ORIENTAL DINGHY CLUB’S 2015 DRAGON’S BREATH REGATTA August 1 & 2, 2015 SAILING INSTRUCTIONS

1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013 - 2016. 1.2 A violation of rule 55 can result in a penalty other than disqualification. 1.3 If the notice of race (NOR) and these sailing instructions conflict, the sailing instructions shall prevail.

2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board at the Oriental Marina and Inn. The official notice board is the yellow exterior wall of Unit 14 adjacent to the deck.

3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any changes to the sailing instructions will be posted on the official notice board before 0745 on Saturday and/or Sunday. 3.2 Oral changes to the sailing instructions may be given on the water by hail or VHF from the Signal Boat under code flag “L” in accordance with rule 90.2 (c). Changes must be made before the warning signal.

4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the official notice board at the Oriental Marina and Inn. 4.2 When AP flag is displayed ashore ‘1 minute’ is replaced with ‘not less than ‘60 minutes’ in the race signal AP. This changes race signal AP.

5 SCHEDULE OF RACES 5.1 Dates of racing: Saturday August 1 and Sunday August 2. 5.2 Number of races: We will attempt to hold three races; preferably two on Saturday and one on Sunday. 5.3 The scheduled time of the first warning signal on Saturday is 1100. The scheduled time of the first warning signal on Sunday is 1000. Warning signals for subsequent races of the day will be at the discretion of the race committee.

7 RACING AREA The racing area will be on the Neuse River near Oriental

8 COURSES The diagrams in Addendum A are some examples of the courses to be used. All marks will be left to port. The signal boat course board, as depicted below, will show the courses as follows: Spinnaker A Non-Spinnaker A Cruising

Page 1 of 4 Rev July 8, 2015 “W” (Windward/Leeward) or “T” (Triangle) will also have a number representing the number of LEGS of the course. Example: W3; W4, T4, T5, T7 etc.

9 MARKS 9.1 Marks 1, 2, and 3 will be LARGE orange inflatable cylinders. The start/finish mark to port of the signal boat will be a LARGE yellow inflatable cylinder. The Windward finish mark will be a SMALL yellow inflatable cylinder.

10 THE START 10.1 The starting line will be between a staff displaying an orange flag on the signal boat at the starboard end of the line and the start/finish mark. 10.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. Boats that do not keep clear of this area are subject to protest by the race committee only.

11 THE FINISH For boats finishing downwind or from a reaching mark, the finishing line will be between the orange flag on the signal boat and the start/finish mark to port of the signal boat. For boats finishing upwind a finishing line will be between the orange flag on the windward finish boat and the finish mark. Boats that have finished shall stay clear of finish areas, lines and boats still racing.

12 TIME LIMIT 12.1 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. 12.2 The time limit for the first boat to finish in a division will be 2 hours. 12.3 Boats still racing 30 minutes after the first boat in their division sails the proper course and finishes, and not thereafter retiring, will be scored TLE (Time Limit Expired). This changes rules 35 and A11. 12.4 Boats scored TLE will be scored by the race committee points equal to the number of boats in their class/division finishing within the time limit plus two without a hearing.

13 PROTESTS AND REQUESTS FOR REDRESS 13.1 A boat intending to protest shall report to the race committee at the signal boat or windward finish boat as soon as possible after finishing, giving the race committee its sail number and the sail number(s) of the protested boat(s). 13.2 Protest forms will be available on the official notice board. 13.3 Protests must be filed with the race committee at regatta headquarters on the deck at the Oriental Marina and Inn (OM&I) within 2 hours after the signal boat docks after the last race of the day. 13.4 Requests for redress shall be filed in accordance with rule 62.2.

14 RADIO COMMUNICATION 14.1 A designated observer may report visual signals displayed by the race committee over US VHF Channel 78A. Information reported by the designated observer is provided as a courtesy to competitors and does not in any way alter the competitor’s responsibility to observe the race committee’s visual signals which govern the conduct of the racing. Errors or omissions on the part of the designated observer will not be grounds for requesting redress. 14.2 All boats shall maintain an operating VHF radio.

15 PRIZES Trophies will be awarded at the Oriental Marina and Inn deck at approximately 1400 on Sunday.
