Tuesday, September 7, 2010 Introduction

The purpose of this study session is to discuss the most cost effective courses of action for the District real properties in order to improve District educational resources.

A. Meet with City staff to determine cities interest in Kelly Road property.

B. If City no longer has an interest, continue with the Surplus Property Notification Process for Private Sector use.

C. Reconvene Surplus Property Advisory (7-11 Committee) to review select District “unused” sites and prepare recommendations to administration and Board of Education.

Note: 7-11 Committee meetings includes representatives from the City and Conejo Recreation and Park District.

I. Vacant Site (Land Only)

A. Via Dorado School Site

1. Vacant, undeveloped site of approximately 10.2 acres in the Tierra Rejada Valley north of Moorpark Road, in Ventura County unincorporated territory.

2. Currently leased for agricultural use.

3. Located in an area covered by a greenbelt agreement between Ventura County and the cities of Thousand Oaks, Simi Valley and Moorpark.

4. Determine feasibility of potential sale as agriculture land.

B. Capitan Site

1. Site is approximately 9 acres located on Capitan Street near Poplar Crest Avenue in Thousand Oaks. 2. A portion of the site is zoned for residential development with a minimum lot size of 8,000 square feet. 3. A portion of the site is zoned Public Lands, and there is presently a CRPD park on the property. 4. Need to confirm demographics and student enrollment projections as there are no other schools nearby. 5. General Plan Land Use Element a. Low Density Residential b. Zoning – R-1-8 and P-L 6. Comment: Under review, appears to be a long term asset for the District; possibly determine interim use. I. Vacant Site (Land Only) C. Canada Site

1. Site is approximately 10 acres located at the corner of Erbes Road and Calle Zocalo in the Sunset Hills area of Thousand Oaks.

2. The zoning designation is Public Lands and there is presently a CRPD park on a portion of the property.

3. There is room for two potential house pads on a portion of the site not currently used for park purposes.

4. Compliance with the City of Thousand Oaks Hillside Ordinance may be required.

6. Comment: Under review. II. Closed Elementary Schools A. Horizon Hills

1. Previous elementary school located on Greta Street in Thousand Oaks with 9.4 acres zoned public lands and 26,694 square feet of buildings in three main pods.

2. A deed restriction exists on a portion of the property; with that portion being restricted to school use.

3. The facility is currently used by Adult Education for their preschool programs and a portion is rented to the Work Training Program.

4. Potential re-use of site for residential purposes may be feasible.

5. Deed restriction issues need to be resolved.

B. Triunfo

1. Previously used as an elementary school located on Evenstar Avenue in Westlake Village. 2. The site is approximately 8.8 acres in size and has building improvements of approximately 27,490 square feet. 3. The facility is currently rented to Carden School for private school use. 4. Closed Elementary Schools C. Waverly Facility

1. The Waverly Facility, a previous elementary school, is located on Old Farm Road in Thousand Oaks. 2. The site is approximately 14+ acres in size and is zoned public lands. 3. A portion of the site (approximately 9 + acres) is currently being used by the Adult School. 4. There is a CRPD park on the remaining 5 + acre portion of the property. 5. Potential relocation of the Adult School and re-use of the site for residential development may be feasible. (Resulting decrease in traffic would benefit the surrounding neighborhood.) 6. City-wide voter approval may be needed for a change of land use or zoning designation from parks, open space and/or public lands to residential use. 7. General Plan Land Use Element a. D. University

A. University Elementary School

1. Approximately two acres of the current elementary school site adjacent to Avenida de los Arboles were declared surplus. This land was rezoned residential.

2. General Plan Land Use Element.

3. Comment: Continue with District programs for use of facility. Evaluate surplus of unused front portion of site for highest and best use. III. Portions of Developed School Sites (In Use by District) B. Kelly Road Property

1. The School District owns approximately 10 acres at the corner of Kelly Road and Newbury Road in Newbury Park; this area is part of the Newbury Road Redevelopment area. 2. Current development on this property includes Conejo Valley High School and the School District’s Warehouse and Maintenance facility. 3. The Timber School building is part of the High School facility and is being studied by the City- appointed Timber School Ad-Hoc Committee regarding potential designation as a historic building. It is anticipated that the committee will make recommendations regarding the re- use, relocation, or preservation of the building. 4. Relocation of the High School and Maintenance/Warehouse facility would make this property available for potential commercial development. 5. City staff has indicated that there has been redevelopment assistance earmarked in the past to help the school district with relocating the high school to an alternative location. (See section regarding the Rancho Conejo Blvd. site.) 6. General Plan Land Use Elements. a. Commercial b. Zoning – P-L 7. Comment: Property has been noticed to public sector. City had responded and discussions are concluding. III. Portions of Developed School Sites (In Use by District) C. Janss Road Property

1. The property owned by the School District at 1400 East Janss Road is approximately 22 acres in size and presently zoned public lands. 2. Existing development on the site includes approximately 14,000 square feet of floor area for the District Office North and approximately 16,000 square feet of floor area for the District Office South. A portion of the vacant land adjoining the District office is currently leased to Park and Ride. 3. Other complementary uses for the site need to be explored. 4. Any change of use from the current “open space/existing parks/golf course” designation residential or commercial designations may require City-wide voter approval. Potential exemptions from this requirement for the School District need to be explored. 5. General Plan Land Use Element. a. Existing Parks, Golf Courses, Open Space b. Zoning – P-L c. General Plan Amendment; possible City wide vote under Parks Initiative 6. Comment: Under review. IV. Special Category Sites A. Rancho Conejo Blvd. (Shappel Development)

1. This site is identified within the City’s Specific Plan 7 as Planning Unit Q, and is designated as “Conejo Valley High School” on the Specific Plan map. Zoning designation is Public Land (P-L) according to the Specific Plan text. 2. The property is adjacent to the City yard (developed subsequent to approval of the Specific Plan). 3. The City is holding title to the property in trust for the school district. The effect of legal proceedings initiated by the School District to acquire title to the property need to be evaluated. 4. Redevelopment proceeds have been earmarked in the past to assist with public improvements related to the relocation of Conejo Valley High School from Kelly Road to the Rancho Conejo property. 5. City staff indicated a willingness to consider alternative plans to help relocate the High School and District Warehouse & Maintenance Yard to other viable locations. 6. NOTE: The inter-relationship and leverage potential amongst the Kelly Road, Rancho Conejo Blvd. and Janss Road sites needs to be carefully evaluated. 7. General Plan Land Use Element a. 1. This site is identified within Specific Plan 7 as Planning Unit D, and is designated as “School Maintenance Area” on the Specific Plan map. Public Land (P-L) zoning regulations apply, per Specific Plan text. 2. Ownership of this site has been transferred to the School District. 3. Need to verify if reversionary clause is set forth in original grant deed from developer. 4. General Plan Land Use Element a. Institutional b. Zoning – SP 7 c. General Plan Amendment 5. Comment: Potential site relocation of District facilities. Preliminary studies have been commenced.

C. Conejo Recreation and Park Street

1. The CVUSD and CRPD have held discussions regarding potential collaborative opportunities to address CRPD uses of CVUSD sites and other interagency use opportunities. V. Asset Management (Proceeds to Date)
