A package of sustainable travel measures will support the development of the strategic cycle network and its interaction with other forms of sustainable transport contributing to economic growth, reduced carbon emissions, health improvements and other wider social and environmental benefits. Connecting East Lancashire is intrinsically linked with Lancashire's Strategic Economic Plan to maximise benefits through the Local Growth Fund. Strong progress has made against a 22 actions have already been delivered in full further 16 actions The teams’ activities have generated considerable impacts for the Rossendale economy, supporting the businesses and residents that the Council serves, as well as strengthening income streams. -

PUBLIC QUESTION TIME The Leader of the Council stated that no members of the public had given notice of their intention to speak. Questions were taken from the floor. Mr Entwistle asked a question in relation to empty properties in the ownership of the Council and future plans to ensure their condition and any income earning potential. The Leader of the Council stated that a condition survey had been carried out which had identified a framework for managing stock. It was noted that current market conditions could make it difficult to achieve full market value for any assets. The Leader invited Mr Entwistle to submit ideas for any of the empty buildings to her. 1 Mr Entwistle asked a further question as to why the Council spent so much on accountancy. -

We're hoping you will be as fascinated as we are by the rich history and legacy of the stone working industry that dominated the area. Please be aware that sites are in the countryside and therefore it is recommended that you wear appropriate footwear and clothing. All sites are on land either owned by Lancashire County Council or Rossendale Borough Council. You are here: Visit Us > Lee Quarry Lee Quarry The early 20th century witnessed a major decline in quarrying due to rising extraction costs and a decrease in the demand for stone. In consequence after 1919 the majority of Rossendale Quarries were closed although the spectacular quarry faces at Lee Quarry in Bacup were worked until the mid 1980s, Lee Quarry is now a main access point for Valley of Stone and is a major area for recreation. As well as providing mountain bike trails it offers an oportuinity to understand the natural and industrial heritage of Rossendale. Parts of the site are classed as a Geological Site of Scientific Interest. Valley of Stone work at the quarry includes a major restoration of the Saw Shed, the installation of 3 sculpture pieces by Mid Pennine Arts and interpretation of key sites within the quarry. There is now 'Tramper' access to this quarry, provided by Lancashire County Council who own Lee Quarry. You can find out more about Lee Quarry as a historical site here . -

Introduction Why consult? 1.1 This Pre-Application Consultation Report has been prepared by MAZE Planning Solutions on behalf of Rossendale United Holdings Limited (the Applicant). It is provided in support of an application for planning permission to redevelop the former football club’s ground at Dark Lane to provide about 50 houses. 1.2 The National Planning Policy Framework (NPPF), published on 27 March this year, provides specific encouragement for consultation before a planning application is made because of the benefits than it can bring for coordination between public and private resources and improved outcomes for the community. 1.3 In this case, pre-application consultation with the Local Authority, the County Council and the public has been used as a means to: explain why the football club had failed, explore the principles of a housing development; and put forward details of a potential scheme and invite feedback. Project background 1.4 The football club, its ground and the social club were put up for sale in autumn 2009, through Nolan Redshaw Chartered Surveyors. -
