Our Role The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders. The Ministry provides policy advice, and delivers social services and assistance to children and young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing. We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life. Our work, together with our social sector partners, is essential to achieving a sustainable and prosperous future, where all New Zealanders are able to take responsibility for themselves, be successful in their lives and participate in their communities.

The Corporate Solutions group is responsible for providing the majority of corporate and shared services within the new MSD corporate operating model. The Corporate Solutions operating model includes embedded corporate services for MSD, shared services and shared governance from MSD to the new Ministry for Vulnerable Children Oranga Tamariki, the Social Policy and Evaluation Research Unit (Superu) and the Social Investment Unit (SIU) and a range of transitional embedded corporate functions to Oranga Tamariki. There may be future opportunities to provide corporate services to other agencies across government.

Corporate Solutions brings together the corporate functions of Human Resources (HR), Finance, Procurement Solutions, Information Technology (IT), Communications, MSD Approvals, Ministerial and Executive Services, Claims Resolution, Risk and Assurance, Property and Facilities, Health, Safety and Security (HSS), Legal Services, Information, Privacy, Policy and Practice, Organisational Security Intelligence, and the Information Security Office.

It is responsible for leading the development of integrated capability strategies across the whole of MSD and client agencies and for developing a sector-wide view on organisational policies, practices and issues, with a strong business partnership focus on client centric service, sustainability, providing smart solutions and backing the businesses to succeed.

Corporate Solutions provides support services to over 10,000 MSD and other agencies employees across New Zealand. The group has responsibility for an operating budget of around $300 million per annum and employs more than 1175 people.

Business Unit

The role of the Human Resources (HR) Team is to ensure that the Ministry has the organisation, people and culture capable to deliver on the Government’s outcomes and priorities. HR provides high level strategic advice and support to the Chief Executive and the Leadership Team to ensure that effective HR strategies are developed and properly integrated into all business strategies and plans.

HR is also responsible for the design and delivery of a range of Ministry-wide HR policies, operational HR processes and systems aimed at ensuring that managers have access to the best possible advice, support and systems to lead, motivate, develop and manage their people.

The Ministry is a complex and diverse organisation and it is the biggest Public Service employer. The provision of best practice HR advice and services to client managers is critical if the HR team is to retain its position as a public sector benchmark.

Training Coordinator 3 Purpose of the Position

The purpose of the Training Coordinator, Learning and Capability Development is to support users of the systems, tools and products including the Learning Management System, and to work with other trainers to deploy new learning and update existing learning.

The Training Coordinator is responsible for supporting the implementation of training strategies and solutions that deliver enhanced business capability, including:  assisting in the deployment and coordination of learning and development solutions for specified projects and activities  using the Ministry’s learning management system to develop reporting on training completion and evaluating training effectiveness  maintaining training materials, systems and other tools and technologies  building relationships with and supporting regional trainers and managers  supporting the L&CD units communications and information sharing, including the management of the intranet and other tools and resources.

Internal:  Regional and National Office trainers, managers and communications staff  Other Learning and Capability Development roles particularly the Training Design Advisor and Lead Advisors  Other service line trainers and support staff

External:  Relationships with relevant external agencies and providers  Other government agencies and departments as appropriate

Training Coordinator 4 Key Accountabilities

System and  Is a subject matter expert in the systems and technologies available technology to the Learning and Capability Development Team management  Maintains systems integrity by ensuring that the information including staff profiles are keep up to date and are accurate.  Provides advice and support to users of the Ministry’s Learning Management System and other learning technologies including managers and trainers.

Coordination and  Supports the coordinates of training deployments as required, deplo working with key stakeholders and regional managers / trainers. yment  Liaises with management to provide information and support on the access to learning / training and use of related technologies.  Monitors deployment and provides information to key stakeholders, and follows up with sites where scheduled learning has not been completed.  Contributes to projects and initiatives as required.  Supports the training community to ensure effective and timely training outcomes.

Evaluation  Monitors, records, evaluates, reports and provides feedback to key stakeholders on training activities.  Identifies the effectiveness of training solutions and training plans.  Ensures requirements for refresher training are tracked and implemented.  Improves, modifies or adapts training in responses to feedback and evaluation.  Produces reports that meet the audiences need on any aspects of training.

Relationship and  Actively collaborates with, and is a point of contact and support for Stakeholder management and other key stakeholders in relation to training needs and solutions. Management  Builds effective relationships with management and staff at all levels.

Leadership  Uses influencing skills to encourage stakeholders to use and apply learning approaches, materials and technologies, ensuring these are embraced by management and staff.  Maintains personal and professional development to meet the changing demands of the job and participates in training and development activities where appropriate.  Keeps up to date with product knowledge, legislative changes and other core business information.

Training Coordinator 5 Technical/Professional Knowledge and Experience

 Ability to enhance and supplement training material to meet training delivery circumstances where appropriate as well as incorporating a range of training styles, methods and aids to assist the learning experience  Ability to design and maintain learning systems and maintain records  Ability to modify training methods and material in response to manager and trainee evaluation  Ability to use computer based office software packages such as MIS, word processing, spread sheets, presentations, including MS Word, MS Excel, and MS PowerPoint, WebEx and the use of myLearn / Totara  Knowledge of key Ministry systems such as TRACE, SWIFTT, UCVII and COMET is desirable.
