COMMITTEE PRESENT: Aldona Hansel, Dale Mohr, Kevin Hamann, Lisa Ubbelohde, Karl Ballestad, Susan Mogged, Lea Neveau, LoAnn Elbe, Lori Rowland, Barb Smith

TIME MEETING BEGAN: 6:30 p.m.

1. Approval of Agenda Motion by Neveau, second by Ballestad to approve agenda. Vote carried unanimously. 2. Election of Chairperson Susan Mogged was nominated. Nominations were called three times. Motion by Ballestad, second by Ubbelohde to elect Susan Mogged as Chairperson. Vote carried unanimously. 3. Election of Vice-Chairperson Karl Ballestad was nominated. Motion by Ubbelohde, second by Mohr to elect Karl Ballestad as Vice-Chairperson. Vote carried unanimously. 4. Election of Secretary Kevin Hamann was nominated. Motion by Ballestad, second by Rowland to elect Kevin Hamann as Secretary. Vote carried unanimously. 5. Approval of Minutes of Previous Meeting None available as this was the first meeting. 6. Communications None. 7. Review of County Board Resolution Creating Library Planning Committee Reviewed the resolution adopted by County Board in July 2008 creating this ad hoc committee. Kevin also discussed the per diem and mileage form for members to complete. 8. Review of 1976 County Library Plan Reviewed plan that was adopted 33 years ago. Recent law changes have made it very important to create a new plan. 9. Review of County Library Planning Statues FAQ Reviewed and discussed handout from State Department of Public Instruction regarding requirements of the plan. Discussed funding and operational issues for Libraries. 10. Review of Sample of County Library Plan Mark Merrifield discussed what needs to be in our plan. 11. Review of Waupaca County Library Plan Reviewed Waupaca plan adopted in 2005. Waupaca’s library system is similar to ours. Counties, such as Brown, Marinette, and Shawano are not, as they have consolidated library system. Mark explained the difference between consolidated and non- consolidated libraries. 12. Prepare Plan of Action to Create County Library Plan Reviewed draft plan of action. Discussed further meeting dates and the public hearing that is required. 13. Information Items Only Discussed our goal and objections. Discussed ideas of funding, operations, number and location of libraries, services provided and use of neighboring County libraries by Oconto County residents. 14. Set Next Meeting Date Date of Next Meeting: Tuesday, March 10, 2009 and Tuesday, April 21, 2009 in Gillett.
