Following recent discussion by Derby Housing Market Area (HMA) partners, I have been asked to write to you in response to your email below of the 11 March 2014 in which you make reference to the recent study undertaken by Atkins. We note that, as a result of this research, you are not seeking to meet your fully objectively assessed housing needs within Derbyshire Dales and have thus asked whether the Derby HMA authorities would be able to assist by providing sites to meet the shortfall.

I would like to confirm at this point in time that none of the HMA authorities are in a position to accommodate any of Derbyshire Dales’ housing need.

The HMA authorities do wish to express their surprise to receive this request, especially as this does not reflect the nature of preceding discussions regarding key strategic issues which have comprised our dialogue up to this point. As you will be aware, the Local Plans of all three HMA authorities are at an advanced stage. These strategies have been developed on a clear understanding that Derbyshire Dales had no need to decant any housing requirements into the HMA.

No evidence appears to have been produced which demonstrates that these needs cannot be met within the administrative boundary of Derbyshire Dales itself. We also do not believe this indicates a duty to co-operate issue on our part regarding this matter.

Our joint working, consultation and shared evidence base has resulted in the development of our aligned Local Plans. As you are aware Amber Valley’s Local Plan has already been submitted and the examination hearings are due to commence at the end of this month.

As you will be aware from our previous discussions we appointed before Christmas Atkins to undertake an assessment of the District Council ’s Housing and Economic Needs. The final report has now been received and considered by the District Council’s Local Plan Advisory Committee on 3 rd March 2014 – a copy of the report to the Local Plan Advisory Committee can be viewed using the following link: http://www.derbyshiredales.gov.uk/images/documents/C/Committee/Local_Plan_Advisory/Local_Plan_Advisory_Full_Agenda_for_Ipad_3_March_2014_2.pdf

The Officers recommendations were endorsed by the Local Plan Advisory Committee, and as such the District Council has resolved to maintain the housing provision within the Derbyshire Dales Local Plan at 200 dwellings per annum or 4400 over the plan period 2006-2028. However the Atkins study, also identified that the overall Objectively Assessed Need was in the order of 273 dwellings per annum over the same plan period (6,006).

As such, the District Council, on advice, is now seeking to establish whether the shortfall between the OAN figure and the Local Plan provisions can be met within neighbouring authorities within the wider Derbyshire Dales HMA, which extends over the whole of Derbyshire, into Staffordshire, and Sheffield.

The District Council is intending to submit the Derbyshire Dales Local Plan to the Secretary of State by the end of April 2014, and at this time I would be grateful if you could indicate whether your authority would be willing to accommodate some of the shortfall, and if so how much.

I appreciate that at this stage you may not be able to provide a formal response, but an informal indication as soon as you can would be appreciated.
