Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004. -

Henderson KNUZ(AM), Bellville, Texas Facility ID No. 48653 File No. BMJP-20050118ADC Application for Major Modification to AM Broadcast Station Dear Mr. Henderson: This letter refers to the above-noted application filed by Roy E. Henderson (“Henderson”) for major modification to the facilities of station KNUZ(AM), Bellville, Texas, seeking to change the community of license from Bellville to Katy, Texas. For the reasons set forth below, we dismiss the application. Background. Henderson timely filed his FCC Form 175 application to change the KNUZ(AM) community of license during the filing window for AM Auction No. 84 (“Auction 84”).1 Because the application was determined not to be mutually exclusive with any other proposal filed in the Auction 84 filing window, Henderson was invited to file his complete FCC Form 301 application by January 18, 2005.2 Henderson timely filed his complete FCC Form 301 application on January 18, 2005. Henderson proposes a change in community of license as well as a change to the KNUZ(AM) technical facilities. In connection with the community change, Henderson was instructed to submit an amendment addressing the implications of the proposed community change under Section 307(b) of the Communications Act of 1934, as amended, which directs the Commission to make a “fair, efficient, and equitable” distribution of radio service among communities in the United States.3 Henderson timely filed his Section 307(b) amendment on July 15, 2005. -

April 21, 1986 Reclassification of Class 'C' FM Facilities Re: BC Docket 80-90 The rules adopted in BC Docket 80-90 ( Report and Order adopted May 26, 1983, 94 FCC 2nd 152 ) specify a minimum ERP of 100 kW and a minimum BAAT of 300 meters for class 'C' facilities. Existing class 'C' facilities have until March I, 1987 to meet these minimums or be reclassified to a lower class. Tbis notice contains a list of those facilities which are below the mlnlmums and the new classification which they will receive in March 1987, if there is no upgrade. On April II, 1986, the Commission adopted a Notice of Proposed Rule Making ( MMB Docket 86-144 ) which proposes to allow stations to adjust their power and antenna height above average terrain as long as an INDEX number ( calculated from the values of ERP and BAAT ) is not exceeded. This public notice also lists the classification based upon the INDEX method. Those cases for which the reclassification based on the Docket 80-90 method and the INDEX method differ are marked with an '*'. The list is arranged by channel number and then by state and city, and contains license, construction permit and application records in the Commission's FM Engineering Data Base as of April II, 1986. The list contains all records for a facility if the classification of anyone record changes due to either method. -

(“Univision”) and Hispanic Broadcasting Corporation (“HBC”), we are writing to urge that the Commission promptly grant the above-referenced merger application, as well as to respond to recent ex parte contacts by opponents of the UnivisiodHBC merger who now assert that the Commission should rewrite its multiple ownership rules to create a “separate but equal” class of broadcasters to be known as the Spanish-language media market. As both Univision and HBC have previously demonstrated to the Commission, and reiterate below, there is no factual basis for this unprecedented effort to partition the broadcast audience, particularly in the face of prior Commission decisions specifically rejecting such an approach. Those seeking the creation of such an artificial regulatory classification based solely upon a station’s chosen program content rely upon an inaccurate stereotype of American Hispanics that suits their agenda. However, there is nothing in the record of this proceeding to support such an ad hoc revision of the Commission’s Rules. -

CHAPTER 6 PUBLIC AND AGENCY COORDINATION Southeast Corridor Draft Environmental Impact Statement Chapter 6 – Public and Agency Coordination 6. PUBLIC AND AGENCY COORDINATION This chapter describes the on-going community and stakeholder participation and coordination program conducted during the Alternatives Analysis (AA) and Draft Environmental Impact Statement (DEIS) process.1,2 During the course of the project, over 90 meetings ranging from scoping meetings to open houses and workshops were held in order to inform and obtain input from the participants. The results of these efforts have been documented and can be obtained from Metropolitan Transit Authority of Harris County (METRO) upon request. Additionally, extensive media and public relations activities occurred, including maintaining a dedicated website, issuing press releases, providing interviews, and mailing printed informational material including newsletters. Community and stakeholder participation will continue as the project is advanced through the project development process, including the community and stakeholder review of this DEIS, formal resource agency review, and subsequent public hearings. It is important to note that the build alternatives and alignment options under consideration in this DEIS were modified during 2006 based on input from the public and through efforts to improve the cost effectiveness of the project and New Starts rating. Thus, public comments are described in this section for some alternatives that are no longer part of the build alternatives. 6.1 Public Involvement Program A program was developed at the initiation of the AA/DEIS to identify how the public and other stakeholders would be engaged throughout the duration of this project. That framework is defined in the Public Involvement Plan (PIP) that was approved by METRO in 2004 and updated throughout the course of the process. -

Aswad Walker has served the PAOCC’s congregations in Houston, Atlanta, Detroit and Beulah Land in various capacities since joining in 1990; as a member of the Nation’s ministerial staff, Ujamaa Graphics, Holy Order of the Maccabees and more. Aswad has spearheaded and/or helped produce the region’s Torchlight newsletter, News Around the Nation e-blasts and weekly Conscious Conversations segments via Facebook Live providing a Best Self theological perspective on current and historical events. Aswad has also been a frequent instructor of several classes including Contemporary Black Reality and Black Theology and a Young Adult group leader. Before joining Shrine 10 Aswad was part of the Ida Delaney – Byron Gillum Justice Committee (IDBG), an ad hoc collection of concerned citizens who sought to hold the Houston Police Department and its officers who murdered Black citizens (Ida Delaney and Byron Gillum) accountable for their crimes. In keeping alive his social action and community service spirit that was nurtured at the University of Texas as part of the anti- Apartheid / Free Nelson Mandela movement, Aswad helped found Amandla, a group of activists who produced the show Liberation Houston on the city’s public access station, while also beginning his 31-year relationship as a volunteer and supporter of SHAPE Community Center. Aswad still regularly serves as an instructor and presenter for various SHAPE initiatives. Additionally, Aswad has represented the Shrine during countless social actions, community service events and protest marches over the years, in partnership with member of Houston’s Operation Unity, Health Care for All Texans, Black Lives Matter HTX, the National Poor Peoples Campaign, Interfaith Ministries of Greater Houston and tons more. -
