Secondo la Costituzione iraniana, infatti, il Presidente propone la nomina di tutti i ministri ad eccezione di quello della Giustizia, che viene scelto dal Presidente tra una rosa di candidati decisa dal vertice del potere giudiziario. Il secondo esecutivo di Hassan Rohani è caratterizzato da otto riconferme nell’incarico e dieci nuove nomine, con alcune innovazioni che destano interesse. Mohammad Javad Zarif è stato riconfermato – con particolare soddisfazione del Parlamento – alla guida del ministero degli Esteri, dimostrando la volontà del Presidente e delle istituzioni di riconoscere esplicitamente il ruolo svolto nella definizione del Joint Comprehensive Plan of Action (JCPOA), su cui Zarif ha investito totalmente la sua credibilità politica nel corso del primo mandato. Altro nome importante tra le riconferme alla guida dei dicasteri è poi quello di Bijan Namdar Zanganegh, al ministero del Petrolio, cui viene tributato il successo per la ripresa del mercato petrolifero e il poderoso incremento della produzione. Sono stati poi confermati il ministro dell’Agricoltura, Mahnoud Hojjati, il ministro del Lavoro, Ali Rabei, quello della Salute, Hassan Hashemi, quello dell’Intelligence, Mahmoud Alavi, quello dell’Interno, Abdolreza Rahmani Fazli e quello dei Trasporti, Abbas Ahmad Akhondi.
