SHRI GURUDAS > Title: Regarding conduct of Members in the House. शीमती सषु मा वराज (िविदशा): उपाय महोदय, कल दोपहर सदन म जो कु छ घटा, वह िकसी भी तरह से उिचत नह था उस घटना से सदन क गरमा घायल हई है लेिकन आज सुबह अय महोदया ने घटना का संान लेते हए उस पर जो पितिकया य क ह,ै उससे सदन क गरमा बहाल हई है इसिलए म कामरेड बासुदेव आचाय जी से अपनी ओर से यह अपील करना चाहंगी िक सारी घटना के बाद इस मामले को समा समझना चािहए, इस िवषय को समा कर देना चािहए और हम सबको इक े िमलकर सदन क कायवाही आग े चलानी चािहए यही हम सबके िहत म ह ै और यही उिचत भी होगा शी शरद यादव (मधपे रु ा): उपाय जी, अभी सुषमा जी ने जो कहा, म मानता हं िक कल आपस म बहत अिपय रता बना अब बदं ोपायाय जी भी हम लोग के िमत ह लेिकन पीकर महोदया ने कल क घटना क िनंदा क है म भी मानता हं िक बहत मुे ह, िजन पर बहस करने के िलए सदन और देश बचै ेन है उन मु को बहस के अदं र लाना चािहए इसिलए म िनवदे न कं गा िक बासुदेव आचाय जी इस बात को मान आप भलू ो, िबसारो और आग े क सुध लो शी मुलायम िसंह यादव (मनै परु ी): उपाय महोदय, नेता िवरोधी दल और सरकार ने कह िदया ह ै िक जो कु छ हआ ह,ै उसे खम िकया जाय े और बदं ोपायाय जी और बासुदेव आचाय जी के बीच एक अछा वातावरण बने भले ही व े अलग-अलग दल के ह, लेिकन इस सदन म पहले भी ऐसी घटनाएं बहत बार हई ह हमारे साथ भी हई ह बहत से साथी इसे जानते ह लेिकन अभी काफ महवपणू िवषय ह जनगणना के बारे म सदन म बहस होनी चािहए इसके अलावा और भी कई मुे ह िजन पर बहस होनी चािहए,. लेिकन समय कम है इसिलए मेरा आपके मायम से सदन के सभी सािथय से अनुरोध ह ै िक व े शांितपवू क तरीके से सदन चलाय और जब हम जाय तो अतं भला करके जाय SHRI GURUDAS DASGUPTA (GHATAL): Sir, I also join my senior colleagues in saying that this Parliament represents the broad spectrum of the public opinion. There is bound to be serious difference of opinion; there is bound to be serious difference with regard to attitude towards problem that the nation is facing. In such a situation, we believe we should tolerate each other; we should respect each other; and we should maintain highest standard of dignity in the House. Considering the observation that has been made by the hon. Speaker, I think, Comrade Basu Deb Acharia should find it reasonable to put an end to the matter once and for all. DR. M. THAMBIDURAI (KARUR): Mr. Deputy-Speaker, Sir, yesterday this unpleasant incident took place. Whatever happened has happened. Due to the importance of the proceedings of the House, I would request Shri Basu Deb Acharia ji to accept the suggestion made by the Speaker of the House. The Speaker of the House has already observed that let it be closed, and I would request him to cooperate with us in conducting further proceedings of the House. शी लाल ू पसाद (सारण): उपाय महोदय, सदन को मालमू ह,ै सुदीप जी को भी मालमू ह,ै दादा को भी मालमू ह,ै म इनके आग े बठै ता हं, जो बात हई, उसको दोहराने क आवयकता नह है हम बसुदेव जी का आदर करते ह, सीिनयर नेता ह हम लोग के जो फलदार वृ होता ह,ै वह दूसर को िखलाता है जो भी बात हई, उन चीज क चचा न करके , मेरी दादा से अपील ह ै िक इनको माफ कर द और बात को यह खम कर द शी दारा िसंह चौहान (घोसी): महोदय, कल से जो गितरोध सदन म कायम ह.ै ..(यवधान) उपाय महोदय : आप सब कर लीिजए शी दारा िसंह चौहान : सब ही कर रहा हं म बधाई देना चाहता हं िक जो प ताव लाया गया ह,ै उसे अगर बसुदेव आचाय जी ने मान िलया तो म समझता हं िक यह संसद और देश के िहत म है इसके िलए म उनको बधाई देता हं डॉ. रतन िसंह अजनाला (खडूर सािहब): महोदय, मेरे सािथय ने जो बात कही ह, म उनका समथन करता हं शी नामा नागेर राव (खमाम): महोदय, कल सदन म जो घटना हई ह,ै वह नह होनी चािहए थी जो भी हआ, अब आज के िदन मािनग म पीकर साहब ने जसै ा बोला ह,ै जो भी हआ उसको माफ करते हए, बसुदेव जी िजस पकार 9 टाइस एमपी बने ह, सबसे सीिनयर एमपी ह, उसी पकार बड़े िदल से इस मामले को लोज करके सदन को आग े चलने के िलए कोआपरेट कर काफ कं टिटव सजेशस और कं टिटव यजु आए ह, उनके िलए इस इय ू को यहां लोज करना चािहए SHRI ARJUN CHARAN SETHI (BHADRAK): Mr. Deputy-Speaker, Madam Speaker has already observed in the morning that we are all here to observe the precedents, the traditions of the House and also the dignity of the House. She has appealed to all of us that we should restrain ourselves while speaking and also while pointing out anything which is not nice and which will go against the dignity and decorum of the House. So, I also, on behalf of my Party, Biju Janata Dal, would request Shri Basu Deb Acharia ji to accept the observation of Madam Speaker, and we should act in a manner which will not only enhance the decorum of the House but we should also follow the precedents as well as the traditions of the House. With these words, I would like to appeal to my hon. friend, Shri Basu Deb Acharia to accept whatever Madam Speaker has observed in the morning. DR. N. Speaker for the observation she has made today morning by disapproving the behaviour of the Member and also observed that the behaviour was unbecoming of a Member of the House. In deference to the wishes expressed here by the leaders of various political parties, this chapter may be closed now, and normal functioning of the House can now be started. SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): Sir, I may be given a chance to speak. MR. DEPUTY-SPEAKER: The matter is over now. SHRI DINESH TRIVEDI: Why are they interrupting?...(Interruptions) SHRI SUDIP BANDYOPADHYAY : Sir, I fully accept the ruling of the Speaker, which she deliberated from the Chair. But nobody should try to score over it. I know the etiquette of parliamentary democratic system. I know how to behave on the floor of the House. I should not learn it from the CPI(M) political party as to how to behave on the floor of the House...(Interruptions) I accept the ruling of the hon. Speaker. Through his exceptional oratory style he was able to present the problems being faced by the poor and labour classes, cutting across political parties. When he spoke the Opposition and Treasury benches listened very carefully. He was a doyen of the trade union movement in the country and a pioneer in bringing together different trade unions on a single platform to put up a united front against a common enemy. In his absence the Communist movement as well as our country has lost one of its most dedicated and well loved leader who has dedicated his whole life to the struggle for the rights of the poor and the oppressed. A remarkable quality of Shri Dasgupta was that he was never obsessed by the trappings of power. He valued the role of an Opposition, preferring consensus over confrontation.

In West Bengal alone 30 lakh refugees entered until 1960. In the 1970s the number of people entering from the east was closer to a few million. Lived experiences of partition refugees came to us in bits and pieces. In the last sixteen years however there is a burgeoning literature on the partition refugees in West Bengal. The literature on refugees followed a familiar terrain and set some patterns that might be interesting to explore. We will endeavour to explain through broad sketches how the narratives evolved. To begin with we were given the literature of victimhood in which the refugees were portrayed only as victims. It cannot be denied that in large parts these refugees were victims but by fixing their identities as victims these authors lost much of the richness of refugee experience because even as victims the refugee identity was never fixed as these refugees, even in the worst of times, constantly tried to negotiate with powers that be and strengthen their own agency. But by fixing their identities as victims and not problematising that victimhood the refugees were for a long time displaced from the centre stage of their own experiences and made “marginal” to their narratives.
