Arts College, , Rajasthan) Abstract: Rajasthan is one of the most popular tourist places in owing to its vibrant landscapes and Royal Heritage as seen in its historic fort and palaces, centuries, old temples, and Thar Desert. Tourism was one of the key sectors in the state in 2019, with 52.2 2million domestic 0.62 million foreign tourist visited Rajasthan. Due to Government’s initiative, increasing accommodation facilities and making airport most demanding in the country has increased tourist’s arrival drastically in 2017. In this year with a growth of 10.50%, 45.91 million tourists arrived in the state. This paper elucidates the growth of foreign and domestic tourist arrival in Rajasthan. Paper also highlights the government initiative of launching new tourism policy 2020 to promote tourism industry. Keywords: Tourist; Foreign; Domestic; Government; Arrival

I. INTRODUCTION Due to natural beauty and great history tourism becomes a prosperous sector in Rajasthan. In 2018, 502.36 lakh domestic and 1.75 lakh foreign tourists visited in the state, during 2019, 538.26 lakhs total tourist arrived in Rajasthan with 522.2 lakh domestic and 1.60 lakh foreign with 3.95 % and -8.48% growth rate in domestic and foreign tourist arrival respectively. State’s percentage share in countries total domestic and foreign tourists’ arrival is 2.71 % and 6.08 % respectively, which occupies 10th and 6th place in domestic and foreign tourist arrival in India (2019) (state/Union Territory Tourism Department). Tourism sector helps state economy in many ways as, raising employment opportunities, creating revenue, emerging Infrastructure, increase investment opportunities, renewal of tradition and bequest preservation. In Rajasthan tourism comes after agriculture and textile industry in giving employment to the population. The state government has taken numerous actions with a new tourism policy, to make Rajasthan one of the most visiting place in India. Tourist arrival took a sharp dump in the first five months owing to Covid Pandemic. In the year 2020 from January to May, 11.40 million domestic tourists visited in the state in comparison to 20.63 million in the same period in 2019. In the same way, foreign tourist declines from 8.05 lakh to 4.39 lakh during the same period. (timesiofndia.indiatimes.com) Objectives: The main Objectives of this study are as follows: (1) To explain the growth of foreign tourist arrival in Rajasthan. (2) To describe the growth and pattern of domestic tourist arrival in Rajasthan. (3) To highlight the government initiative to promote tourism industry. Methodology: This research is mainly based on secondary data collected through annual progress report 2019, department of tourism, , journals, newspapers and different sites. Year on year and month on month changes in tourist arrival has been calculated.

II. REVIEW of LITERATURE According to recent research and projections, there will be a substantial increase in the number of travellers in the coming decades, as well as significant overall growth in the tourism industry around the world. Anthony V. Williams and Wilbur Zelinsky (1970) in “On Some Patterns in International Tourist Flows” analyse the tourism inflow patterns in a group of nations that dominate the international tourist market and for which consistent data are available. The paper examines global travel trends and international tourist flows, showing a growing trend in domestic tourism as well as the potential for future expansion of destination source markets. It forecasts rapid growth in the tourism industry as the tourism market in emerging economies expands, and it recommends careful planning and management in developing strategies and tactics to tackle travel-related concerns. Tourism can be turned into a credible economic sector in these periods of uncertainty and volatility. Given tourism's importance as a top export sector and job creator, the United Nations World Tourism Organization (UNWTO) advocates for responsible development. In 2020, the United Nations World Tourism Organization (UNWTO) will commemorate the International Year of Tourism and Rural Development, with an encouraging

Kumar, V., et al. (2015) investigated the problems and challenges in the tourism industry in Rajasthan, focusing on the state of road infrastructure, ongoing major projects, and the role of the government in infrastructure development. Kumar, P. (2020) examines the nature and frequency of Facebook usage by state tourism departments as DMOs, as well as how tourists have responded to and been helped by this Facebook content in “ A Study on Factors Influencing Tourists Perceived Benefits of Facebook Content of the State Tourism Departments.” According to the findings, visitors should be encouraged and supported in becoming active participants in content creation on state/UT Tourism Department Facebook pages. It is recommended that tourism departments host online to offline and offline to online events. It will increase the visibility of tourism departments' Facebook pages. In their study "Destination Tourism Rajasthan: Exploring the Multidimensional Aspects for Future Development," Dayal, S., and Yadav, M. (2019), they look at the patterns of international tourist arrivals in Rajasthan and their percentage share in Indian tourism. The findings point to challenges such as infrastructure, affordable lodging, efficient use of funds, and safe environments that are still preventing Rajasthan from becoming India's top tourism destination. It recommends that the government take the lead in promoting tourism activity throughout the state by hosting exhibitions in tourist-friendly locations. In OECD Tourism Trends and Priority Policies, the chapter on "Tourism Trends and Policy Priorities" discusses recent tourism trends as well as related policy developments. It is based on responses from OECD member and partner countries to a policy and statistical survey that identifies recent tourism trends. The chapter discusses the economic significance of tourism and the government's role in its development and promotion. The effect of the global economic crisis and the link between tourism performance and overall economic growth are discussed. Priorities in tourism policy, reforms, and trends are discussed, as well as country practises. Lata, M. et.al (2015) investigated the impact of human intervention on Sariska biodiversity. Biodiversity refers to the degree of variation of life forms within a region, biome, or planet, and may include genetic variation, species variation, or ecosystem variation. By attracting visitors, rich biodiversity can help to accelerate economic growth. The survey was conducted in the Sariska Tiger Project area, with secondary information obtained from the Alwar Tourist Department in Rajasthan, India. According to the findings, tourist arrivals in decreased by about 70% between 2005 and 2009, while they increased by 33% in Rajasthan. The research also indicates that raising awareness among residents in the Reserve's core area will aid in the preservation of the Sariska region's biodiversity and, as a result, the range of tourist attractions available in Alwar. Wajeda Parveen (2018) attempts to gain a better understanding of the factors affecting the development of tourism in Rajasthan and marketing strategies needed to improve the situation in “Tourism Marketing in Rajasthan: A Case Study of Rajasthan Tourism Development Corporation.” This study provides empirical data that may be of interest to researchers and tourism industry stakeholders.

III. Table-I shows the year wise Domestic, Foreign and Total tourist arrivals in Rajasthan from 2010 to 2019, which shows a steadily increasing trend. The number increased to 53.28 million in 2019 from 26.82 million in 2010, more than double during the period. Further, a continuously positive increase of tourist arrival is also recorded in the state during the same period. The number of domestic tourists, like total tourists, have also more than doubled during the period, and while the foreign tourist arrivals have experienced a few falls, it still remains on an overall rise when compared to the 2010 figures. Rajasthan remains one of the cheaper tourist destinations for tourists both foreign and domestic alike, allowing them to accommodate larger stays within tighter budgets. Also, the unique tourist attractions provide an authentic travel experience unparalleled by any place in the country. The state also shares a land border with neighbouring Pakistan, is a one of the popular tourist destinations for both Indians and foreigners alike, given to similar geographical landscape. Table-2 shows statistics of year-wise percentage change over the previous year in Foreign, Domestic and Total tourist arrival in the state from 2010 to 2019. Data examines a continuous increasing trend in Domestic and Total tourist arrival in the whole period.. This increasing trend in tourist arrival is a result of government’s initiative of sustained marketing and promotional activities. The department organised Rajasthani cultural evenings in Brazil, participated in International French Travel Market in Paris, ITB Asia (Singapore), World Tourism Mart (London), International tourism trade fair FITUR in Spain and recently ITB Berlin. Foreign tourist arrival displays a mixed trend. While there is a decline in 2013, 2015 and 2019, this period overall shows a positive growth trend.

In both the years, September was the busiest month in terms of tourist arrivals. There are steep drop-offs in May and October figures in both the years, with February also seeing a drop in 2019. An increasing trend is reinstated after the drop-off months and steady growth is seen in for months of May to September in both years, although these hot months oversee the lowest amount of tourist visits, barring February 2019. Government Initiatives to Promote Tourism: The growth of tourism in any area or region depends upon the number of reasons, growth of tourism may be positive or negative. There are several factors like socio-economic, political, and natural epidemics which influence tourism influx. Security also influences the tourist growth, as if there is a mishap or a tragedy than we can see a decrease in the flow of tourists. Keeping these factors in mind, the Rajasthan Government has rolled out the Rajasthan Tourism Policy of 2020. To make Rajasthan a preferred tourism destination for both domestic and foreign visitors by providing a high-quality experience and ensuring the protection of the state's natural, historical, and cultural heritage while also accelerating socio-economic growth by improving livelihood opportunities for the local population through accountable and sustainable policies. The department will work to improve existing tourism products and introduce new tourism products that are rich in experiences. The main features of the 2020 policy have been discussed below. Craft Village / Special Heritage Village Rajasthan has a plethora of villages with notable heritage hotels or heritage sites, as well as villages where a famous art or craft form is practised. In each district, a village or a cluster of nine villages will be identified and designated as a 'Special Heritage Village' (SHV) or a 'Special Craft Village' (SCV) as appropriate. An incentive programme for tourism start-ups that create new experiential products in the thrust areas outlined below will be implemented. The emphasis on promotion of desert adventure sports, horse safaris, jeep safaris, camel safaris and desert camps would be placed for promoting the tourism of desert region. To promote adventure activities in the state, a suitable incentive scheme will be implemented. In response to the growing interest in wildlife and eco-tourism, the Departments of Tourism, Forestry, and Environment will collaborate to promote new sites. Appropriate tourism infrastructure and facilities will be built to showcase tribal culture and attract visitors to these areas. Such locations will be identified, and appropriate tourism development work will be carried out as part of tribal sub-plans and other schemes for which a framework will be established. With the help of the Department of Industries, the State's rich tradition of handicrafts will be promoted, and direct marketing platforms similar to those found in Delhi Haat will be established in Jaipur, , , and . Promoters who plan to build integrated MICE facilities that include convention centres, exhibition halls, and hotels with more than 2 lac square feet of carpet area will be exempt from paying Stamp Duty. The Department of Tourism will identify 10-20 such locations near interstate borders and market and promote them aggressively across all media platforms. In collaboration with the Departments of Devasthan and Minority Affairs, religious tourism circuits will be identified, and a master plan for infrastructure and accommodation upgrades will be prepared for these sites. To help wedding planners and event management companies, wedding destinations will be identified, graded, and listed. Rajasthan will be promoted as a ‘Rest and Recuperate' destination by attending major travel trade shows.

IV. CONCLUSION Tourism remains an important industry to accelerate economic growth of a state. The growth of tourism can be positive or negative, pertaining to a positive or a negative growth in the tourist numbers. Findings of the study shows an overall increasing trend for Domestic, Foreign and Total tourist arrivals in Rajasthan from 2010 to 2019. Furthermore, Domestic and Total tourists have also seen a year-on-year increase during the time under survey. Year-wise percentage change over the previous year in Foreign, Domestic and Total tourist arrival in the state from 2010 to 2019, sees a continuous increasing trend in Domestic and Total tourist arrival in the whole period, whereas Foreign tourist arrival displays a mixed trend, while overall increasing, years 2013, 2015 and 2019 show a declining trend in tourist arrival. The busiest month of the year in terms of domestic tourist arrival in Rajasthan has been September in 2018-19. The summer months from May-August see the lowest amount of tourist visits in the state in 2018-19 (except February 2019, which has a similar tourist arrival rate). This increasing trend in tourist arrival is a result of government’s initiative of sustained marketing and promotional activities. Rajasthan government has taken several measures including a new tourism policy, to make Rajasthan one of the most visiting place in India.
