As a result of these restrictions, most small businesses have had to shut their doors or drastically reduce or modify operations, placing their continued existence and financial stability at risk. Even those considered essential, such as farms and grocery stores, have been severely impacted by declines in demand, supply chain interruptions and new production challenges due to new safety measures in the workplace.

    MEDICAL SOCIETY OF THE STATE OF NEW YORK’S 2019 Physician Advocacy Day SPEAKER BIOGRAPHIES Senator Gustavo Rivera State Senator Gustavo Rivera has represented the 33rd Senate District in the Bronx since November of 2010. The 33rd Senate District includes the neighborhoods of Kingsbridge Heights, East Tremont, Crotona Park, Fordham, Mount Hope, Belmont, Van Nest, Claremont, and Morris Park. In 2018, Majority Leader Andrea Stewart-Cousins appointed Senator Rivera as the Chair of the New York State Senate’s Health Committee. As the Chair, Senator Rivera’s goal is to collaborate with his colleagues, stakeholders, and constituents to improve health outcomes, increase access to coverage, and ensure a financially viable system for the 20 million New Yorkers he proudly serves. Prior to his appointment to Chair, Senator Rivera served as the ranking member of the Senate Health Committee for six years. As a sitting member of the committee, Senator Rivera passed three laws to ban smoking around schools, afterschools, and libraries, and has been a champion of public health and harm reduction policies. In March 2017, he became the main sponsor of the “New York Health Act,” an innovative bill to create a single payer health system in New York State. Senator Rivera has also championed and empowered Latino communities across New York State and the United States. In 2018, the National Association of Latino Elected and Appointed Officials (NALEO) elected Senator Rivera to serve an initial three-year term on the nonpartisan organization's 35-member Board of Directors. Senator Rivera has also served as a mentor for the annual Model State Senate program, "Somos El Futuro", sponsored by CUNY, SUNY, the NY State Assembly, and the Puerto Rican Hispanic Task Force.

The Employer Alliance for Affordable Health Care, is the largest, single-issue business coalition in New York State. With more than 1,200 members that employ more than 90,000 people across the state, Alliance members are dedicated to maintaining quality, affordable health care for all New Yorkers. The 2001 report card, released on Feb. 28, shows that 16 voted consistently against mandates that would raise health insurance premiums.     BRIEF REPORT ON LEGISLATIVE SURVEY REVIEWING THE RESPONSES OF SUCCESSFUL CANDIDATES FOR THE NYS SENATE We received 23 responses from candidates for the NYS Senate1 Of the 23 responses from Senatorial candidates, 11 have won and 2 remain in court. Of those 13, 2 are from Republicans: John DeFrancisco (SD 50, Onondaga) and Carl Marcellino (SD 5, Nassau). 2 are members of the Independent Democratic Caucus, Jeff Klein (SD 34, Bronx/ Westchester) and David Carlucci, (SD 38, Rockland/Westchester). 2 are newly elected Democrats: Ted O’Brien, (SD55, Monroe) and Brad Hoylman (SD, 27) who took Tom Duane’s seat in Manhattan. 2 are awaiting results, Terry Gipson (SD41, Columbia/Dutchess) and Cecilia Tkaczyk (SD 46, Ulster/Greene/Albany/Schenectady/Montgomery) (Saland SD 41, the incumbent Republican sent us a letter of “nonresponse”) 5 are incumbent Democratic Senators o Tony Avella (SD 11, Queens), Liz Krueger (SD28, New York), Ruth Hassell- Thompson (SD 36, Bronx/Westchester), Kevin Parker (SD, 21, Kings) and Neil Breslin (SD 44, Albany/Rensselaer). COURT SIMPLIFCATION: Support for Constitutional Amendment to Simplify the Courts: All except Sen. John DeFrancisco and Brad Hoylman said “Yes” to a Constitutional Amendment for Court Simplification. Hoylman (D, Manhattan) responded that it “sounds like a good idea but would want to make sure family court litigants did not have to pay fees” (this is the same response Duane gave us in the past). And DeFrancscio simply said, “No.” FAMILY COURT JUDGES: Support for Legislation to Increase the number of Family Court Judges: All responded, “Yes” to increasing the number of Family Court judges except DeFrancisco said he would have to look at caseloads.

Of note, the statewide offices (Governor, Lt. Governor, Attorney General and Comptroller) are not on the ballot this year. Though 26 seats in the Assembly are open and several !"#$ %#$ &"'()*$#$* &"'+$(+(, +-$ ."/$# -"0($1( (02$# !%3"#)+4 *"$( '"+ %22$%# +" 5$ )' 2$#).6 7-$ %&+)"', (" +" (2$%8, )( playing out in the Senate races where a huge influx of cash by independent billionaires such as cosmetic executive Ron Lauder, police unions and a Virginia-based entity known as Good Government for New York have (combined) spent nearly $4 million to support Republican candidates running in key suburban and upstate races this year. In 2018, Senate Republicans lost their decades long hold on the Chamber in a number of stunning defeats across the State. Regardless of the funding being poured into campaigns, the work to regain ground is c onsidered to be uphill as nine Republican held seats have or will be vacated due to an unprecedented number of announced retirements and resignations over the last several months. Nonetheless, the battles are expected to be at full throttle until Election Day on November 3rd as Senate Democrats stand two seats away from having a veto proof majority and thereby controlling the once-in-a-decade redistricting process following the 2020 census with long-term implications for the balance of power in the upper house.
