US Coast Guard Considering Arctic ‘FONOPS’ to Counter Russian Presence at North Pole by Morgan Artvukhina The US needs to expand its operations in the Arctic to counter Russia’s presence there, the head of the US Coast Guard said on Monday. That could include “freedom of navigation operations” (FONOPS) like the US uses to challenge maritime claims of other nations of which it does not approve. “Presence equals influence in the Arctic. And right now ... we're woefully lacking as a nation in terms of our capacity,” US Coast Guard Commandant Adm. Karl Schultz toldthe conservative think tank the Brookings Institution in Washington, DC. The region is home to considerable natural resources, including an estimated $1 trillion worth of minerals, one-third of the world’s liquefied natural gas (LNG), and rich fishing grounds - much of which has remained untapped due to the harsh climate, permafrost and sea ice. It also holds great travel potential as an alternative to the Suez Canal or Cape of Good Hope. As climate change increases the region’s average temperatures and sends the ice into retreat, global powers are looking to the Arctic as the next place to make their claims - or head off the claims of others. "What we're concerned about is how [Russia] conducts in this space - the same concerns we have about rules-based international order and adherence, modern maritime governance,” Schultz told the think tank, which exerts major influence on US policy-making.

UK to Increase Number of Nuclear Warheads it Can Stockpile - Report by Mary F. The UK is estimated to possess around 195 nuclear weapons, of which 120 are operationally available, according to an April 2020 report by the Center for Arms Control and Non-Proliferation. The UK's deployed warheads are controlled by the Royal Navy. The UK government is expected to increase the number of nuclear warheads it can stockpile, The Telegraph's deputy political editor Lucy Fisher tweeted Friday. According to Fisher, an official announcement on the increased number of nuclear warheads is expected to be published in The Integrated Review of Security, Defence, Development and Foreign Policy on Tuesday. The review, set to be released on March 16, will describe the British government's foreign policy, defense, security and international development. In her tweet, Fisher also noted that the UK has around 180 warheads stockpiled. The potential increase in the number of stockpiled warheads would mark the first increase since the end of the Cold War. In its 2015 strategic defense review, the UK committed to reducing "the overall nuclear weapon stockpile to no more than around 180 warheads" by the mid-2020s. “If this is confirmed, this would be a highly provocative move,” David Cullen, director of the Nuclear Information Service, told The Guardianon Friday.

    ARMENIA 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Armenia’s constitution provides for a republic with an elected head of state and a unicameral legislature, the National Assembly. According to a constitutional referendum conducted in December 2015, the country is expected to transition gradually to a parliamentary republic by the end of the existing presidential term in 2018. The Republican Party of Armenia (RPA) held a majority of seats in the National Assembly and, with President Serzh Sargsyan as leader, continued to dominate the country’s political scene. The country had a presidential election in 2013 and legislative elections in 2012. The Organization for Security and Cooperation in Europe (OSCE) described the presidential election as well administered but with shortcomings, including an uneven playing field, serious election-day violations, and concerns regarding the integrity of the electoral process. Similar flaws marred the 2012 National Assembly elections and the 2015 constitutional referendum. Civilian authorities maintained effective control over the security forces. On July 17, the armed group Sasna Tsrer stormed and occupied a police compound in Yerevan, taking police hostages. During the two-week standoff that followed, Sasna Tsrer took additional police and medical personnel hostage, demanding political changes. Group members allegedly killed three police officers during the incident. During the standoff, numerous protests and demonstrations in support of Sasna Tsrer took place in Yerevan and other parts of the country. Law enforcement officers engaged in illegal detentions, disproportionate and excessive use of force toward peaceful demonstrators, abusive treatment of journalists, and other serious human rights abuses, especially on the night of July 29, when police charged crowds supporting Sasna Tsrer’s political demands.

With three gold medals and a bronze at the Asiad, the former Olympic champion has rediscovered his confi dence and now has his sights set on next year’s World Championships and the 2012 Lon- don Olympic Games. “It has not been easy,” Teng said of his GYMNASTICS recent struggles in the sport. “It’s a new start for me. Th e gold medals have given me much confi dence as I look towards next year’s World Championships and the 2012 Olympics.” In Guangzhou, Teng helped the men’s squad win the team gold for the 10th successive time. He was also crowned the all-around champion. On the individual apparatus, he claimed gold on the pommel horse and bronze on the horizontal bar. He missed the podium in the parallel bars due to a fall. “Th is might be my last Asian Games. Winning these gold medals here, I have no regrets at the Asiad,” he said. Th e Asian Games have been a lucky competition for Teng as he rose to international prominence at the Busan Asian Games eight years ago.
