An incident of robbery was initially reported at PS Shakarpur on 20.06.2011 around 9.00 AM wherein a Wagon-R vehicle bearing Registration No. DL-7CH-6118 was allegedly way laid by four persons who reportedly robbed the occupants of the car namely Rajesh Kumar Goyal, Ravi Kumar Goyal, R/o M-122, 1st Floor, Laxmi Nagar of Rs. 15 lac and left an amount of Rs. 25 lac behind. The initial reports indicated that the robbers had escaped in a black Maruti Omni/Eco vehicle which appear to be a taxi and on a black Pulsar Motorcycle.

Case FIR No. 361/11, PS Shakarpur, u/s 392/34 was registered into this initially. Subsequent investigation and enquiries revealed that the alleged offence was committed by more than 5 persons and that the actual looted amount was more than 3 crores. Four persons namely

had been arrested earlier in the case and an amount of Rs more than one crore had been recovered at their instance. The East District Police has now further arrested the following persons:

1. Harpreet @ Shammi s/o Jaswant Singh r/o 12/107, Rani Garden, Geeta Colony, Delhi. 2. Arun Verma @ Bunty s/o Harichand Verma r/o G-168, Gali No. 2, Brahmpuri, Delhi. 3. Bijender s/o Balwa Singh r/o Village-Mankpur, PS Nehtor, Tehshil Dhampur, Distt. Bijnor (UP). 4. Dilshad s/o Zameer r/o Village Sikada, PS Kotwali, Bijnor (UP).

5. Laxman s/o Balram r/o 1st floor, Shastri Nagar, Band Gali, New Rani Garden, Geeta Colony, Delhi. 6. Sukhdev Singh @ Bunty s/o Late Mahender Singh r/o B-21, Rani Garden, Geeta Colony, Delhi.

An additional amount of about one crore has been recovered from the aforesaid second set of accused persons at their respective instance.

The investigation and the interrogation of the accused persons has indicated that all the accused persons are drivers by profession. The accused persons were tipped off by Arun Verma, who had worked as a driver with the complainants and was aware of the fact that large amounts of cash were being transported by the complainants regularly in their Wagon R (DL-7CH-6118). The first point of contact in this connection was Gurdev @ Vicky who used to drive a taxi at New Delhi Railway Station. Gurdev roped in his brothers Sukhdev @ Bunty and Jaspreet @ Banni and his cousins Harpreet Singh @ Shammi, alongwith Gudda @ Sanjay and the remaining accused persons who had either worked as drivers either on the vehicles owned by the Gurdev @ Vicky or alongside him. All vital details such as destination, routes, timings, frequency etc. of the cash transfers was shared by Arun Verma with the accused persons who undertook a surveillance on the complainants in the morning of 20.06.2011. When the accused noted that a huge amount of cash was being loaded into the car,they intercepted the complainants and looted an amount of Rs. more than three crores from them. Two vehicles were used in the commission of offence i.e. Bajaj Pulsar motorcycle (DL-7S-BL-4166) and one Maruti Eecho bearing registration No. DL-1T-7317. The motorcycle is registered in the name of Gurdev @ Vicky and the Maruti vehicle is registered in the name of Ravi Kumar s/o Vipin Singh r/o D-63, Block-D, Ganesh Nagar, Pandav Nagar, Delhi who had engaged Laxman as a driver. While Jaspreet @ Banni and Harpreet @ Shammi rode the motorcycle, the Maruti vehicle was driven by Laxman s/o Balram which also carried Bunty, Fakru, Bijender and Dilshad; and while Vicky, Sonu, Fahim and Gudda lay in wait at the bus stop so that the vehicle of the complainants could be waylaid/intercepted. The complainants vehicle after having been waylaid at Ramesh Park, Pushta Road was driven by Vicky alongwith Sonu and Fahim. All the accused persons after abandoning the vehicle of the complainant and after transferring the cash from the vehicle fled in different directions by using different mode of transport, and reassembled at A-10, New Anand Vihar, Loni, Ghaziabad ( a premises which is owned by the family of Gurdev @ Vicky). After having reassembled, the accused persons distributed the looted amount amongst themselves and left for unknown destinations till such time that the long hand of law caught up with them and they were arrested by Delhi Police on different occasions. Two accused persons, viz Avinash and Guddu @ Sanjay remain to be arrested.

Dated: 07/08/2011 GANG OF NOTORIOUS SNATCHERS CUM AUTOLIFTERS BUSTED Special Staff West District has busted a gang of snatcher cum auto lifters. The gang is headed by Manish @ Rishi who is a habitual snatcher of chains/bags. Sonu is a notorious autolifter and snatcher. The criminals have previously been involved in more than 20 cases of chain/bag snatchings. With their arrest, six cases of snatchings and motor vehicles thefts have been worked out. The receiver, Neeraj Arora a Goldsmith has also been arrested and 2 gold chains were recovered. RECOVERY MADE 1. One Mahindra Bolero. 2. One Maruti Zen Car. 3. One Motorcycle Bajaj Discover. 4. Case FIR NO. 170/11 U/S 379/356/411/34 IPC PSSouth Rohini. INFORMATION/OPERATION : Due to steep rise in the incidents of chain/bag snatchings in the area of west District Spl. Staff of West District was entrusted the task to collect intelligence about the gang indulged in such crime. Team of Spl. Staff visited the places of occurrence and analysed the trend and modus operandi of the crime and the criminals. Secret sources were deployed to collect information about the criminals. During course of this exercise input was received one Manish Kumar who has recently been released from jail has organised a new gang and is actively committing chain snatchings on stolen motorcycle. On this information efforts were made to collect intelligence about the whereabouts and probable hide outs of the gang. On 06/08/2011 specific information was received to Spl.Staff of West Distt that the above gang will come from

Nangloi in a white Maruti Zen Car. On this information a raiding party under the supervision of ACP/Oprs/Cell/West Sh. Raj Singh and Insp. Rajesh Kumar, consisting of SI Manoj Kumar, SI Charan Singh, SI Sandeep Kumar,ASI Balwinder Singh,HC Suresh,HC Hattu Ram, HC Kirori Mal, HC Shashi Kant, Ct Sunil Kumar, Ct Devender, Ct Upender,Ct Yashbir, Ct. Shushil, Ct Sandeep and Ct Sunil Yadav was constituted and a trap was laid on Main Rohtak Road, Innfront of Surajmal Stadium, Nangloi. At about 4.00 P.M., one white Maruti Zen car bearing number DL 6 C E 0819 came from Nangloi side toward Peeragarhi which was intercepted by police party. Two persons namely Manish Kumar @ Rishi and Sonu Choudhary @ Sahil were apprehended. The car was being driven by Manish. On enquiry none of them could tell about the ownership of the car. On further interrogation, they disclosed about commission of chains/bags snatchings. Three snatched mobile phones were recovered from the car. In pursuance to the disclosure both of them were arrested in case FIR No. 174/11 U/s 356/379/34 IPC PS Mianwali Nagar. On their instance, the receiver, goldsmith Neeraj Arora was apprehended and two snatched gold chains were recovered from him. The said goldsmith was also arrested in the case. During further investigation, one stolen Mahindra Bolero Jeep, one Bajaj Discover Motorcycle and 12 snatched mobile phones were recovered on the instance of the accused persons. MODUS OPERANDI AND INTERROGATION: During interrogation accused Manish disclosed that he has more than 15 previous involvements and recently been released from the jail. After coming out of jail, he has no other means to do for earning easy money. He contacted jail inmates who has been released and formed a new gang with Sonu Choudhary who was in judicial custody for the last one year for committing offence U/s 377 IPC. They both started committing chains/bags snatchings. Manish is an expert chains/bags snatching and Sonu Choudhary is a noted autolifter. Sonu used to steal motorcycles and they used them in committing snatchings. After committing snatchings, they used to abandon the motorcycles so that they could not be apprehended by the police. Since April, 2011, after the release from jail, they have committed large number of chains/bags snatchings. The gang used to target Pulsar motor cycles as its pick up is very helpful in committing snatchings. On interrogation the gang made disclosure of more then 15 incidents of autolifting and chain snatchings and got recovered two gold chains. The gang also disclosed that they used to withdraw cash through ATM cards found in the snatched bags of their victims. The gang searches for ATM cards in the bags and if they get the PIN number written on paper slips which generally people keep in their bags, they immediately withdraw the money from ATMs.They managed to withdraw Rs 50,000/-, Rs. 30,000/- and Rs.8200/- from the ATMs of PNB, Axis Bank and Citibank respectively. Further investigation is to link the stolen mobile phones is on. Staff involved in the good work is being rewarded suitably.
