Joint Committee on Corrections and Juvenile Justice Oversight ANNUAL REPORT Conclusions and Recommendations The Joint Committee on Corrections and Juvenile Justice Oversight recommends the Legislature ensure the Evidence-Based Programs Account of the State General Fund, created by KSA 75- 52,164, be protected to serve the purposes set forth in that statute and that moneys from that fund be accessible only through an appropriation approved by the Legislature. The Committee further recommends the Secretary of Corrections ensure there is a public process for application for moneys from the fund, and the Secretary and the Juvenile Justice Oversight Committee be vigilant and engaged in assessing needs for development of programs with moneys from the fund.

Secretary Thornburgh introduced the Rev. Fred S. Holloman, Topeka, Kansas, who will again serve as the Senate Chaplain and delivered the following invocation: Heavenly Father, Forgive us if we should think we can effectively represent 60,000 people without Your knowledge, Your power, and Your presence. You are omniscient; You know all things; We know relatively little. You are omnipotent; You have all power; We are relatively weak. You are omnipresent; You are always everywhere; We are limited to one place at a time. So don’t let us try to fly solo and forget that You are the Navigator. I pray in the Name of Christ.
