Hunslet Lifeline HUNSLET RUGBY LEAGUE FOOTBALL CLUB Est. 1883 Hunslet Lifeline RULES FOR THE HUNSLET LIFELINE PRIZE DRAW ON BEHALF OF HEADINGLEY DEVELOPMENT ASSOCIATION 1) The Hunslet Lifeline lottery draw is managed and promoted in line with the constitution by Headingley Development Association, operating in accordance with the Gambling Act 2005 and registered with the Gambling Commission - reference 5165 www.gamblingcommission.gov.uk. Its objectives are the development of Rugby League Football and the support of athletic games at Headingley Stadium and other sporting venues. 2) An entry in the competition is valid only if the subscription has been paid for the appropriate week's draw. The entry must be correctly marked as "paid" for the appropriate week's draw in the Societies records at the Clubs offices at the time of the draw. 3) It is the responsibility of members to ensure that the correct name and address has been recorded against their membership and reference numbers and that their agent has recorded their entry as "paid " for the appropriate weeks draw. 4) An entry not correctly marked, or left unmarked, will count as unsold and cannot win a prize. 5) Each member will be issued with a Prefix letter and seven separate four digit numbers. To win a major prize, the members Prefix letter and number must match exactly the winning number drawn(digits must be in the same order),while consolation prizes may be won by members with the same number but a different Prefix letter as the major prizes drawn that week. 6) All members must be registered by Name and Address, nom-de-plumes will not be accepted. 7) All Prefixes and numbers are issued by the Promoter, on behalf of the Society any alteration of Prefixes or numbers shown on membership cards will be considered void. 8) All prizes will be paid direct to winners unless alternative arrangements have been made. No claims are required – winners will be paid automatically. A result sheet showing winning entries will be published each week and winning numbers can also be found at www.leedsurgby.com or in the Yorkshire Evening Post. No responsibility can be accepted for any error, misprint or omission and the Official winners list will be available for inspection at the Societies offices at Emerald Headingley Stadium. 9) The draw will be made each week at a time and place arranged by the Society. This will be Tuesday of each draw week unless specified by Bank Holidays and details of the winners will be announced on a basis determined by the Promoter during the week following the draw. All members may, if they wish, attend the draw and may be invited to participate in the draw. 10) If, when the draw is made, an entry determined by a particular Prefix letter and number is found to be unsold, then another Prefix letter will be drawn until the prize is won, unless the prize is designated as a rollover. 11) Additional prizes and consolation prizes may be paid from time to time at the discretion of the Society. 12) Agents are considered to be acting on behalf of members. No responsibility can be accepted for any loss caused by the default, neglect or error of any Agent. 13) The competition is open to any person of 16 years of age or over. Proof of D.O.B must be obtained where a member's age is in doubt. • It is an offence for anyone to sell a Hunslet Lifeline ticket to a person who is under the age of 16. • It is an offence for a person under the age of 16 to purchase a Hunslet Lifeline ticket. • Any funds found to be acquired from someone under the age of 16 will be refunded in full, with a request of the winnings to be refunded and the membership will be cancelled. HUNSLET RUGBY LEAGUE FOOTBALL CLUB Est. 1883 Hunslet Lifeline 14) In the event of a complaint or dispute all enquiries should in the first instance be made to the Lotteries office on 0113 2712730 . In the event of there being no satisfactory resolution the complaint should be made in writing to Paul Taylor. If a dispute still remains, this can be sent to Rob Oates at at Headingley Development Association, Emerald Headingley Stadium, St Michaels Lane, Headingley, Leeds LS6 3BR. Finally, all members have recourse to make their complaint to the independent Betting Adjudication Service (BAS) to obtain an adjudication form. 15) We operate a self-exclusion policy for members who find they may have a gambling problem. Any member who wishes to self-exclude should in the first instance contact the lotteries office on 0113 2712730 who will be able to advise, in full confidence of our procedure. We follow the Gambling commission code of practice and therefore any self-exclusion will be made for a minimum period of six months. If a person opts for self-exclusion, they will be asked to complete a self-exclusion form. They will then be excluded for a period of 6 months from the date of the form unless they have stipulated an alternative specific time period. At the end of the exclusion period, the person will not be contacted to ask if they would like to be reinstated. However, they will be informed at the time of application that they will need to contact us at the end of the period to sign up again, if they so wish. If you recognise any signs or suspect anybody has a gambling problem or issue it is your responsibility to inform the office and we will then make contact with the relevant person before the next draw. We would also advise an individual to contact Gamcare 0845 6000 133 orwww.gamcare.com. REMEMBER- Responsible gambling is fun gambling! If you suspect that a member or agent has a gambling issue, you must inform the office immediately We will make contact with that person before the next draw is made. It is our responsibility to be aware of these issues. 16) The Licence Holder reserves the right to refuse any person entry to the draw for any reason whatsoever. 17) The Hunslet Lifeline lottery is promoted by Mr Rob Oates on behalf of Headingley Development Association.     Our ref: 2387/21 Figures for incidents of drink spiking in your region over the last 5 years (year by year) I would appreciate it if the figures can be broken down to the nearest city/town. Can you also tell me the number of prosecutions there have been for the above offences and how many of those resulted in a conviction? Please see the attached document. West Yorkshire Police receive reports of crimes that have occurred following a victim having their drink spiked, crimes such as rape, sexual assault, violence with or without injury and theft. West Yorkshire Police take all offences seriously and will ensure that all reports are investigated. Specifically for victims of rape and serious sexual offences, depending on when the offence occurred, they would be offered an examination at our Sexual Assault Referral Centre, where forensic samples, including a blood sample for toxicology can be taken, with the victim’s consent, if within the timeframes and guidance from the Faculty for Forensic and Legal Medicine. West Yorkshire Police work with support agencies to ensure that all victims of crime are offered support through the criminal justice process, including specialist support such as from Independent Sexual Violence Advisors. BIESPC’s comments are in blue ink Question a What is the effect of the selective review of the CS on the soundness of the SAP? a.1 The effect of the Core Strategy Review (CSR) on the soundness of the SAP is considered to be minor and broadly contextual, not least because the scope of both Development Plan Documents (DPD) is substantially different; 1. LCC’s reply to this question seems merely rhetorical and lacking in detail and substantiating evidence. This answer is inconsistent with LCC’s adopted Core Strategy. Core Strategy 1.4 states “The CS is the main document setting out the overall vision and strategic level policies… All other LDF documents will be guided by its policies including the Site Allocations Plan …”. Therefore the scope of the documents cannot be ‘substantially different’ and LCC is ignoring its own policies to suit its own ends; 2. To help overcome this weakness in LCC’s response, we would request that the Inspector also asks the following question: “What is the effect of the selective review of the CS, in comparison with the effect of a comprehensive review, on the soundness of the SAP?”; 3.
