Municipal Council Meeting Minutes Monday, March 7 MUNICIPAL COUNCIL MEETING MINUTES MONDAY, MARCH 7, 2005 A meeting of the Town of East Gwillimbury Municipal Council was held on Monday, March 7, 2005, at 2:30 p.m. in the Civic Centre Council Chambers, 19000 Leslie Street, Sharon, Ontario PRESENT: Mayor James R. Mayor Young called the meeting to order at 2:30p.m. Mayor Young requested everyone present to rise for a minute of silence in memory of the four RCMP Officers killed in Alberta in the line of duty last Thursday. Committee of the Whole Council February 21, 2005 Councillor Hauseman noted that he had attended the Holland Landing Anglican Church silent auction and dance, but not the Cabin Fever Reliever fundraiser at Mount Albert as indicated under 'Verbal Reports'. Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT the Minutes of the Committee of the Whole Council Meeting of February 21, 2005, be received and adopted as amended. Carried. C 2005-11 OCOR 7. Special Council February 21, 2005 Councillor Morton noted that Councillor Johnston was listed as present, and later in the Minutes as absent with notice. Report [ENG2005-07] D. CORRESPONDENCE REQUIRING RESOLUTION Council Meeting March 7, 2005 Town of East Gwillimbury Page 4 of 13 1. Correspondence from M. Young of Mount Albert, dated February 9, 2005, requesting permission to close Birchard Blvd in Mount Albert for a Street Barbeque on Saturday, June 25, 2005 from 12:00 noon to 11:00 p.m. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from M. Young of Mount Albert, dated February 9, 2005, requesting permission to temporarily close Birchard Boulevard in the Community of Mount Albert on Saturday, June 25th, 2005 from 12:00 noon to 11:00 p.m. for the purposes of holding a Street Barbeque, be received; and THAT Municipal Council wishes to grant approval and authorize the execution of a By-law to temporarily close Birchard Boulevard on Saturday, June 25th, 2005 from 12:00 noon to 11 :00 p.m. for the purposes of holding a Street Barbeque. Carried. C 2005-113COR 2. Correspondence from C. Shaw, dated February 23, 2005, with regard to Mount Albert Family Place Councillor Morton noted that there was a timeframe of February 25th for submission of letters to the Trillium Foundation. A letter from Council may no longer be required. Rick Leclair was requested to review the matter and provide a memo to Council outlining what may be done. Councillor Morton further added that Mount Albert Family Place does not charge parents for their service and this is one of the options that may need to be considered if financial assistance is required. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from C. Shaw, dated February 23, 2005, with regard to Mount Albert Family Place, be received; and THAT the correspondence be forwarded to the Director of Parks and Recreation for consideration and a report and recommendations to be brought back to Council. Carried. C 2005-114PRD 3. Correspondence from L. Fenton of Holland Landing, dated February 9, 2005, re the Use of Paper Bags for Leaf Collection Council Meeting March 7, 2005 Town of East Gwillimbury Page 5 of 13 Following discussion, it was decided to forward the correspondence to the Town Engineer for preparation of a draft response to be brought back to Council for their consideration and to forward a copy of the correspondence to York Region. Moved by: Councillor Johnston Seconded by: Councillor Hackson BE IT RESOLVED THAT the correspondence from L. Fenton of Holland Landing, dated February 9, 2005, with regard to the Use of Paper Bags for Leaf Collection, be received; and THAT the correspondence be forwarded to the Town Engineer for consideration and a draft response to be brought back to Council for their consideration. Correspondence from Councillor Marlene Johnston and Terry Russell, Chair, Business Development Committee, recommending the addition of Peter Budreo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee Moved by: Councillor Hackson Seconded by: Councillor Johnston BE IT RESOLVED THAT the correspondence received from Councillor Marlene Johnston and Terry J. Russell, Chair, Business Development Committee, dated February 16, 2005, recommending the addition of Peter Bud reo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee be received; and THAT Municipal Council authorize the enactment of an amending by-law to add Peter Bud reo and Frank Colavecchia as members of the Town of East Gwillimbury Business Development Committee. The Liberals had captured fifty-three of 107 seats; the PCs and NDP, thirty-seven and seventeen, respectively. A Member of one of the opposition parties defecting to join the Liberals would have definitively changed the balance of power in the Legislature. Even with the Speaker coming from the Liberals’ ranks, a floor crossing would give the Liberals a de facto majority and sufficient seats to drive forward their legislative agenda without having to rely on at least one of the opposition parties. A January article in the Toronto Star revealed that the Liberals had quietly made overtures to at least four PC and NDP MPPs since the October election, 1 meaning that a floor crossing was a very real possibility.

    School of Public Policy and Administration WEEKLY NEWSLETTER April 2017 – Volume 5, Issue 13 SPPA News On March 28, 2017 the School of Public Policy and Administration (SPPA) held a reception at the Royal Ontario Museum to celebrate 150 years of public service in Ontario as well as 10 years since the establishment of the School and its Master of Public Policy, Administration and Law (MPPAL) program. Given the venue’s close proximity to Queen’s Park, the guests in attendance included the School’s own alumni and other professionals working in the Ontario Public Service (OPS), students and faculty. Opening the event, the School’s Director, Professor Alena Kimakova, underscored the importance of recognizing public service and the ever-changing challenges policy-makers and public servants face in their daily work while balancing multiple, and often competing, objectives as well as diverse stakeholder views. To acknowledge the work involved in the different spheres of public service, the speakers’ list included representatives from the OPS, municipal government and the non-profit sector. In line with the School’s objective to always remain current and relevant in its work, the speakers focused on the road ahead as well. First, Chancellor Greg Sorbara introduced the Honourable Steven Del Duca, Minister of Transportation, who emphasized the important role non-partisan public servants play in supporting the decisions made by elected officials and the quality of the work that York University and SPPA graduates bring to the OPS. The challenges in transportation are on the minds of all York community members and GTA residents, and Minister Del Duca is well aware of the importance of his portfolio for the quality of life in Ontario.

    Ministerial Resignations in the Province of Ontario draft The Ontario Legislature Internship Programme by: Paul Di Ianni 2 Introduction Ministerial resignations are always a hot topic of conversation in any political sphere. From reporters and academics to the average Ontario voter, a minister resigning his or her post over a perceived or actual scandal is always front page material for any newspaper, which then provides for a lot of conversation around the proverbial ʻwater-coolerʼ and beyond. A minister resigning over a scandal is music to the ears of opposition politicians because it can create an air of incompetency, especially after a number of successive resignations. Resignations are also much loved by reporters because it provides news worthy material for a number of media cycles which causes a lot of headaches for the government and their respective political supporters. The topic of ministerial resignations has been covered extensively by academics in the United Kingdom and in Australia, however in Canada the subject has not been entirely explored, and this is especially true in regards to the Provincial Legislature in Ontario. This paper will endeavour to rectify that situation by exploring ministerial resignations in the Province of Ontario by seeking to answer the question: why do ministers resign or not resign? This rather broad question formed the basis of the research that was conducted in preparation for this essay in conjunction with the theoretical framework of individual ministerial responsibility. In answering the aforementioned question a complete listing of ministerial resignations in the Province of Ontario were examined dating back to Confederation.
