The regular meeting of the Cohoctah Township Board was called to order at 8:00 p.m. with the pledge to the flag. Present: Fosdick, Meek, Thurner, Buckner, Bock, Zoning Administrator Thomas, Byron Schools Superintendant Tricia Murphy-Alderman; 6 citizens.

Agenda - Motion by Thurner, support by Bock to approve Agenda with following additions: Under new business - E. 2013 MTA Conference. Motion carried.

Minutes of previous meeting - Motion by Thurner, support by Buckner to approve the minutes with the following corrections: Audit Review-strike out first sentence of paragraph, replace with “John Pfeffer presented the 2012/2013 audit report.” Also, add at the end of sentence three “with correction and file as required by and to the State of Michigan.” Health Insurance Letters: Strike out Obamacare and insert “The Patient Protection Affordable Care Act (“PPACA”).” Expenditures: Add two Deluxe entries, $128.00, $203.33, delete Shonda Wiggins entry of $69.27, change withholding entry to $1,153.62, making total expenditures $32,558.63. Motion carried.

Treasurer's report - Motion by Thurner, support by Meek to receive Treasurer’s Report as presented. Motion carried. Copy placed on file.

Fire Authority - Leave on Agenda.

Road Commission – Report given by Buckner on completed work, Allen Road bridge is repaired, Chase Lake and Schrepfer Road corner repaired, Sanford Road tree maintenance and drain maintenance performed, Chase Lake and Fleming Road corner repaired, Owosso Road tree maintenance, ditching and gravel, Durand Road and Cohoctah Road corner improved, Cohoctah Road from Oak Grove to Oak Grove wedging and overlay, Hayner Road Cohoctah Township portion from Owosso Road east to the power lines wedging and overlay, North side of Lovejoy Road just West of Oak Grove Road culvers and ditching work done.

Hall – Leave on agenda.

Cemetery – Leave on agenda.

Parks and Recreation – Leave on agenda.

Board of Appeals alternate – Clerk to place ad in Livingston County Press and Argus for both Board of Appeals and Board of Review openings. Leave on Agenda.

Tax Levy Resolution – Motion by Thurner, support by Meek to adopt the “Resolution to Levy Taxes for 2013 Within Cohoctah Township”. Ayes: Bock, Thurner, Meek, Fosdick, Buckner. Nays: none. Motion carried.

Byron Schools Superintendant Tricia Murphy-Alderman explained specifics of the Millage Proposal that is on the ballot in the upcoming November election and answered questions.

2nd Quarter Report – Presented and no adjustments necessary at this time.

Road Fund Update – The Clerk is to correct accounting procedures for this fund so it is consistent with other fund accounting. MTA Conference – The 2013 Conference is being held in Traverse City, and there will be no participation. Reports – ZBA, none. Leave on Agenda.

Planning Commission – Working on rezoning of Nazarene Campground.

Violations / Complaint - Complaint 2012-010, outdoor wood burner, violation corrected and dismissed by Board. Complaint 2013-009, friendly contact and letter issued, Zoning Administrator informed by the homeowners that they are moving. Complaint 2013-006, Letter received from homeowner that they were rescinding their request for a second address at that location, and Livingston County GIS confirmed by retiring previously issued address. Complaint 2013-007, violation notice has been sent and ZA will continue with violation process with the second notice being sent on October 24th if no communication has been made by the owner.

Expenditures presented, listed at end of Minutes. Motion by Thurner, support by Buckner to pay expenditures as presented. Motion carried.
