S5M-11737 Joan McAlpine: Appropriate Housing for People with Learning Disabilities—That the Parliament recognises what it sees as the importance of where a person with a learning disability lives to his or her quality of life; welcomes the reported reduction in recent years in the number of people in hospitals or other NHS settings when there is no clinical need for them to be there and the shift away since 2000 from using residential care homes toward a greater use of supported accommodation; recognises the continuing challenges of ensuring the availability of appropriate housing, the accessibility of tenancy agreements and balancing sustainable care provision with people’s housing preferences, and notes the view that the Scottish Government, local authorities and relevant partners should work together to ensure that every person in the South Scotland region and across the country who has a learning disability can access the appropriate housing and support that is required to give that person the choice and control to live the life that he or she wants.

*S5M-12480 : The Genesis of the NHS—That the Parliament celebrates the establishing of the NHS 70 years ago; considers that it had its genesis in the Highlands and Islands Medical Service, which covered half of Scotland’s land mass, a state-funded health system that was run directly from Edinburgh and set up 35 years earlier; notes that although treatment was not free, fees were set at minimal levels and people could still get treated even if they were unable to pay; believes that this service came into being as a direct result of the publication of the report of the Highlands and Islands Medical Service Committee, or "Dewar Report", in 1912, exposing inadequate medical and nursing services across large parts of crofting communities and recommending a new way of delivering state-funded medical services where doctors would be guaranteed a minimum salary, cost of travel would be reimbursed, they would be expected to visit all those requesting help, be involved in public health and school work, attend midwifery cases and provide themselves with adequate transport, and applauds everyone working in Scotland's health services from those early years, now and into the future. Work Scheme for people who live with arthritis and related musculoskeletal conditions, such as back pain; recognises that the scheme was created in 1994 as a specialist disability service giving practical advice and support to disabled people who are working, self-employed or looking for work; welcomes the news that around 36,470 people were helped by the scheme in 2015-16 across the UK; notes that, in Scotland, it is estimated that almost 1.5 million people live with a musculoskeletal condition; understands that these conditions, such as arthritis and back pain, are a leading cause of sickness absence, including among the NHS workforce, which has an impact on the individual, the health service and the wider economy, if those individuals are not supported, and approves of the work by Arthritis Research UK and Arthritis Care Scotland that seeks to raise awareness of the Access to Work Scheme to help all those in Scotland and the UK who could benefit from it. Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.
