1 FOREWORD CCTNS is a prestigious project implemented successfully in Tamil Nadu Police. Approximately, 39 lakhs case files/records have been digitized and stored for the use of Investigating Officers through a dedicated network. The initial benefits of the system have been experienced by the field officers. This “e-Digest” is an attempt to showcase some of the success stories of CCTNS reported in the year 2014. Hope this endeavour would motivate officers to reap the benefits of the system by using the CIPRUS application more extensively. Ashish Bhengra, IPS., Addl. Director General of Police & Nodal Officer – CCTNS Project SCRB/Chennai-`28. 2 CCTNS USEFULNESS REPORT FOR THE YEAR 2014 Crime and Criminal Tracking Network and Systems (CCTNS) aims to modernize the police force by creating a National-wide networked infrastructure to track crimes and criminals. Hon’ble CM launched the Citizen Portal and inaugurated the CCTNS project on 13.03.2013. So far, 1961 locations (1482 Police Stations, 479 higher offices) are covered by this project. All the police stations (1482) are streaming live data to the server placed in the SDC and the initial benefits of the application is already being felt at the police stations. As many as 108 cases of missing person/ un-identified dead body and 155 cases of vehicle theft have been detected, besides, 752 passport verification and 89 antecedent verification matched with criminal profile and was rejected during the year 2014. IMPORTANT CASE DETECTION – 2014 Passport Antecedent Verification Verification (Adverse hits), (Adverse hits), 752 89 Missing Person/ UID Body, 108 Stolen/ Recovered Vehicle, 155 3 I. MATCHING OF STOLEN / RECOVERED VEHICLES:- CCTNS portal facilitated detection of stolen vehicle in 155 cases. Out of this, some noteworthy cases are described below:- 1. Inter-District Recovery of Stolen Vehicles:- i. An inter-district vehicle theft case resolved after 4 years in Tiruvallur District:- A two wheeler was seized by Tiruvallur District, Sevvapet PS Cr.No.226/2014, u/s.102 Cr.PC and the details of two wheeler was compared with stolen motor vehicle details through CCTNS by TOT Tr.Senthil kumar. As a result, on 01.09.2014 the above recovered two wheeler was matched 4 with a stolen vehicle case reported at Avadi PS Cr.No.382/2010, u/s.379 IPC. ii. An inter-district vehicle theft case resolved after 4 years in Tiruppur District:- During the Police patrol, a Two wheeler TVS Victor bearing registration No. TN-37-AH-9433 was seized by Tiruppur District, Palladam PS and details of the two wheeler was compared with stolen motor vehicle details through CCTNS by PDEO Tr.R.Manivannan, PC 476. As a result, on 19.08.2014 the recovered two wheeler was matched with a vehicle theft case reported at Coimbatore City, Singanallur PS Cr.No.1098/2010, u/s.379 IPC. iii. An inter-district vehicle theft case resolved after 5 years in Karur District:- A four wheeler Tata Indica bearing registration No. TN-45-AP- 2291 was seized by Karur District, Pasupathypalayam PS and details of the four wheeler were compared with stolen motor vehicle details through CCTNS by Sub-Inspector of Police Tr.Gopal. As a result, on 01.07.2014, the recovered four wheeler was identified that this vehicle involved in a crime at Tiruppur District, Vellakoil PS Cr.No.723/2009, u/s.279, 337 IPC. iv. An inter-district vehicle theft case resolved after 4 years in Nagapattinam District:- A Vehicle bearing registration No. TN-49-Y-3949 was seized in connection with prohibition case by Nagapattinam District, Poraiyar PS Cr.No.282/2013, u/s.4(1),(aaa), r/w 4(1-A), TNP Act and details of the Vehicle were compared with stolen motor vehicle details through CCTNS by SCRB Detachment team. On 10.08.2014, it was came to notice that 5 the recovered four wheeler were identified that this vehicle involved in a crime at Pudukottai District, Manamelkudi PS Cr.No.24/2009, u/s.279, 337 IPC. v. An inter-district vehicle theft case resolved after 5 years in Tirunelveli City:- Two wheelers bearing registration No. TN-58-J-9988, and TN- 58-B-4860 were seized by Tirunelveli City, Palayamkottai PS and details of the two wheeler were compared with stolen motor vehicle details through CCTNS by WHC 596 Tmt.Priya Lakshmi. As a result, on 05.04.2014 the recovered two wheelers were matched with a stolen vehicle case reported at Madurai City, Theedir Nagar PS Cr.No.554/2009, u/s.379 IPC and Cr.No.2024/2009, u/s.379 IPC respectively. vi. An inter-district vehicle theft case resolved by Cuddalore District:- A motor vehicle bearing Registration No. TN-64-5929 was seized by Cuddalore District, Annamalai Nagar PS Cr.No.243/2014 u/s.147, 148, 324, 307 & 302 IPC r/w 3 of TNPPD Act, 3 & 4 of Explosive Act, and 3(i) (S), 3(i) ( r ), 3(i) (v), 3(2) (Va), SC/ST Prevention of Atrocities amendment ordinance Act-2014 was compared with stolen motor vehicle details through CCTNS by HC Bakthavachalam. On 07.09.14, the seized vehicle was matched with a stolen vehicle case reported at Madurai City, South Gate PS Cr.No.255/2014, u/s.379 IPC. vii. An inter-district vehicle theft case resolved by Tiruvannamalai District:- A four wheeler bearing registration No. TN-37-VB-6453 was seized on 25.12.2013 by Tiruvannamalai District, Arani Taluk PS Cr.No.430/2013, u/s. 4(1) (aaa), r/w 4(1) (i), 7 of 6 TNP Act, r/w 6, 7 RS rules Act 2000 for involving above crime. Details of the four wheeler was compared with stolen motor vehicle details through CCTNS by Tmt.Meera HC 1371. As a result, on 26.12.2014 the seized four wheeler was matched with a stolen vehicle case reported at Salem City, Azhagaram PS Cr.No.19/2013, u/s.379 IPC D.R.24.01.2013. viii. An inter-district vehicle theft case resolved by Coimbatore District:- A two wheeler Hero Hondo Splendor bearing registration No. TN-38-BH- 1798 was seized by Coimbatore District, Mahalingapuram PS Cr.No.47/2013, u/s.379 IPC, and the details of two wheeler were compared with stolen motor vehicle details through CCTNS by PDEO HC 1873 Tr.Panchamirtham. Finally, on 04.07.2014 the seized two wheeler was matched with a stolen vehicle case reported at Coimbatore City, B-3 Race course PS Cr.No.1619/2012, u/s.379 IPC. ix. An inter-district vehicle theft case resolved by Pudukottai District:- A seized two wheeler Hero Hondo Splendor bearing registration No. TN- 07-AS-8723 was recovered on 7.09.2014, by Pudukottai District, Nagudi PS and details of the two wheeler were compared with stolen motor vehicle details through CCTNS by PDEO WHC 1462 Tmt.Yamunadevi. As a result, the recovered two wheeler was matched with a stolen vehicle case reported at Cuddalore District, Chidambaram Town PS Cr.No.487/2012. 7 x. An inter-district 5 vehicle theft cases resolved by Madurai District:- Suspect two wheelers, Bajaj Discover bearing registration Nos. TN-60-H- 1950, TN-59-U-7906 Hero Honda Splendor Plus, TN-02-AM-4680 Hero Honda Splendor, TN-33-W-3781 Suzuki Samurai and TN-64-B-6771 Bajaj Pulsar was seized by Madurai District, Othakadai PS and the details of two wheelers were compared with stolen motor vehicle details through CCTNS by PDEO HC 862 Tr.Ravichandran. As a result, on 07.08.2014 the seized two wheelers were matched with stolen vehicle cases reported at Theni District, Periyakulam PS Cr.No.339/2013, u/s.379 IPC, Madurai City, Thilagar Thidal PS Cr.No.1088/2012, u/s.379 IPC, Madurai City SS Colony PS Cr.No.422/2013, U/s.379, Karuppayurani PS Cr.No.68/2007 u/s.279, 337 IPC and Madurai City Sellur PS Cr.No.69/2012, u/s.379 IPC respectively. xi. An inter-district robbery case resolved by Ramnad:- A two wheeler bearing registration No. TN-65-B-2527 was seized by Ramnad District, Kenikarai PS Cr.No.408/2014, U/s.379 IPC and the details of two wheeler were compared with stolen motor vehicle details through CCTNS by PDEO Tr.Muthukumar, Gr.I PC 1316. On 5.10.2014, it came to notice that the recovered two wheeler was identified to be a seized vehicle involved in a crime reported at Thoothukudi, Vilathikulam PS Cr.No.214/2014, u/s.394 IPC. xii. An inter-district vehicle theft case resolved by Thoothukudi District:- A two wheeler bearing registration No. TN-59-AJ-9293 was seized from an accused who involved in crime by Thoothukudi District, Kovilpatti West PS Cr.No.743/2013 8 U/s.341, 294(b), 397, 307, 336, 506(2) IPC. Details of the two wheeler was compared with stolen motor vehicle details through CCTNS by PDEO Tr.Dhamodharan PC 2493 and Tr.Santhanaraj, HC 2144. As a result, on 14.03.2014, the seized two wheeler was matched with a stolen vehicle case reported at Madurai Thilagar Thidal PS Cr.No.1433/2013, u/s.379 IPC. 2. Recovery of Stolen Vehicles Within the District:- i. Vehicle theft case resolved by Vellore District:- On 5.3.2014, a two wheeler bearing registration No. TN-23- AD-8641 was seized by Vellore District, Katpadi PS Cr.No.54/2014, u/s.379 IPC (Snatching case). Details of the two wheeler was compared with stolen motor vehicle details through CCTNS by Detachment team.
