BS-CFA TRAINING CENTER REGISTRATION 2018 Process –Notification dated 25th February 2019 This has a reference to the BS-CFA COURSE TRAINING CENTER REGISTRATION 2018 Process on Bihar Skill Development Mission (BSDM) portal. At the onset we would like to invite you for being a part of the skilling ecosystem in Bihar. A total of 102 centres are required across the 101 sub-divisions of the state. The list of the sub-division wise requirement is attached as Annexure 1. With regard to the initial notice “BS-CFA TRAINING CENTER REGISTRATION 2018 Process –Notification dated 31st October, 2018” published on BSDM’s website we have received an overwhelming response in BS-CFA TRAINING CENTER REGISTRATION 2018 Process wherein more than 400 applications have been received against the requirement of 102 centres. On account of this, BSDM in compliance to the initial notification has decided on conducting a randomized lottery process in order to maintain the transparency and fairness in our approach. On account of the huge number of applicants it is logistically impractical for us to conduct the lottery in presence of all the applicants and thus BSDM has decided on the following approach: • The randomized lottery process will be conducted through a software created by an independent and reputed Central Government entity i.e. NIC. • The randomized lottery will be made live for public viewing through a webcast process so that the applicants, if they so desire, can view the entire process live from wherever they are. The link for the webcast will be shared in advance with all the applicants through email / sms to all the participants. The link for the webcast is “webcast.gov.in/biharnic”. • The randomized lottery process will be conducted at 11 am on 26th of February 2019. • The report of the randomized lottery process will be put-up on BSDM website for public viewing. • The randomized lottery process will be video graphed for further strengthening of transparency and fairness in our approach. The link to the un-edited video of the entire randomized lottery process will be provided on BSDM website in due course of time for public viewing. • The waitlist / panel (in the assigned numeric order) established post the randomized lottery process will be valid till 31st March, 2020. The waitlist / panel in the numeric order will be invited to set-up centres in case the initially selected applicants are found ineligible post physical verification or are not able to set-up in the stipulated time or additional centres are required in those particular sub-divisions. Eligibility Condition for participation in the randomized lottery As intimated in the initial notification all the interested (existing KYP SDC willing to deploy 5 additional client systems to undertake the BS-CFA COURSE training) centres that had reached the requisite stage on BSDM portal to initiate physical verification have been verified on the following counts: ➢ The existing KYP SDC should have an additional room of >= 80 sq. ft. that is in addition to the classroom and lab currently being used for the existing KYP SDC. ➢ The additional room should have a minimum of 8 feet ceiling (floor to ceiling / false ceiling as applicable) ➢ The room should have a concrete roof or else a proper false ceiling in case of an asbestos or any other alternative roofing solution. As per the physical inspection reports all applicants found compliant to the above norms at the time of verification will be eligible to be a part of the randomized lottery process. A total of 358 centres (List attached as Annexure 2) are finally going into the randomized lottery process. For 2 of the subdivisions i.e. West Muzaffarpur and Vaishi no applicants could be found through this process on account of the corresponding blocks i.e. Kanti (Muzaffarpur) and Baisi (Purnia) not being open for application or no applications made by the existing KYP SDCs. Thus for both these blocks – sub-divisions mapping it has been decided by BSDM that all the existing KYP SDCs will be undergoing the randomization process followed by physical verification in order to establish compliance on account of the above stated norms. If even after selection through the randomization process an applicant is found non-compliant to the above norms, the selection will stand cancelled and chance will be given to the subsequent applicant in the randomized panel. Way forward post the randomized lottery process BSDM would like to notify that selection post the randomized lottery process does not guarantee on- boarding or eventual empanelment under BS-CFA program. Final approval / empanelment as BS-CFA centre will be subject to the compliance to the following norms: 1. All centres selected through the randomized lottery process will have to mandatorily undergo a subsequent physical verification in order to proceed further under BS-CFA TRAINING CENTER REGISTRATION 2018 Process 2. All centres not complying to any of the below parameters will be rejected post subsequent physical verification. ▪ Complete readiness of premise as per stipulated registration norms including any physical changes if required has to be ensured by the stipulated timeline on BSDM portal. ▪ Availability of 5 additional client systems to undertake the BS-CFA COURSE training ▪ Compliance on any previously made commitments or the process/program norms. ▪ Correctness of data furnished on portal during registration ▪ The center has to ensure a 256-kbps internet connection for this new setup. ▪ The center needs to deploy an additional LF for undertaking BS-CFA COURSE training who mandatorily should be a commerce graduate. 3. Post physical verification and eligibility establishment the centre will have to get itself approved on BSDM portal by abiding to the various BSDM BS-CFA centre registration guidelines in the stipulated time in order to ensure Final approval / empanelment as BS- CFA centre. 4. In case of establishment of non-eligibility post verification of any centre selected through the randomized lottery process on any of the BSDM parameters or in case of approval not being received in the stipulated time or additional centres being required in those particular sub-divisions the next centre in the panel / waitlist created through the randomized lottery process will be given the opportunity to get itself verified and proceed further in case of eligibility establishment. For Eg: For Sub-division ABC a total of 1 centre was required: But a total of 5 applicants had applied and thus a numeric order will be created for these 5 applicants through randomized lottery based selection as: 1. A5 Pvt. Ltd 2. A2 Pvt. Ltd 3. A3 Pvt. Ltd 4. A1 Pvt. Ltd 5. A4 Pvt. Ltd So as the total centre requirement for Sub-division ABC is 1 the first centre in the numeric order i.e. “A5 Pvt. Ltd” will be the successful applicants whereas the other 4 will be kept in a waitlist / panel in the existing numeric order i.e. 1. A2 Pvt. Ltd 2. A3 Pvt. Ltd 3. A1 Pvt. Ltd 4. A4 Pvt. Ltd In case “A5 Pvt. Ltd” is found ineligible post the physical verification after selection in randomized lottery process or is not able to get approved on the portal in the stipulated time then the next in numerical order in the waitlist / panel i.e. “A2 Pvt. Ltd” will be given the opportunity to get itself verified and proceed further in case of eligibility establishment. In case “A5 Pvt. Ltd” sets-up the centre and is eventually approved as a BS-CFA centre but still based on candidate registration trend 2 more centres are required in ABC Sub- division then the next two entries in numerical order in the waitlist / panel i.e. “A2 Pvt. Ltd” and “A3 Pvt. Ltd“will be given the opportunity to get itself verified and proceed further in case of eligibility establishment. 5. If SDC is involved in doing any wrong practice regarding BS-CFA COURSE training program or indulges into franchising / outsourcing / sub-letting of their registered centre in any manner then their authorization / empanelment will get cancelled / terminated immediately or after the completion of ongoing batch. For all other norms / detailed instructions please visit the BSDM website – www.skillmissionbihar.org and also refer to the initial notification in this regard dated 31st October, 2018. In case of any change in the information/instruction in this notification as compared to the initial notification in this regard dated 31st October, 2018 the information/instruction in this notification will override the corresponding information/instruction in the earlier notification.
