Civil Society Condemns Human Rights Violations against Indigenous Peoples in West Papua An ongoing armed conflict in West Papua between the Indonesian military and the separatist movement finds ordinary Indigenous Peoples caught in the middle, resulting in deaths and violations of their rights. Since 1963, when the Indonesian government formally took administrative control of West Papua1, the Indonesian National Armed Forces (TNI) have carried out security operations criticised for their violence and intimidation of Indigenous Peoples2 in West Papua. The TNI have stepped up their military operations3 in West Papua with the aim of ending the separatist movement4 (including but not limited to OPM). Recently, the Indonesian government created a new category called “KKB” (Armed Criminal Group). The group includes people or groups carrying out any confrontational activity in West Papua, but without clearly identifying who this group actually is. Therefore, anyone and any group can be labelled as terrorists. On April 29th 2021 the Indonesia state officially declared any criminal, armed group (KKB) a terrorist group.5 This declaration was announced following the murder of the Indonesian regional intelligence chief6, General I Gusti Putu Danny Karya Nugraha. In response, Indonesia’s President Joko Widodo ordered the police and military "to chase and arrest"7 everyone involved in the ”KKB”, and 400 members of the elite Infantry Battalion 3158 were deployed to the easternmost region of West Papua. Over the past three years, the Indonesian state has sent 21,369 troops to the land of Papua9. On the 24th of April 2021, the chairman of the People's Consultative Assembly (MPR), Bambang Soesatyo, added to these orders against the “KKB” in his statement to “destroy them first. -

Clean water and adequate sanitation are the sixth goal of the Sustainable Development Goals (SDGs), and targets include to ensure the availability of clean water and sustainable sanitation for all by 2030. The achievement of targets in water supply and sanitation in Indonesia is still lagging behind other fields. There are differences in the ease of obtaining access to clean water sources in urban and rural areas, especially for rural communities living on peatlands who experience issues in being provided with clean water. The difficulty is that, even though the amount of available water is relatively large, its quality is low. Barriers to the equitable distribution of services by the government to the entire community are caused by the limited availability of funding, the geographical conditions of scattered settlements, and the limited capacity of human resources. As a result of this problem, it is necessary to formulate a management strategy for providing access to clean water and sanitation for rural communities on peatlands. CC: The Special Rapporteur on extrajudicial, summary or arbitrary executions, the Special Rapporteur on minority issues and the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance Indonesia: Security force operations in the regency of Nduga cause the displacement of thousands of indigenous peoples Issues: internally displacement, right to food, indigenous peoples rights, minority issues, right to health, right to education, racism Dear Sir or Madam, the International Coalition for Papua (ICP), the Evangelical Christian Church in the Land of Papua (GKI-TP), the Foundation for Justice and Integrity of the Papuan People (YKKMP), Papuan Tabernacle Church (KINGMI Papua), Geneva for Human Rights (GHR), Franciscans International (FI), TAPOL, Vivat International and the World Council of Churches have received credible information on the situation of internally displaced persons (IDPs) in various regencies of Papua province, Indonesia. Ongoing security force operations in multiple districts of the Nduga regency have caused the displacement of thousands of indigenous people. Human rights defenders claim that the displaced people originate from thirteen districts in the Nduga Regency which have been affected by the military operation, namely the districts Mbuwa, Dal, Mbulmu Yalma, Mapenduma, Yigi, Nirkuri, Kageam, Paro, Mebarok, Gesekema, Jengelo, Amala and Kilimid. 407 IDPs had sought shelter in the neighboring district Kwiyawagi after the first security force attacks in early December 1. As the armed attacks continued, many IDPs fled towards the regencies Jayawijaya, Mimika and Lani Jaya. -

37th Session of the UN Human Rights Council Item 3: Clustered Interactive Dialogue with the UN Special Rapporteur on Right to Food Oral Statement 2 March 2018 Thank you Mr. President, Franciscans International, VIVAT International, International Coalition for Papua and West Papua Netzwerk and Dominicans for Justice and Peace would like to commend the report of the Special Rapporteur on Right to food regarding the right to food in the context of natural disasters. We would like to draw the attention of the Council to the severe cases of malnutrition in West Papua. During the UN High Commissioner’s visit to Indonesia in February 2018, this issue was mentioned.1 We have documented several cases in recent years where hundreds of children under five have died due to a combination of malnutrition and other diseases. Between September 2017 and January 2018, at least 73 villagers in Asmat Regency died, mostly children under 5 years old, because of malnutrition and the outbreak of a measles epidemic.2 Similarly, in Pegunungan Bintang Regency the deaths of 25 villagers were reported due to measles, diarrhea and malnutrition. In the two regencies, hundreds of villagers have been infected by the measles and face difficulties in accessing health care services. At least 175 patients had to be hospitalized. In fact, in September 2017, the government officers were informed about the situation in the region, but no concrete action was taken. Currently, this issue has created a national debate on the failure of the national and local government in addressing the health and nutrition issues in Papua.3 Unfortunately, similar cases have happened in previous years. -

It is expected to bring an impact on improving the region's economy, and the community around the tourist attractions can be actively involved in there. Mempawah Regency is one of the regencies in West Kalimantan, one of its natural attractions is "Mempawah Mangrove Park", a mangrove (Mangrove forest) tourist spot. The purpose of this research is to find a marketing strategy through the marketing mix of tourism products, promotions, and prices that can affect the increasing visiting of tourists who visit the natural tourism of Mangrove Park in the Pasir village of Mempawah Regency. The research method used surveys using questionnaires as the method of data retrieval. Samples selected with a non-probability sampling method of purposive sampling. The analytical tools used in this study were descriptive verification. Collecting the results of a questionnaire that was further emulated and scripted based on analysis and study of existing theories. The results of this research showed that the product in the mangrove tourism does not affect the tourists, and the promotion is not done because there is no special promotion from the related service or from the exhibition of tourism that presents information about the nature tourism of Mangrove Park, but for the price, they agree if the entrance price of the tour is to be said as per the facilities provided in the nature tourism. -

The research aims to map the benthic macrofauna community structure and its relationship with the structure of mangrove vegetation. The research method was a survey and use purposive sampling data method in observation stations based on different stages of mangrove vegetation. The observation stations consists of Avicennia marina and Rhizophora stylosa as the species of mangroves. Station 1 consists of mangroves in seedling size, station 2 consists of mangroves in pole size, and station 3 consists of mangrove trees. The benthic macrofauna consist of 8 species from 3 different classes, merostomata, malacostraca, and gastropods. The highest abundance value (155 ind/m2), diversity index (1,875) and similarity index (0,668) is in station 2. The relationship between benthic macrofauna abundance and mangrove density has -0,356 as the correlation coefficient which indicates that an increase of benthic macrofauna abundance is in line with the decrease of mangrove density. High density value in research shows that the mangrove is in seedling size, and vice versa a low density value indicates the mangrove trees. The coefficient of determination (0,1272) indicating that the abundance of benthic macrofauna is affected by the mangrove density as 12,72% and 87,28% affected by other factors. -

Mangrove should be preserved in order to achieve sustainable ecological functions. The lack of data and information become its own problems in the management of mangrove ecosystems This study aimed to analyses the area and density of the distribution of mangrove in the Mempawah Regency of West Kalimantan Province using NDVI analysis through recording Landsat 5 the recording on 29 June 1989 and Landsat 8 recording on 6 February 2014, found the land area of 250.88 hectares (Ha) of mangrove degraded within that time. Of the total mangrove only 377.25 Ha or 51.02%, which has a high density so as to be maintained and expanded its presence while 362.06 Ha or 48.98 has medium and low density so that needs to be improved through conservation and rehabilitation of mangrove ecosystems. -

Research findings showed that the level of local financial independence in every regency/city in West Kalimantan province varied at approximately 4,36% and average of economic growth was 5,10. The result of regresion analisis showed that the local financial (Local Financial Independence Ratio) influented to economics growth is not significant. The result of according to the typology of local financial independence and economic growth, shown/known that a region that placed in 1stQuadran (Developed/first level) is Pontianak City, Singkawang City, and Sekadau Regency. The region that placed on 2nd Quadran (developed/second level) isLandak regency, Ketapang, Sambas, Sintang, and Kubu Raya regency. The placed that potensial (3thQuadran is Mempawah regency,and the region that placed 4th Quadran (Underdeveloped) is Kayong Utara regency, Bengkayang, Kapuas Hulu, Sanggau and Melawi regency. The aim of this research was to determine the development strategy of the Cinta Mangrove Park ecotourism. The location of the research was carried out at the Cinta Mangrove Park Ecotourism in Sungai Bakau Besar Laut Village Sungai Pinyuh Sub-District Mempawah Regency with the consideration that this location was the latest ecotourism that still has a lot of shortages and need improvement. The selected respondents were the key informants. The analysis used was SWOT and QSPM analysis.
