• Considerable education from DEP and their technical advises was required for staff to better comprehend Chesapeake Assessment Scenario Tool (CAST) model and intent of the local template being prepared.

• No established committee or formal organization to address storm water and nutrient reduction issues so a stakeholder group needed to be established. Stakeholders had to be further broken down into two groups, urban and agricultural.

• Required expertise not available from current staff, brought in Ag experts through local farm organizations.

• Time was a significant constraint as it was harvest time when Ag stakeholders were needed for expertise. Adams county is predominantly rural and has a higher nutrient loading tendency because of the significance of agriculture in the local economy.

Remaining Reduction (lbs) BREAK Effective implementation of the Adams County WIP 3 has many challenges despite efforts to provide achievable reduction goals.

Additional technical staff and resources as well as tremendous financial support from state and federal sources will be required to be successful.

This doesn’t include C02 sequestered in the soil adjacent to or under the tree canopy (indirect).
