MISSOURI AFL-CIO EXECUTIVE BOARD MEETING Tuesday, May 19, 2020 9:30 a.m. President Louis called the meeting to order. Roll Call by Secretary Treasurer Hummel. President Louis asked Pat White to give an opening prayer. Resignation letter from Curtis Henke and asked for seating of District 11 Mark Hager to fill his seat on Executive Board. Motion to seat Mark Hager a new delegate, District 11, International Vice President was made by Don Bruemmer and seconded by Rod Hermann. Voice vote ayes-any opposed hearing none-motion passed. Approval of minutes from March 3 and March 31st 2020. Motion made by Dave Weaver and seconded by Joe Capra -any opposition hearing none minutes approved. 1st quarter financial report motion to approve made by Dave Cook and seconded by JP Walker -hearing none -opposed? Hearing none 1st quarter approved as written. Old Business: none New Business: President Louis announced his retirement effective July 30, 2020 and in accordance with the constitution, he read Article VII, subsections 6 and 7. President Louis opened the floor for nomination to fill vacancy Frank Jacobs made the motion to nominate Jake Hummel for president, seconded by Gina Walsh. Any on question-hearing none- the motion carries. Secretary Treasurer Hummel accepts nomination. Sec. Hummel called role – unanimous yes for Jake Hummel Nomination for Secretary Treasurer is opened. Alise Martiny makes the motion to nominate Merri Berry for Secretary Treasurer and is seconded by Dave Weaver. Called for any other nominations-none. Roll call. Pat Dujakovich unanimously made a motion of acclamation and it is seconded by Kevin McNatt. The motion carries. Congratulations extended from President Mike Louis to Secretary Treasurer Hummel and Merri Berry. Point of privilege, Senator Gina Walsh-thanked the leadership and Executive Board- all Labor team members and she looks forward to working together in a different capacity. Point of privilege, Dave Weaver remarked the machinists are very proud of President Louis and thanked him for his efforts during the Right to Work battle and every day for your help for all of us. President Mike Louis to Senator Walsh Gina, we have a long history of working successfully together and we know you will never be far away-thank you for everything. Reports from resolution committee: Dave Cook SJR 38 passed. Dave Cook made a motion to accept, and Lenny Jones 2nd motion. Discussion-point of privilege from Pres. Louis -legislation played games with this bill-gerrymandering is an evil thing and fully concur in the resolution and defeat; it will be a no vote. Point of privilege, Dave Cook noted when people on this call join hands, we will defeat this issue, gerrymander and anti-worker legislation and he highly recommend full participation on this issue. Voice vote was called. Dave Cook made the motion and Adam McBride seconded the motion on acclamation. No opposition the motion to fight against SJR38 was approved by acclamation. President’s report: Legislation was difficult with lots of maneuvering, but with the exception of SJR 38 -it was a great effort on the lobby team and worked out well. President Louis has spent an enormous amount of time on conference calls with National. President Mike louis introduced Steven Cousins (National AFL-CIO) Steven Cousins said he appreciated the leadership of Pres. Louis and Sec. Treasurer through the Covid 19 crisis. He said you rallied Gov. Parsons quickly and early and made a difference, thank you. He is looking forward to working with all the leadership and building unions stronger. President Louis sent out email at the request of Kevin McNatt hotel workers etc., out of work. Kevin McNatt remarked 90% of members are still sitting at home and will be even when unemployment runs out. Thank you to all who made donations. Questions on reports hearing none; Secretary Treasurer’s report: Thank you for electing me and thank you to Mike for being a great partner, thank you to Merri and look forward working together. The asking price was $485, 000 and we negotiated to $425, 000. We have not set closing date, yet but end of June is last date. We are looking to bring some union trades to move into the office with us. We are currently in negotiations with the law firm, if they will rent the 3rd floor. We probably won’t move in until the end of summer. Convention scheduled in August-we have to send credentials by next week, but we don’t know if casino will be open. We have asked for special dispensation from the National to extend those dates and have also asked if necessary to conduct a Zoom convention. Pat Dujakovich said the consensus from Kansas City was to have the convention electronically. Sec. Treasurer Hummel said if possible we will try – once we receive information from the National. President Mike Louis retirement party is postponed, due to COVID 19, but will be held at a later date. Golf tournament-postponed. Secretary Treasurer Hummel thanked the lobby team on all their efforts. Political Directors report: Merri Berry thanked President Mike Louis for the opportunity to work here and the leadership on Right to Work. Merri Berry extended her thanks to UFCW 655 for their continued support. She is looking forward to working with the Executive Board and the office staff. She noted in the face of global pandemic-“Dirty Missouri” SJR 38, voters will have to say no. Bill passed SB631 voting bill-via Merri Berry notes. “To say the Missouri Legislative session was different this year would be an understatement. In the face of a global pandemic the Missouri legislature decided they knew better than the Missouri voters and passed SJR38 dirty Missouri. The Missouri voters will again have to tell the Missouri Legislature they want fair maps and to respect their vote. Ominous bill that passed in the last week of session that walks a tight rope between mail in or absentee during Covid-19 SB631. While it allows anyone over the age of 65 or older to vote absentee for 2020 election because of Covid -19, it also allows any voter to mail in ballot but requires such ballot to be notarized. Really good news is the amendments that had changes to Voter I.D and Initiative petition were removed during committee conference. Senator Sifton was the champion during conference committee to remove such legislation. Other bills that did not pass this session the AFL-CIO was following: HB1559- Minimum wage HB2033- Grain Belt SB 528- Charter Schools SB 575 Asbestos Claim --- SB701 andHB2341---- Paycheck SB 690 Unemployment security – cutting down to 13 weeks Missouri AFL-CIO tracked 171 bills during session with 19 bills on list critical. Tough we have some work ahead of us to educate union members again on Clean Missouri. We had a better good year in the legislature.” Political report by Stephen Weber: Local races, union members running. We had been canvassing until COVID 19 and still trying to help by phone banking to support union members running. SJR38 is likely to be known as Amendment 3, and expected to be on November ballot. Our goal will be to get our members out to November elections. We are still trying to knock doors however, we are unable due to COVID, but will continue to phone bank until it is safe to door knock. In the meantime, we will be asking for more calls from local unions to their members. (Member to Member.) We will need to educate members on absentee voting and will be calling for donations for campaign to do so.
