the People’s voice uganda COMMUNITY PRIORITY RECOMMENDATIONS FOR PEPFAR UGANDA FOR 2021 Introduction: Developing “The People’s Voice” Since 2012, communities of People living with HIV (PLHIV), Key and Vulnerable Populations (KVPs) and Civil Society Organisations (CSOs), under the leadership of the International Community of Women Living with HIV Eastern Africa (ICWEA), the Coalition for Health Promotion and Social Development (HEPS-Uganda) and Sexual Minorities Uganda (SMUG) in collaboration with global partners including Health GAP and AVAC have been monitoring and informing PEPFAR Country Operational Planning (COP) processes. At that time, there were no minimum standards for the meaningful engagement of PLHIV, KVPs and CSOs and discussions with the U.S. government regarding Uganda’s COP would take place only in meetings at the U.S. Embassy. PLHIV, KVP and CSOs worked to ensure that the engagement processes became truly community- owned and community-led. They established a structured calendar, clear expectations of civil society and of PEPFAR Uganda, and a shared focus with PEPFAR Uganda on improving the accountability of the HIV response for communities and CSOs. This is the third edition of The People’s Voice; the first was facilities which are located in 28 districts (see Table A, page 3) published in 20191 and the second in 2020.2 Successes resulting during the CLM pilot phase (August-September 2020) and Focus from these efforts over the years include: introduction and scale Group Discussions (FGDs) with community representatives. -

UGANDA 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Uganda is a constitutional republic led since 1986 by President Yoweri Museveni of the ruling National Resistance Movement (NRM) party. Voters re-elected Museveni to a fourth five-year term and returned an NRM majority to the unicameral Parliament in 2011. While the election marked an improvement over previous elections, it was marred by irregularities. Civilian authorities generally maintained effective control over the security forces. The three most serious human rights problems in the country included: lack of respect for the integrity of the person (unlawful killings, torture, and other abuse of suspects and detainees); restrictions on civil liberties (freedoms of assembly, expression, the media, and association); and violence and discrimination against marginalized groups, such as women (sexual and gender-based violence), children (sexual abuse and ritual killing), persons with disabilities, and the lesbian, gay, bisexual, transgender, and intersex (LGBTI) community. Other human rights problems included harsh prison conditions, arbitrary and politically motivated arrest and detention, lengthy pretrial detention, restrictions on the right to a fair trial, official corruption, societal or mob violence, trafficking in persons, and child labor. Although the government occasionally took steps to punish officials who committed abuses, whether in the security services or elsewhere, impunity was a problem. Section 1. UGANDA INTERRUPTS GW TRANSMISSION IN RECORD TIME? Uganda's Guinea Worm Eradication Program reported only 7 indigenous cases in 7 endemic villages, and 18 cases imported from Sudan during 2002. Eighteen (76%) of the 24 cases were reportedly contained - all in case containment centers. Thus, the indigenous case reported in Lorukumo village of Moroto District in December 2002 might be the final instance of indigenously transmitted dracunculiasis in Uganda. That patient, a 48-year-old woman, was confined in a local hospital from the swelling stage until the worm was completely removed. If no indigenous cases are reported in 2003, Uganda will become the first endemic country to interrupt transmission since Chad reported its last case in 1998. This is a remarkably rapid achievement for the Ugandan program, which recorded 126,639 cases in 2,677 endemic villages of 16 districts during its national case search in 1991-1992 (figure 1). Most cases (94.9%) were located in only three contiguous districts (Kitgum, Kotido, Moroto) in the northeast of the country (figure 2). Before the national village-by-village search, which was one of the last to be conducted among the endemic countries, Uganda had reported only 1,960 and 1,309 cases for the entire country in 1988 and 1989, Figure 1 respectively. Box 49, Entebbe, Uganda. Abstract The mosquito fauna in many areas of western Uganda has never been studied and is currently unknown. One area, Bwamba County, has been previously studied and documented but the species lists have not been updated for more than 40 years. This paucity of data makes it difficult to determine which arthropod-borne viruses pose a risk to human or animal populations. Using CO2 baited-light traps, from 2008 through 2010, 67,731 mosquitoes were captured at five locations in western Uganda including Mweya, Sempaya, Maramagambo, Bwindi (BINP), and Kibale (KNP). Overall, 88 mosquito species, 7 subspecies and 7 species groups in 10 genera were collected. The largest number of species was collected at Sempaya (65 species), followed by Maramagambo (45), Mweya (34), BINP (33), and KNP (22). However, species diversity was highest in BINP (Simpson’s Diversity Index 1-D = 0.85), followed by KNP (0.80), Maramagambo (0.79), Sempaya (0.67), and Mweya (0.56). Only six species (Aedes (Aedimorphus) cumminsii (Theobald), Aedes (Neomelaniconion) circumluteolus (Theobald), Culex (Culex) antennatus (Becker), Culex (Culex) decens group, Culex (Lutzia) tigripes De Grandpre and De Charmoy, and Culex (Oculeomyia) annulioris Theobald), were collected from all 5 sites suggesting large differences in species composition among sites. -
