Attachment 2 China Big Data Industry Summit and China E-Commerce Innovation and Development Summit Briefing I. Conference Overview The 2016 Big Data Expo is scheduled to be held from the 25th to the 29th of May, 2016, in Guiyang. This year, the conference's theme will be: data create more value, innovation brings better future (the annual theme will be: big data unlocks the smart era). It is organized by the PRC NDRC and Guizhou Provincial Government, and undertaken by Guiyang Municipal Government, Guizhou Development and Reform Commission, Guizhou Commission of Economy and Information Technology, the Administrative Committee of Gui’an New Area, China Network Television, China Council for the Promotion of International Trade Beijing Sub-council (CCPIT Beijing), and the Internet Society of China. The main venues are the Guiyang International Conference and Exhibition Center, and the Guiyang International Eco-conference Center. The event's main content could be summarized as "two concurrent conferences, one exhibition, two contests, and a series of activities". The number of guests expected to directly participate in activities is approximately 18,000. The 2016 Big Data Expo is tentatively set to hold forums for 66 subjects, among which 12 are held by the E- Commerce Development Summit, 51 by the Big Data Expo, and 3 by Dell Inc. It is scheduled for the 25th to the 29th of May with activities held separately in the main venue and multiple sub-venues. The total exhibition area is expected to be 60,000 square meters. At present, the total number of enterprises holding exhibits has reached 200 or more and the working area for exhibits is approximately 50,000 square meters.

II. Main Agenda 1. The opening ceremony of China Big Data Industry Summit and China E-Commerce Innovation and Development Summit. The opening ceremony of China Big Data Industry Summit and China E-Commerce Innovation and Development Summit will be held on the morning of the 25th of May (Wednesday) at Guiyang International Eco-conference Center. The conference content provisionally contains speeches from national leaders and the leaders of national ministries and commissions as well as experts and scholars. A scale of about 2,000 people will be in attendance. 2. 2016 China International Electronic Information Creator Contest and the "Guizhou on the Cloud" Big Data Business Model Contest. These contests were already set in motion on the 17th of January. They are currently in the registration and work submission stage. The list of finalists is planned to be announced on the 20th of April, and the finals and awards ceremony are planned to be held on the 27th of May. 3. Pain-Point Seeker Program and Pain-Point Seeker Contest. On the 2nd of March, the world's first contest with "pain-point seekers" taking a leading role began: the first China Pain-Point Seeker Contest and the Social Collegiality--Enterprise Credit Pain-Point Themed Contest. China's official pain-point seeker network has formally gone online, with a total of 22,185 enrolled members and over 2,700 submitted pain-points at present. On the 28th of May, among other activities, the "Pain-Point Seeker Contest" semi-final will be held along with the China Information Systems Integration and Development Forum: Big Data Age Information Systems Integration Industry Transformation and Advancement. On the 29th of May, the "Pain-Point Seeker Contest" final will be held along with the Awards Ceremony. 4. Dell CXO Summit. The Dell Greater China 2016 Annual CXO Summit is scheduled for the 25th of May. It has a scale of approximately 1,200 people, and the full convention will be held on the morning with three forums held in the afternoon. 5. Exhibition Activities. In the exhibition, applied cases of hot topics in big data will be put together, including artificial intelligence, automation, and VR. Enterprises including Huawei, Digital Hail, Foxconn, and Zhizhen Networks will also be holding announcement activities for products including high end servers, visualization platforms, vehicle time-share rental, and interactive intelligence. 6. 2016 Guiyang "U.K. Day" Sino-British Big Data Cooperation Sub-forum. This forum will be held on the 25th of May and will set in motion the "U.K. Day" Sino- British big data cooperation. Main contents: the announcement launch ceremony for the leadership exchange and training cooperation between Guiyang and U.K. in the "administrative opening of data"; a keynote address; the British big data industry; the development state and applications as well as British big data technology applications; a summit dialog; the administrative opening of data in Sino-British big data, and an exploration of the push for development in the big data industry. 7. U.S. Embassy Forum. Held on the 27th of May, the forum's subject will be exploration of the deep sea of big data and gaining global business opportunities. The topic will be practical information and viewpoints on the use of big data in a business environment. Anthony Scriffignano, Dun & Bradstreet's chief data scientist, will be attending the forum to make a keynote address. III. Highlights Attention from high level government dignitaries: The Big Data Expo has already grown to become a major national conference and exhibition, and this year the number of industry elites in attendance will exceed 2,000. At the time, state leaders will be attending meetings and giving speeches. Industry leading position: The forum program, using Promotion of Big Data Development and Operation Outline as its basis and integrating global big data development trends, has invited well-known national and international experts and scholars, entrepreneurs, investing organizations, government leaders, and entrepreneur representatives, etc. It is centered on exchange in aspects such as national strategies, innovative practices, industry applications, international cooperation, trade and finance, and academic research, forming a summit for theoretical and practical thinking in big data development. Comprehensive exhibit of accomplishments: As a national big data comprehensive pilot zone, this year, the Big Data Expo will comprehensively exhibit the accomplishments in Guizhou made over the years with regard to building the big data industry. It will also put forward its own practical considerations and seek intellectual support from all parties regarding some of the overall problems in the big data industry's development. Unprecedented scope of exhibits: The anticipated exhibition area is 60,000 square meters, with invitations planned for over 500 domestic and international big data enterprises and national and international exhibitors related to the city. A complete industrial chain: Sections for elite enterprises, big data applications and services, smart manufacturing and equipment, e-commerce, and applications for internet innovations will be installed in the exhibition hall. Through centralizing exhibits for new technology, new products, new achievements and total solutions for global big data, a platform linking both the supply and demand ends of the industry will be built, creating an ecological exhibit for the complete supply chain covering "technological research, systems integration, market applications, and hardware manufacturing". Abundant themes for activities: In the conference a series of themed activities will be held, such as organizing observations and study in related regions in the province for the valued guests and exhibitors, the "pain-point seeker program", the eve of big data themed reception, and a series of Sino-Indian cooperation activities. Target service for entrepreneurs: Resources from all directions will be assembled, a superior quality platform will be built, and the entrepreneurial bottleneck will be widened. A platform of cooperation and exchange will be built between the government, enterprises, investment organizations, and innovative entrepreneurs. The Big Data Expo is resolved to build the most globally influential platform for innovation and entrepreneurship. Problem solutions inspired by "pain-point seeker program": Centered on providing supply-side reform, comprehensively assembling the wisdom of various parties, and directed towards a resolution to the "pain- point" in socio-economic activity, the core concern of the problem solutions will be provided with precision for entrepreneurs and innovators. It will attempt to use the problem as a guiding direction and explore the new driving force of "mass entrepreneurship and innovation". A gathering of industry leaders: The top tier of leading international internet and big data enterprises, company presidents, and CEOs have received invitations to attend the exhibition, including: Mark Zuckerberg, Facebook founder and CEO; Michael Dell, the president of Dell; and Terry Guo, the president of Foxconn Technology Group; etc. Academic leading authorities to follow: The top tier in authoritative international scholars and experts in the big data field, such as Michael Stonebraker, 2014 Turing Award recipient and part-time MIT professor; Michael Kahn, the father of the internet; and Viktor Mayer- Schonberger, author of The Age of Big Data, will be attending the conference. A gathering of research institutions: The conference will be attended by representatives for the top tier of highly reputable universities and research institutions, such as Andrew Deeks, the president of University College Dublin, and Chris Kelly,the chancellor of Massey University. The apex of media focus: Including attention from central media agencies such as the People's Daily, Xinhua News Agency, and CCTV, over 80 media agencies nationwide will be reporting from Guiyang. Furthermore, including FT Chinese, Reuters, AP, and Sankei Shimbun, more than 10 foreign media agencies will be focusing on this year's Big Data Expo. Coordination with key participants: Alex Sinclair,acting director general of Global Mobile Systems Association (GMSA); Academician Wu Hequan, director general of the Internet Society of China, and Gene Hall, the CEO of Gartner, will attend the conference.
