Personal Transportation Waiver

Tactical Operations Command Office of the Director Memorandum of Understanding 2015-2016

This agreement is to ensure clarity between technical aspects of the Tactical Operations Command, cadets, and their parents/guardians. Please read the aspects below and sign/date this document indicating that you have read and understand these aspects of the program.

TacOps 10, TacOps 11, TacOps 12 courses grading is as follows: 30% participation (PT attendance [see PT], Current Events, etc.) 35% classwork (Quick inspections, Formal inspections etc.) 35% tests (Projects, Certifications, etc.) *All 9 PDS certifications from FEMA will be completed between TacOps 10-12. *Each grade will watch a Leadership Film and complete associated projects. *Typically there is one major project, movie paper, or certification each marking period. *Midterm Exam and Final Exam grades are based on the “base” and “advanced” ranks for that grade-level. Failure of cadets to advance in rank by the Midterm Exam or Final Exam will result in lower Midterm or Final Exam grades. (Governed by R-2)

TacOps Lab course grading is as follows: 40% homework (Event Confirmations- unsigned event confirmations count for half credit) 35% participation (Event Debriefings- 2 per marking period required. The first is due by the interim. Debriefings are not accepted two weeks after the date of an event. This requires cadets to attend at least 2 TacOps events per marking period.) 25% classwork (Drill evaluation, practice, etc.)

Uniform Deposit: $150 uniform deposit (refunded upon return of uniform items in re-issuable condition) is required. Includes: TacOps pins, rank devices, name tags, ribbons, uniform shirt, pants, belt, PT gear, jacket, and all other issued items. Replacements for lost/damaged items will need to be purchased at cost, per item. The red t-shirt is an additional $8 and is used for the working khaki uniform and most events. Uniform concerns may be addressed with the unit’s Supply Officer. Financial concerns/payment plans must be discussed with Senior Director Waninger.

Reference Pages: TacOps reference pages outline and govern unit operations, policies, and procedures in all known and currently experienced scenarios. Reference pages will be updated and expanded as the unit grows and develops. All cadets will know and be responsible for all information in all TacOps reference pages. All information in these pages is part of testable knowledge during Formal Inspections.

Physical Training: Conducted two days a week after school (Tuesday and Friday from 2:45-5:00pm). Each week of PT is graded for attendance. One day per week is required and worth 10 points.

Leaving early, lack of participation/performance, and not wearing PT gear or being prepared are all examples of reasons for decreased PT grades. 5 points can be awarded for cadets who have only one valid excuse during the week. All PT grades/points are awarded at the discretion of the Senior Director. PT is a required portion of the unit and is governed by reference page R-4 (including unexcused absences, cadet injury, and the Physical Fitness Test). Cadets are responsible for notifying the Physical Training Officer or Cadet Staff of their attendance for each PT day, every week. Work schedules need to be verified by the PTO each week.

Voluntary: This unit, its requirements, standards and expectations are a voluntary component to life and education at DAPSS. Cadets and parents/guardians willingly accept the standards, expectations and demands placed on cadets by the unit and Senior Director Waninger. This includes the disclaimer from the application stating that the above-mentioned components extend 24/7 both inside and outside of the academy. Events, actions, and problems outside of the academy will have an effect on membership and performance in the unit. Any time a cadet and/or family is unable or unwilling to fulfill the requirements of the unit or uphold its values or standards, a cadet or parent/guardian may submit a Request for Removal from the unit and its associated courses. Cadets and parents understand that this program is an academic course and transitions between courses and schedules will be done at the most logical points in time. All requirements and obligations are still enforced up to the date the transfer is made.

Values: The central principles and guiding values of the Tactical Operations Command are Effort, Initiative, and Pride. The expectation and demand is to strive for perfection. Failure to uphold these values will result in probations, administrative punishment, physical discipline, suspension or removal from the unit. Consequences will align with all published reference pages, however most consequences will be issued per incident directly by Senior Director Waninger.

Flexibility: All aspects of the unit have not been explored or set. The unit, educational program, requirements, options/accessories, etc. may change slightly as the program evolves and develops. Cadets and parents/guardians understand and are agreeing to adapt to these changes as necessary.

By signing below, all parties listed are agreeing to the specific aspects outlined in this document, the TacOps reference pages, as well as all other rules, policies, procedures, expectations, standards, and requirements of the Tactical Operations Command.

Parents/Guardians and cadets understand that all parties are able to voice concern, opinion and disagreement with actions of the unit or Senior Director Waninger in an appropriate and respectful manner. All parties understand that the decisions made by Senior Director Waninger and the Command Staff are final, and cadets are able to leave the unit for irreconcilable disagreements in the management and operation of the unit.
