MUNICIPAL COUNCIL MEETING MINUTES MONDAY, MARCH 7, 2005 A meeting of the Town of East Gwillimbury Municipal Council was held on Monday, March 7, 2005, at 2:30 p.m. in the Civic Centre Council Chambers, 19000 Leslie Street, Sharon, Ontario PRESENT: Mayor James R. Mayor Young called the meeting to order at 2:30p.m. Mayor Young requested everyone present to rise for a minute of silence in memory of the four RCMP Officers killed in Alberta in the line of duty last Thursday. Committee of the Whole Council Meeting February 7, 2005 Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the Minutes of the Committee of the Whole Council Meeting of February 7, 2005, be received and adopted. Committee of the Whole Council February 21, 2005 Councillor Hauseman noted that he had attended the Holland Landing Anglican Church silent auction and dance, but not the Cabin Fever Reliever fundraiser at Mount Albert as indicated under 'Verbal Reports'. Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT the Minutes of the Committee of the Whole Council Meeting of February 21, 2005, be received and adopted as amended. Carried. C 2005-11 OCOR 7. Special Council February 21, 2005 Councillor Morton noted that Councillor Johnston was listed as present, and later in the Minutes as absent with notice. Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT the Minutes of the Municipal Council Meeting of February 21, 2005, be received and adopted as amended. Carried. C 2005-111 COR 8. Public Meeting {Adult Entertainment Establishments] February 21, 2005 This item was dealt with in Committee of the Whole Council of March 7, 2005, Engineering Dept. Report [ENG2005-07] D. CORRESPONDENCE REQUIRING RESOLUTION Council Meeting March 7, 2005 Town of East Gwillimbury Page 4 of 13 1. Correspondence from M. Young of Mount Albert, dated February 9, 2005, requesting permission to close Birchard Blvd in Mount Albert for a Street Barbeque on Saturday, June 25, 2005 from 12:00 noon to 11:00 p.m. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from M. Young of Mount Albert, dated February 9, 2005, requesting permission to temporarily close Birchard Boulevard in the Community of Mount Albert on Saturday, June 25th, 2005 from 12:00 noon to 11:00 p.m. for the purposes of holding a Street Barbeque, be received; and THAT Municipal Council wishes to grant approval and authorize the execution of a By-law to temporarily close Birchard Boulevard on Saturday, June 25th, 2005 from 12:00 noon to 11 :00 p.m. for the purposes of holding a Street Barbeque. Carried. C 2005-113COR 2. Correspondence from C. Shaw, dated February 23, 2005, with regard to Mount Albert Family Place Councillor Morton noted that there was a timeframe of February 25th for submission of letters to the Trillium Foundation. A letter from Council may no longer be required. Rick Leclair was requested to review the matter and provide a memo to Council outlining what may be done. Councillor Morton further added that Mount Albert Family Place does not charge parents for their service and this is one of the options that may need to be considered if financial assistance is required. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from C. Shaw, dated February 23, 2005, with regard to Mount Albert Family Place, be received; and THAT the correspondence be forwarded to the Director of Parks and Recreation for consideration and a report and recommendations to be brought back to Council. Carried. C 2005-114PRD 3. Correspondence from L. Fenton of Holland Landing, dated February 9, 2005, re the Use of Paper Bags for Leaf Collection Council Meeting March 7, 2005 Town of East Gwillimbury Page 5 of 13 Following discussion, it was decided to forward the correspondence to the Town Engineer for preparation of a draft response to be brought back to Council for their consideration and to forward a copy of the correspondence to York Region. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from L. Fenton of Holland Landing, dated February 9, 2005, with regard to the Use of Paper Bags for Leaf Collection, be received; and THAT the correspondence be forwarded to the Town Engineer for consideration and a draft response to be brought back to Council for their consideration. Correspondence from Councillor Marlene Johnston and Terry Russell, Chair, Business Development Committee, recommending the addition of Peter Budreo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT the correspondence received from Councillor Marlene Johnston and Terry J. Russell, Chair, Business Development Committee, dated February 16, 2005, recommending the addition of Peter Bud reo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee be received; and THAT Municipal Council authorize the enactment of an amending by-law to add Peter Bud reo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee. Carried. C 2005-116COR 5. Correspondence from the Town of Georgina to the Hon. Greg Sorbara, Minister of Finance, dated February 23, 2005, requesting support of their Resolution with regard to the GTA Tax Pooling Moved by: Councillor Hackson Seconded by: Councillor Johnston Council Meeting March 7, 2005 Town of East Gwillimbury Page 6 of 13 BE IT RESOLVED THAT the correspondence from Town of Georgina to the Hon. Greg Sorbara, Minister of Finance, dated February 23, 2005, requesting support of their Resolution with regard to the GTA Tax Pooling, be received; and THAT a copy of Town of East Gwillimbury Resolution CWC 2005-37FI N, dated February 21, 2005, be forwarded to the Town of Georgina for their information and records. Carried. C 2005-117COR 6. Correspondence from York Region, dated February 18, 2005, requesting comments with regard to the Queensville Sideroad Bridge Rehabilitation Sidewalk Provision, Town of East Gwillimbury, Project 81910 Wayne Hunt, Town Engineer, noted that this matter has already been dealt with. Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT correspondence from York Region, dated February 18, 2005, requesting comments with regard to the Queensville Sideroad Bridge Rehabilitation Sidewalk Provision, Town of East Gwillimbury, Project 81910, be received. Correspondence from York Region, dated February 18, 2005, requesting comments with regard to the Jurisdiction of Water and Wastewater Infrastructure Proposed Regional Policies Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT correspondence from York Region, dated February 18, 2005, requesting comments with regard to the Jurisdiction of Water and Wastewater Infrastructure Proposed Regional Policies, be received; and THAT the correspondence be referred to the Town Engineer for preparation of a report including recommendations to be brought back to Committee of the Whole or Council. Correspondence from the Regional Municipality of Halton, dated February 9, 2005, requesting endorsement of their Report CH-01-05 with regard to the Benefits of Membership in the Association of Municipalities of Ontario (AMO) Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT correspondence from the Regional Municipality of Halton, dated February 9, 2005, requesting endorsement of their Report CH- 01-05 with regard to the Benefits of Membership in the Association of Municipalities of Ontario (AMO), be received; and THAT the Municipal Council of the Town of East Gwillimbury wishes to endorse Report CH-01-05 adopted by the Council of the Regional Municipality of Halton.
