    Submission of Simon Brady to the Film and Literature Board of Review 23 February 2005 1 Introduction Pursuant to section 53(2)(a) of the Films, Videos, and Publications Classification Act 1993, I wish to make the following submission to the Board in respect of the publication Puni Puni Poemy. The essence of my submission is simple: the publication may be trashy and tasteless, but it is not harmful to society if restricted to an adult audience. While it depicts activities that fall within the statutory definition of “objectionable,” it does so in the context of outrageous parody. The manner of depiction therefore nullifies any potential for harm. My submission begins with a brief summary of the publication’s background and my reasons for seek- ing a review of its classification. I then consider the publication in light of s3 of the Act, focussing particularly upon the question of how a parody should be interpreted. 2 Background to the Publication 2.1 Genesis Puni Puni Poemy is a two-episode spin-off from the popular TV anime Excel Saga. Famous for its bizarre storyline and total lack of respect for convention, Excel Saga has been described as “meta- anime” due to its frequent humorous references to other series. The series is available in New Zealand with an M rating: this includes the notorious finale,´ episode 26, which was released direct to video in Japan and went well beyond what Japanese television censorship would have allowed. Puni Puni Poemy began as a joke in episode 17 of Excel Saga, when one of the minor characters was shown working on it in the belief that a career in animation is a path to wealth and fame (a misappre- hension the main characters are quick to dispel).

Volume 14, Issue 1 May 2017 Governmentality and fan resistance in the Japan pop culture sphere Mark McLelland, University of Wollongong, Australia Abstract: This essay looks at the mismatch between how ratings authorities and other ‘juridical’ bodies have authority to fix the meaning of a text in a manner that often opposes the understandings that circulate among a text’s intended community of use. I look at a specific case – the banning in New Zealand of the popular anime Puni Puni Poemy due to the perception that it was liable to promote child abuse. I look at how the perception that manga, anime and other genres of Japanese popular culture are rated negatively by these juridical bodies as well as the press and note how resistant these readings are to being challenged by fans or indeed by academic experts. I conclude that the resistance to accepting fan readings can be explained in terms of Foucault’s notion of governmentality – in particular the manner in which audiences are not conceived of as individual, discerning viewers, but as unruly subjects in need of regulation and guidance by approved bodies.     HARUHI IN USA: A CASE STUDY OF A JAPANESE ANIME IN THE UNITED STATES A Thesis Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Master of Arts by Ryotaro Mihara August 2009 © 2009 Ryotaro Mihara ALL RIGHTS RESERVED ABSTRACT Although it has been more than a decade since Japanese anime became a popular topic of conversation when discussing Japan, both within the United States and in other countries as well, few studies have empirically investigated how, and by whom, anime has been treated and consumed outside of Japan. This research thus tries to provide one possible answer to the following set of questions: What is the empirical transnationality of anime? How and by whom is anime made transnational? How is anime transnationally localized/consumed? In order to answer the questions, I investigated the trans-pacific licensing, localizing, and consuming process of the anime The Melancholy of Haruhi Suzumiya (Haruhi) from Japan to the United States by conducting fieldwork in the United States’ agencies which localized Haruhi as well as U.S. anime and Haruhi fans. The central focus of this research is the ethnography of agencies surrounding Haruhi in the United States and Japan. I assume that these agencies form a community with a distinctive culture and principles of behaviors and practices in the handling of the Haruhi anime texts. The research findings to the above questions could be briefly summarized as follows.
