TWT Technical Working Table UNDP United Nations Development Program UNIFEM United Nations Development Fund for Women USAID United States Agency for International Development VoT Victim of trafficking THE ALBANIAN INITIATIVE: COORDINATED ACTION AGAINST HUMAN TRAFFICKING iii The State of Efforts in Albania to Combat Trafficking of Persons 2007-2008 Kanun The Kanuni i Lekë Dukagjinit (The Code of Lekë Dukagjini) is a set of laws developed by Lekë Dukagjini and used mostly in northern Albania and Kosovo from the 15th century until the 20th century. It has experienced a resurgence in particularly the rural communities of the North since the fall of the communist regime in the early 1990s. It is a set of customary laws passed down through the generations, which was codified and written down in the 19th century by Shtjefën Gjeçov. Although Kanuni is attributed to the Albanian prince Lekë Dukagjini, the rules evolved over time as a way to bring laws and rule to these lands. The code is divided into several sections: Church, Family, Marriage, House, Livestock and Property, Work, Transfer of Property, Spoken Word, Honor, Damages, Law Regarding Crimes, Judicial Law, and Exemptions and Exceptions. The current Albanian Penal Code does not contain any provisions from the Kanun that deal with blood feuds, and no acknowledgment of this code is made in the contemporary Albanian legal system.1 Qarku / Qarqe Qarku designates governmental administrative units in two ways. It is the term for the Regional Council of municipality and commune mayors/ leaders of the Qarku region and it also designates the geographic boundary of that administrative unit. Qarqe is the plural of Qarku. There are 12 Qarqe in Albania: Shkodra, Kukes, Lezhe, Diber, Durres, Tirana, Elbasan, Korça, Fier, Berat, Vlora and Gjirokastra. Prefect The Qarqe are administered on behalf of the central government by 12 Prefects, appointed by the Prime Minister. DEFINITIONS FOR Categories OF Shelter BENEFICIARIES2 Victim of Trafficking - an adult or child who has been recruited, transported, transferred harbored or received by means of threat, use of force, or other forms of coercion, abduction, fraud, deception, abuse of power or of a position of vulnerability or giving or receiving of payments or benefits to achieve the consent of a person having control over another person for the purpose of exploitation. This may occur within a single national boundary or across international borders. Note Until recently, many government authorities in the country restricted their definition of victim of trafficking to those who are not only identified by a qualified social worker and/or

    TERRITORIAL ANALYSIS TIRANA, ALBANIA Association of Albanian Municipalities 2 Tirana, Albania – Territorial Analysis – URGENT project BACKGROUND OF THE PROJECT This territorial analysis is part of the URGENT Project co-financed by the Europe for Citizens Programme of the European Union. URGENT is a two-year project led by ALDA – the European Association for Local Democracy (France), and involving 12 other European partners. The aim of this territorial analysis is to introduce the context and characteristics of the target area chosen by each project partner to implement its pilot projects in the framework of the local path of the project. Reuniting three local authorities, four associations of local authorities, four civil society organisations, an academic institution and a foundation, the main objective of the URGENT project is to improve social cohesion in local communities by promoting migrants’ integration through the development or urban policies fostering intercultural dialogue and the use of common spaces. Implemented from September 2016 to August 2018, the URGENT project focuses on “local paths” implemented in one city per each partner country (except in Italy, where activities take place in two cities). During these local paths the cities get familiar with migration issues at local level in order to then elaborate pilot project ideas for intercultural dialogue in deprived and conflicting areas and finally implement these pilot projects on the ground. In between the three phases of the local paths, international events are organised in different countries for partner cities to compare their situation, share problems and potential solutions. There are four main objectives in the URGENT project: Objective 1: To create spaces of discussion and mutual learning among citizens from different socio- cultural backgrounds and from different countries of Europe.

ABSTRACT This master thesis is based on interviews with heritage professionals carried out during two months in Tirana, Albania in the autumn of 2010. The research questions concern who works with communist heritage in Albania, what constitutes the heritage from the communist period (1945-1991) and how this heritage is discussed, valued and handled in Albania today. A general question is whether heritage from the communist period is an unwanted heritage or not today. The aim is to study what is happening with this heritage in one of the countries in Europe where this heritage have been discussed and emphasized the least and also to contribute to the discussion about heritage from difficult periods and events and show what different meanings it may have instead of labelling it “unwanted heritage”. The communist regime in Albania used urban planning and architecture to demonstrate and strengthen their power.
