BAB IV KESIMPULAN Indonesia Memulai Hubungan Diplomatik Dengan Ethiopia Pada Saat KAA Tahun 1955, Tetapi Stabilitas Politik 55 BAB IV KESIMPULAN Indonesia memulai hubungan diplomatik dengan Ethiopia pada saat KAA tahun 1955, tetapi stabilitas politik dan perubahan kepemimpinan dari sisi Ethiopia menghambat terjalinya kerjsama ekonomi yang baik. Ethiopia baru memutuskan untuk memakai sistem pemerinahan demokratik pada tahun 1995 dan mulai mencapai stabilitas politik. Kualitas hubungan diplomatik Indonesia dengan Ethiopia mulai membaik ketika Ethiopia memutuskan untuk membuka kantor diplomatik di Jakarta pada tahun 2016 dan dengan adanya kedutaan, akan mempermudah kerjasama antara negara. Indonesia sudah memiliki sebanyak 5 perusahaan yang sudah aktif dari tahun 2015. Presiden Ethiopia Mulatu Teshome, meminta kepada Menlu Retno Marsudi untuk Indonesia lebih memperbanyak investasi ke Ethiopia. Sebagai upaya untuk memenuhi permintaan dari Presiden Ethiopia, Indonesia melakukan beberapa upaya untuk menumbuhkan keinginan pengusaha Indonesia untuk 56 berinvestasi. Indonesia melalui Kementrian Perdagangan dan KBRI melakukan kegiatan promosi untuk produk-produk dalam negeri kepada masyarakat Ethiopia dan membantu meningkatkan nilai transaksi. KBRI Addis Ababa sebagai kantor perwakilan diplomatik Indonesia di Ethiopia memiliki beberapa program dalam meningkatkan nilai transaksi ke Ethiopia. Salah satu kegiatan yang dilakukan adalah menjalin relasi dengan masyarkat Ethiopia sebagai bentuk diplomasi publik. Tujuan dari kegiatan ini adalah untuk membangun opini publik yang baik terhadap Indonesia dan membantu menumbuhkan keinginan masyarkat Ethiopia untuk bertransaksi dengan Indonesia. Selain program diplomasi publik, KBRI Addis Ababa juga ikut serta dalam pameran dagang di Ethiopia dan membantu memamerkan produk- produk Indoesia yang memiliki potensi ekspor yang sesuai dengan kebutuhan Ethiopia. Selain itu, Kedutaan Ethiopia di Jakarta juga melakukan seminar dagang dengan tujuan untuk memberikan informasi seputar potensi investasi di Ethiopia. Upaya yang sudah dilakukan oleh Indonesia untuk meningkatkan nilai ekspor ke Ethiopia tidak memberikan hasil yang masksimal. Berdasarkan neraca perdagangan Indonsia dengan Ethiopia, nilai ekspor terus menurun dari tahun 2015 hingga 2018. Penurunan nilai ekspor bukan suatu hal yang baik bagi investor yang ingin berinvestasi, karena menandakan adanya indikasi produk yang tidak laku atau terdapat produk lokal yang lebih murah. Para investor akan melakukan investasi ketika pasar yang dituju memberikan hasil penjualan yang baik. Seperti dalam kasus PT. Indofood dan PT. Sinar Anjol yang melakuka 57 investasi ke Ethiopia karena penjualan produk milik mereka yang baik di Ethiopia. Akses penerbangan langsung dari Ehtiopia ke Indonesia yang mulai beroperasi pada bulan April 2018 tidak memberikan dampak kepada masuknya wisatawan Ethiopia ke Indonesia. Jumlah wisatawan yang masuk ke Indonesia sesudah bulan April tidak menunjukkan kenaikan yang signifikan. Jika dibandingkan dengan sebelum adanya penerbangan langsung pada tahun 2017, jumlah wisatawan pada tahun 2018 sangatlah sedikit. Indonesia dan Ethiopia harus memanfaatkan fasilitasi ini untuk membantu menginkatkan nilai perdagangan ke Ethiopia sehingga minat investor pun akan semaki baik. KBRI Addis Ababa selalu mengupayakan diplomasi publik sebagai program mereka untuk merubah opini atau pandangan masyarakat Ethiopia terhadap Indonesia. Kuliah tamu, program beasiswa kepada mashasiwa merupakan kegiatan rutin dilakukan oleh kedutaan dalam rangka membangun pandangan yang baik terhadap Indonesia. Pandangan yang baik akan meningkatkan potensi pariwisata yang baik dan akan membantu kegiatan diplomasi publik yang akan membantu memberikan kesempatan investasi yang lebih baik. Perlu dilakukan program tambahan yang lebih komprehensif untuk lebih menginkatkan kegiatan dagang antara Indonesia dan Ethiopia. TEI merupakan sarana yang baik bagi Indonesia untuk memamerkan produk-produk Indonesia ke pasar global. Akan tetapi, partisipasi dari Ethiopia masih kurang karena 58 kurangnya informasi yang memadai. Selain itu, harus lebih banyak pengusaha Indonesia yang ikut serta dalam kegiatan pameran dagang di Ethiopia, selain mempermdah bagi masyarkat Ethiopia, pengusaha Indonesia juga dapat melihat secara langsung keadaan di Ethiopia. This paper seeks to answer how the Ethiopian ruling coalition under EPRDF succeeded in dominating the socio-economic and political spheres in Addis Ababa (2005-2018). The paper argues that three interrelated strategies enabled EPRDF to effectively dominate and govern Addis Ababa during the above-mentioned period. The first, perhaps overarching, strategy is the use of state-led developmentalism as a legitimising discourse. Developmentalist discourses and narratives played an instrumental role in generating acquiescence among the public and as sources of legitimacy for the ruling coalition. The second, no less overreaching, strategy is legal manoeuvring. Politically inspired legal manoeuvring helped EPRDF to shape and reshape formal and informal channels of governance and control for the ruling coalition. The simultaneous role of the formal and informal channels of control was quite instrumental in constraining the organisational power of rival political coalitions. The third strategy is co-optation, which includes a contextual use of both ‘passive co-optation’ and ‘co-operative empowerment’.

    India – Ethiopia Relations Historical linkages between India and Ethiopia go back about 2,000 years of recorded history. Trade between the two countries flourished during the ancient Axumite Empire (1st century AD), which is seen to be origin of modern Ethiopia. A sizeable Indian community consisting of merchants and artisans, settled down in this country in the latter part of the 19th century. Ethiopia, under Emperor Haile Selassie (1941-1974), saw a large number of Indian teachers in Ethiopia. Full diplomatic relations were established in 1950 with Sardar Sant Singh as the first Ambassador. The current Ambassador is Shri Sanjay Verma, also accredited to Republic of Djibouti and the African Union. Regional importance Addis Ababa known as diplomatic and political capital of Africa with the maximum number of diplomatic Missions is the head quarters of the African Union Commission. The January summit of the African Union is always held in Addis Ababa. Ethiopia has one of the most challenging locations in the world. As a stable country in the Horn of Africa region, Ethiopia has importance for peace and stability in this region. Ethiopia is playing a central role in negotiations between Sudan and South Sudan and also between South Sudan and rebel leaders of South Sudan conducted under auspices of Inter Governmental Authority for Development(IGAD) and the AU High level implementation panel (AUHIP). Ethiopia became a member of NAM in 1961 and is also a member of G-77.     Ethiopia | Freedom House Page 1 of 6 Ethiopia freedomhouse.org In 2014 the Ethiopian government continued to suppress free speech and associational rights, shattering hopes for meaningful reform under Prime Minister Hailemariam Desalegn. Government harassment and arrest of prominent opposition and media members continued, including the April arrest of nine journalists who were charged under Ethiopia’s controversial antiterrorism law. In April and May, massive protests in Oromia Regional State broke out following the announcement of the planned expansion of Addis Ababa into Oromia. At least 17 people died after the military fired on unarmed protesters. Despite nascent signs of an opening with Eritrea, formal dialogues remain frozen between the two countries. The Ethiopian-Eritrean border remains highly militarized, though no major border clashes were reported in 2014. Sporadic violence resumed in Ethiopia’s Ogaden region after talks failed in 2013 between the government and the Ogaden National Liberation Front (ONLF), a separatist group that has fought for independence since 1991. In January 2014, two ONLF negotiators dispatched to Nairobi for a third round of talks were abducted and allegedly turned over to Ethiopian authorities by Kenyan police. The kidnappings effectively ended the talks. Ethiopia ranked 32 out of 52 countries surveyed in the Ibrahim Index of African Governance, below the continental average and among the bottom in East Africa. The country’s modest gains in the index are due to its improvement in human development indicators, but its ranking is held back by low scores in the “Participation and Human Rights” category.     Country Policy and Information Note Ethiopia: Oromos Version 3.0 November 2019 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the basis of claim section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment on whether, in general: x A person is reasonably likely to face a real risk of persecution or serious harm x A person is able to obtain protection from the state (or quasi state bodies) x A person is reasonably able to relocate within a country or territory x Claims are likely to justify granting asylum, humanitarian protection or other form of leave, and x If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002.
