Industries like Textile Processing suffer technology upgradation for effective use of raw materials, machineries for minimizing the residues and residue treatment and management. In the recent past, the textile process industries in western Tamilnadu, quite successfully got the state of plant and machinery; but lacks strategies for effluent management. The present proposal of Government of Tamilnadu is precisely address this pressing demand to sustain and ensure sustainable development of textile processing industries. Industries Promotion Corporation of Tamilnadu Limited (SIPCOT) is the nodal agency of Government of Tamilnadu for industrial promotion in the state. The proposed Integrated Textile Park by SIPCOT will ensure the development of an exclusive Industrial Park with Common Effluent Treatment Plant (CETP) with reuse of treated effluent systems and also Marine disposal system for reject management. SIPCOT is the implementing agency of the proposed Integrated Textile Industrial Park (ITIP) will be first of its kind for the state of Tamilnadu where the activities of Textile Processing Industries will be regulated for effective resources and residue management with all implements to ensure sustainable development of the project location with inclusive growth of the surrounding human environment. The proposed ITIP is proposed to have industrial operations and net textile processing capacity from Yarn processing to final garment, for a net capacity of 300 MT per day. The ITPT will be having several member industries in cluster format with a Desalination Plant for 10 MLD plant and a Common Effluent Treatment Plant (CETP) for 20 MLD with marine disposal facility (20 MLD) for RO rejects. In the strategic planning by Government of Tamilnadu, SIPCOT intends to promote the ITIP in the southern Tamilnadu in the coastal area to sustain the requirement of water and the effluent management with marine disposal facility. The proposed ITIP will be established in 3 Centre for Environment, Health and Safety Annamalai University INTEGRATED TEXTILE INDUSTRIAL PARK A.MANAKUDI, RAMANATHAPURAM DISTRICT STATE INDUSTRIAL PROMOTION CORPORATION OF TAMILNADU ENVIRONMENTAL IMPACT ASSESSMENT GOVERNMENT OF TAMILNADU 224.65 acres (90.912 ha) of land at SF.No.211/2, A.Manakudi, Ramanathapuram district, by 500 Km south of Chennai along the East Coast of Tamilnadu. The proposed location is on the shoreline to set up Desalination Plant and Marine Disposal facility for reject management and well connected by National and State Highways. The Key Map showing the location and approach for the proposed project location is presented in Fig.1. The land will be developed with infrastructures like roads, drainage, powerlines, ETP and Marine disposal facility by SIPCOT and the developed land divided into Industrial Plots and will be assigned to prosperous industrial houses. SIPCOT is intended to obtain Environmental Clearance for the proposed ITPT under Sector 7C( A) in compliance with EIA Notification, 2006. The proposed CETP and Marine Disposal facility as they interactions with Coastline and Sea, SIPCOT prefers to apply for getting CRZ Clearance under the purview CRZ Notification, 2011. SIPCOT have already obtained Terms of Reference (ToR) approval from Ministry of Environment, Forests and Climate Change (MoEF&CC) and the same is presented as ANNEXURE-I. The EIA studies and this report were made in compliance to all additional ToR as mandated in Annexure- I and as well the generic Guidelines of MoEF&CC for Industrial Estates ,Common Effluent Treatment Plant and Marine Disposal Facility. 1.2 PROJECT The proposed Integrated Textile Industrial Park is exclusively for Textile Processing Units to process 300 MT of yarn/cloth per day and will be integrated with environmental infrastructures viz., common water supply system through Desalination plant (10 MLD) and Common Effluent Treatment Plant (20 MLD) with Marine disposal facility (20 MLD) for treated effluent/RO rejects. SIPCOT has obtained Enter upon permission for 224.65 acres (90.912 ha) of land at SF.No.211/2, A.Manakudi, Ramanathapuram district for the establishment of the Park. The geographical coordinates of the project location is 090 40’ 33.4” N, 780 57’ 48.0” E on the North, 090 40’ 14.6” N, 780 58’ 08.8” E on the East, 090 39’ 52.0” N, 780 57’ 58.7” E on the South and 090 40’ 16.7” N, 780 57’ 31.7” E on the West. A copy of the Administration sanction is attached as ANNEXURE-II. As a very unique effort, SIPCOT intends to integrate the Park with Desalination Plant, CETP and Marine Disposal facility. Each plot will be provided with independent access, waterline, wastewater transfer line and power line and these services will remain common and they will be operated and maintained in association with representative Organization of member industries by SIPCOT. SIPCOT will allot the developed plots to the potential industries based on the comprehensive assessment of Investment, technology, employment, expert, compliance to environmental regulations, etc., 1.3 PROJECT PROPONENTS Industries Promotion Corporation of Tamilnadu Limited (SIPCOT) is the proponent of the proposed ITPT as an Industrial Complex exclusively to promote Textile Processing industries in the cluster format. SIPCOT is the nodal agency of Government of Tamilnadu to ensure sustainable development of industries, exclusively in developed land banks in cluster format and was established in the year 1971. The objective of SIPCOT is to establish, develop, maintain and manage industrial complexes, parks and Growth Centres at various places across the State of Tamil Nadu. SIPCOT has so far developed 23 Industrial Complexes in 12 districts and Seven Sector Specific Special Economic Zones (SEZs) across Tamil Nadu. SIPCOT is also a Nodal Agency for Government of Tamil Nadu to sanction and disbursement of Structured Package of Financial Assistance to large industrial units. SIPCOT's role in assisting the industrialization in the State is not only quantitative but also qualitative. Instead of just accelerating the pace of industrial growth in already developed and densely populated areas, SIPCOT strives to ensure that disbursal of financial incentives result in growth of industries in backward and hitherto under developed areas. SIPCOT has its administrative office at state level at 19/A, Rukmani Lakshmipathy Road, Egmore, Chennai. This is now being headed by Smt.
