*S4M-02549 David Torrance: Addressing Climate Change through Community Action—That the Parliament congratulates the organisations, Fife Diet and Kirkcaldy Community Gardens and Allotments CIC, on receiving awards from the Climate Challenge Fund; understands that Fife Diet was awarded £448,036 to fund its Local Food Solutions project, which includes starting a community-supported agriculture project, holding food workshops for communities across Scotland and working to increase the access to fresh, local food for low-income groups; recognises that Kirkcaldy Community Gardens and Allotments CIC received an award of £47,656 for its Ravenscraig Walled Garden Training Centre project, which involves educating and empowering the community to grow its own food, and notes that the purpose of the Scottish Government’s Climate Challenge Fund is to promote local, community- based action aimed at reducing carbon emissions and thus directly addressing climate change.

*S4M-02548 Drew Smith: Hana Shalabi—That the Parliament notes with concern the treatment of Hana Shalabi, who is currently in Israeli custody; understands that Ms Shalabi, who was one of 1,027 Palestinian prisoners and detainees to be freed from Israeli jails in October and December 2011 as part of the deal to release the captured Israeli soldier, Gilad Shalit, was rearrested on 16 February 2012; further understands that, in protest against her detention without charge or trial for more than 40 days, she has been on hunger strike; notes that, according to Physicians for Human Rights, she has lost 14 kg since her arrest and is at risk of death, and recognises Amnesty International’s calls for Ms Shalabi to be either charged with a criminal offence and tried promptly according to international fair trial standards or for her to be immediately released.

*S4M-02547 : East Kilbride Cricket Club Celebrates 50th Anniversary—That the Parliament congratulates East Kilbride Cricket Club, based at Torrance House in East Kilbride, on its 50th anniversary; considers that the club played an important part in the town’s 21st anniversary celebrations in 1968 by taking on Jock Stein’s "Lisbon Lions" in an exhibition cricket match and recognises its achievement of Bronze Award status under Cricket Scotland’s accreditation scheme; notes that the club welcomes players of any age and ability and has a proactive youth policy involving coaching in local schools; wishes members well with their plans to celebrate this important year, and looks forward to many more years of club cricket in East Kilbride.

*S4M-02546 Bob Doris: Congratulating the Participants and Organiser of the Nigel Barge 10k Memorial Road Race—That the Parliament congratulates Thomas Fay on winning the Nigel Barge 10k Memorial Road Race on 24 March 2012; commends Maryhill Harriers for its efforts in organising the event, which also included a junior 3K race; notes that this race is one of Scotland’s oldest road races, having been run now for more than 60 years; understands that the race commemorates Nigel Barge, who was killed in action at Dunkirk during World War II, that Nigel was an outstanding officer who trained as a Royal Engineer and came top of his class at the Royal Military Academy in Woolwich, “The Shop”, had helped prepare and map defences around Dunkirk and had assisted in the repairing of small

craft to ensure the debarkation of his comrades, and notes that Nigel was a licensed pilot and keen athlete and that his father was Kenneth Barge, a member of the committee of Maryhill Harriers, the proud hosts of the race since 1943.

*S4M-02545 Richard Simpson: Autism Awareness Light It Up Blue—That the Parliament understands that there has been a substantial increase in the diagnosis of autism spectrum disorder (ASD); welcomes the fifth annual Autism Awareness Day as an opportunity to acknowledge the levels of general care and specialised education that are needed to ensure that all those with ASD achieve their maximum potential; hopes that new research will lead to an increased understanding of ASD, and encourages members to show support for Autism Awareness Day by wearing blue in honour of this year’s theme, Light It Up Blue.

*S4M-02544 Stuart McMillan: Scotland Breaks Renewable Energy Targets—That the Parliament understands that several major energy companies including E.ON and RWE have withdrawn from nuclear power generation in the UK; considers that this underlines the wrong-headedness of the UK Government’s energy policy and that current nuclear technologies do not represent the solution to Scotland’s energy needs; understands that these companies have instead invested heavily in new offshore renewable energy projects, which it considers to be a far more promising route to a clean, green future and true energy security; also welcomes figures suggesting that Scotland will beat the 2011 renewable energy target, with 35% of Scotland’s electricity now being supplied by renewables, exceeding the target of 31%, and that this represents a 45% increase in renewable energy generation from 2010 to 2011, and considers that Scotland’s renewables industry is well on its way to becoming a world leader.

*S4M-02543 Sarah Boyack: Castle Rock Edinvar Success at Low Carbon Building Awards—That the Parliament congratulates Castle Rock Edinvar Housing Association on being awarded a Low Carbon Building Award for Refurbishment from the Carbon Trust for its Pleasance Upgrade Project 2011; notes that the project involved the upgrade of four B-listed social housing units in a building constructed in the 1840s; further notes that the judges commended the refurbishment for its use of innovative materials to improve the building’s energy performance and that this represented a significant achievement for such an old property; understands that this was a pilot project and that Castle Rock Edinvar has already begun to roll it out to other, neighbouring developments; further understands that this project was delivered in partnership with Historic Scotland with Scottish Government funding as part of the actions detailed in Conserve and Save: The Energy Efficiency Action Plan for Scotland and forms part of a wider research programme managed by Historic Scotland, and believes that this type of success demonstrates the need for continued Scottish Government support for initiatives delivered through organisations such as registered social landlords to improve the energy efficiency of housing stock through refurbishing older properties.

*S4M-02542 : Make GIB a Scottish Company—That the Parliament welcomes the recent announcement that the Green Investment Bank (GIB) is to be based in Edinburgh and considers that this is in recognition of the tremendous strength of Edinburgh as a centre both for financial services and the new green industries; understands that the new Edinburgh-based GIB is registered with Companies House at an address in London; considers it important to have the GIB headquarters in Edinburgh in more than just name, and calls on the Secretary of State for Business, Innovation and Skills to transfer the company registration to Edinburgh once a suitable venue for the GIB has been identified in the city.

*S4M-02541 : Reducing the Carbon Footprint in Communities— That the Parliament congratulates Eco Drama, Maryhill Community Central Halls, the University of Strathclyde and the Glasgow School of Arts Students Association on securing awards totalling £325,085.12 from the Climate Challenge Fund; notes that the fund aims to support communities in influencing climate change directly and reducing carbon emissions on a local level; understands that these awards will help deliver educational workshops and theatre shows to primary and secondary schools in Glasgow, community food-growing projects and energy awareness raising in Maryhill, a community consultation to survey the landscape and engage with staff and students at the University of Strathclyde as well as a study to consult local artist groups to establish the feasibility of carbon reduction projects; hopes that these projects further support progress toward reducing Scotland’s carbon footprint and tackling climate change, and wishes all those involved the best of success.

*S4M-02540 Marco Biagi: World Heritage Site Action on Fuel Poverty and Emissions—That the Parliament congratulates Edinburgh World Heritage (EWH) on securing £190,000 from the Scottish Government Climate Challenge Fund to help the local community reduce fuel poverty and cut carbon emissions in Edinburgh’s World Heritage Site; understands that EWH will provide community-driven projects including practical energy efficiency workshops, food-waste activities, innovative active travel initiatives and the creation of more historic vegetable gardens; notes that the group aims to cut CO2 emissions in the World Heritage Site by 600 tonnes by March 2015; commends the plan for a youth officer as part of the plans to engage young people who will go on to act as leaders for action on climate change and ensure that green skills are passed on to future generations; recognises the role that the Scottish Government’s Climate Challenge Fund is playing in communities right across Scotland, and urges others to follow what it sees as Edinburgh World Heritage’s strong example of positive community action on climate change.

*S4M-02539 Kenneth Gibson: Dogs Trust—That the Parliament commends the works of the Dogs Trust, which, it understands, is the largest charity in the UK for the welfare of dogs; notes that the trust aims to rescue, rehabilitate and re-home lost or abandoned dogs; understands that it has 18 re-homing centres in the UK, including services in Glasgow and West Calder; notes that, of the 15,323 dogs that were admitted to its centres in 2010, over 14,500 were re-homed within the year; acknowledges that the charity provides neutering and microchipping services; notes that, in order to help to control the stray dog population, 60,000 dogs were neutered by the charity in 2010; further notes that, in the same year, it microchipped over 45,500 dogs to help them be returned home if lost; acknowledges the charity’s involvement in many UK-wide projects, which, in 2010, included the Freedom Project, whereby dogs from families escaping violence in the home were provided with temporary foster care, Youth Education, whereby 11 education officers delivered over 2,500 free workshops to schools across the UK and the Hope Project, which provided 1,666 veterinary treatments for dogs whose owners are homeless; notes that Dogs Trust has established several international projects, which promote responsible dog ownership and provide veterinary care and neutering programmes in countries including Malta, India and Sri Lanka, and supports Dogs Trust in its future projects and values its contribution in re-homing and caring for stray dogs.

S4M-02535# Jim Eadie: Lothian’s Co-operatives, Social Enterprises and Employee-owned Companies—That the Parliament welcomes the contribution made by co-operatives, employee-owned companies and social enterprises across Lothian to society and the economy; further welcomes the publication of the report by the Ownership Commission chaired by Will Hutton; notes the report’s conclusion that an indispensible precondition for a sustained economic recovery across the UK is a new and more systematic attempt to secure better ownership of business assets and more plural and diverse ownership structures, in particular more medium-sized family firms, co-operatives and employee-owned companies; further notes the view expressed in the report that public limited companies need to become less fixated on short-term profits; acknowledges that the report advocates that shareholders of public limited companies should as far as possible pool their voting rights in new not- for-profit mutuals in order to better engage with the companies that they own; supports the recommendation that company directors should be better enfranchised to think of the long-term sustainability of their businesses rather than the next hour’s share price; recognises that the Ownership Commission advocates further reform of the anomalies of the tax and regulatory system such as encouraging and empowering co-operatives and employee-owned companies; welcomes support for

medium-sized firms to be able to build their capital and balance sheets more quickly, and is mindful of the observation in the report of the need to create a cluster of largely family-owned companies that can drive innovation and export success as already happens in other European countries such as Germany.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
