Minutes of the Regular Meeting of the Board of Trustees of the Monroe County Employees Retirement System
Regular meeting of the Board of Trustees of the Monroe County Employees Retirement System held on June 25, 2007 at 5:00 P.M. in the Board of Commissioner’s Meeting Room at 125 E. Second St., Monroe, Michigan.
PRESENT: Clayton Charron, Nancy Colpaert (left at 6:30), George Jondro, Pamela Jones, Jim Morgan, and David Thompson.
ABSENT: Jim Davies and Bill Sisk excused, Henry Lievens absent.
ALSO PRESENT: Debra Elmore, Retirement Specialist; Charles Londo, Secretary; Sam Galanis, Michael Cho, Consultants and Thomas Michaud, Legal Counsel.
With a quorum being present, Chairman Thompson called the meeting to order at 5:00 P.M.
Motion by George Jondro, supported by Nancy Colpaert to approve minutes of the May 29, 2007 meeting as submitted. All in favor, motion carried.
Motion by Pam Jones, supported by Jim Morgan to approve agenda as submitted. All in favor, motion carried.
Citizens Time – none
Presentations - Lisa George – NWQ Investment Management & Tradewinds Global Investors
Ms. George advised the Board that Nuveen Investment is to be acquired by private equity group led by Madison Dearborn Partners, LLC. There should be no change in personnel or they way the portfolio is handled. Mr. Cho will send the press release to the Trustees.
NWQ has a net gain of $2.2 million year to date for 2007. They are ahead of their benchmark for year to date. Their benchmark is S&P 500/Citigroup Value & the Russell 1000 Value. Tradewinds Global has a net gain of $1.5 million year to date for 2007 but are below their benchmark that is MSCI EAFE. This is due to a 6.4% cash holding in the portfolio. There were three presentations for International Real Estate:
Mark Blinder from Clarion Real Estate Securities that is a division of ING (International Netherlands Group). They are #10 on the Forbes Annual Global List for 2007.
Michael Guetzkow, from Chohen & Steers International Realty Fund, which is a REITS manager. This portfolio has been in place for two years. The portfolio is up 44% from last year.
Mark Rappaport with Alpine International Real Estate Equity Fund. The company has been doing business since 1989. Their best performance is in a bear market.
Dave Thompson asked Mr. Galanis how much the Board should invest in one of these companies. Mr. Galanis stated that $2 million would be a good start. Mr. Thompson would like Mr. Galanis to put together a presentation on these three money managers for July’s meeting. The Trustees need to review the three booklets for next month’s meeting and then the Board can move forward. Mr. Galanis will let the Board know where the $2 million should be transferred.

Consultant’s Report
Mr. Galanis reviewed the evaluation update for the period ending May 31, 2007. The Retirement System is up $3 million from previous month. Account is now at $186,756,542.56.

New Business
Rehman Robson, Certified Public Accountants Financial Statements for the Monroe County Employees Retirement System for year ended December 31, 2006 and 2005.
Mr. Londo indicated that it was a good audit for the Retirement System. Rehman Robson does this audit as an extension of the County audit and does not cost the Retirement System anything.
Trustee Comments
Mr. Londo told the Trustees that the Retiree Health Care System is investing in REITS.
Dave Thompson attended the Monroe County Retirees Association annual meeting. He would like for the Retirement Specialist to hand out an enrollment form to each new retiree. As soon as Mr. Charron finds the by-laws for the Association, they will be put on the Retirement Web Page. Clayton Charron did a good job on explaining to the retirees how well the retirement system is doing.
Mr. Thompson would like to review the medical reports before disability retirees are sent for a re-examination next year. The doctor’s report on some of the individuals state that they will never go back to work and their condition is getting worse. He doesn’t believe the Board should send these individuals back for a re-examination.
Jim Morgan suggested that same thing last month and legal said the Board could not pick and choose who they are going to send for a re-exam. Mr. Michaud said it should be a rare occasion that someone should be exempt. But if the doctor states in his report that the individual will not ever be able to return to work, the re-exam could be waived.
