Functions/Responsibilities
Under the supervision of the Chief of the Donor and External Relations Section in Geneva and the Chief of UNMIS HR while in Sudan, and in cooperation with the Sudan Desk, Capacity Building and Field Operations Branch, the incumbent:
Liaises with DPKO in the implementation of the USAID Sudan project;
Follows-up and monitors the modalities of implementation of grants received from USAID for Sudan ;
Assumes the role of “Property Custodian”, responsible for the monitoring and maintenance of all OHCHR purchased equipment and their records, issues equipment and reports on its’ status to OHCHR Administration on regular basis.
Acts as focal point for contacts regarding activities funded by USAID in Sudan within the Unit and in-house;
Travels to the field according to needs and requirements to monitor the implementation of activities;
In the context of OHCHR/UNMIS’ activities in Darfur, and in particular those funded by USAID, coordinates the narrative and financial components of all reports, updates and other documents to USAID, including:
o requests for advances of payment; o interim financial status reports showing disbursements and advances received; o narrative reports detailing achievements and final results. - 2 -
Undertakes a weekly thorough analysis of financial and budgetary information, compiling materials received from the desk, from UNOG (executing agency) and from the field;
Works in close cooperation with Administration and CBB;
Follows-up directly with USAID, in coordination with RMU, on all questions related to the contract, the budget, installments, contract extensions and final payments;
Assists in other fund-raising tasks related to the Sudan such as:
o follow-up to pledges and contributions; o preparation of funding tables ; o preparation of briefs for donors, HC, DHC and senior management; o preparation of information on funding for colleagues in the field and at HQ; o preparation of donor meetings and briefings.
Qualifications
Education: University degree in political science, international relations, economics or finance, social sciences or related fields. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Experience: Five years of professional experience in humanitarian/human rights work, including field experience. Good experience in project management and donor relations expertise essential.
Language: Fluency in English. French an asset. Very good drafting skills and demonstrated ability to draft and summarize in a concise and clear manner in English.
Other skills and competencies: Good analytical skills and sound political judgment. Very good command of computer programmes (Word processing, Excel, Database software). Very good communication and negotiation skills. Ability to work under pressure, in a team and in a multi- cultural environment.
