HUD Regional Office Overview David Rios, HUD Regional Office  Reviewed HUD Staffing Changes: o Marie will remain as Senior Homeless Coordinator Representation, but David Rios (Travis, Williamson, Pflugerville…) and Will Dawson will serve Austin Community; Valerie will serve other counties o All Regional HUD staff roles have been changed to “Generalist”  Start Up training information has been sent out over the past month o HUD focusing on increasing online resources through One CPD website o Financial Training o Niki to develop listserv to distribute disseminate emails from David Rios (Safe Place, Front Steps, HACA, ECHO) o Strongly encourage grantees to reference OneCPD for all HUD FAQ and Guidance prior to asking HUD Representative  Monitoring 2011 Grants (HACA) o Monitoring Handbook on OneCPD o SNAPS office will publish new exhibits for 2012 CoC Program going forward o Risk Analysis is conducted October/November-rate and ranking process; based on audits, LOCC draws, APRS and rank the grantees based on several questions and put together work plan in December and early January. Reps will come out in March 2015 to conduct review. Focused on APR for entitlements (Dec/Jan) first (HACA)  Grant Renewal Update o 2013 Grants are TBD and are being reviewed in Headquarters Q&A Session Open Discussion

o Coordinated Assessment . Guidance For CA is outlined in NOFA and OneCPD . HUD does not have preference for Centralized Assessment vs Non-Centralized-up to community. HUD will be looking for standardization of that assessment. o Shelter Plus Care Grants-2012 . Q: Where is the monitoring tool? A: Monitoring tools for 2011 are available on CPD website . A: www.hud.gov/offices/cpd monitoring handbook link and review chapters for all programs o Funding Gap between FY12 and FY13 grant . Q: Are we expected to pay the incurred costs between the end of the 2012 grant without funding notice? This is challenging for agencies to cover financially without a contract? Also, is it possible to provide an extension on FY12 grant to use towards bridge funding until the funding is renewed?-Will Dawson to research and follow up with HACA o FY14 NOFA . General information on 2014 NOFA has been published and the program information will be posted within the next 60-90 days. Awaiting for the federal allocations for the homeless programs o LOCCS: . Need to submit the LOCCS authorization and remove any unauthorized users . Recommend having a back-up for LOCCS draws . Give yourself 30 days for new LOCCS authorization to be approved . All LOCCS draws are “locked out” on grant due date-FYI o ESG Questions . HUD cannot discuss any question related to the ESG NOFA o Environmental Review . HUD is developing webinar on Environmental Review. Exemption will be good up to 5 years. Leasing is more difficult and will require paperwork and depends on level of activities (David to send Niki email on information) work very closely with City of Austin (Sherry Cardino, NHCD) local expert) to get checklist completed. Kathy Ridings (Salvation Army) went through the process and has immense experience. Information on Environmental Review was put out in September needs to be completed soon. Elva to set up training in May to help clarify questions. o New HMIS Data Standards . HUD cannot confirm, but June of 2014 is the goal o CoC Start-Up Conferences- . Regional field offices only host start-up conferences with new grantees (not renewal). . Start Up conference in September was due to 2012 Renewal changes. For any new grantees, the first 6 months LOCCS is reviewed on a regular basis by Regional Office until the grantee has demonstrated consistency and accuracy . HUD will continue to provide start-up conferences with new grantees, but for renewal grantees, will continue to sent up alerts via OneCPD website . David and Will are currently discussing how they will meet with the CoC (currently have teleconference with entitlement). Marie is sharing and leading the effort. For Travis County, providers recommended attending CoC Work Group meeting once a quarter o Why does Houston receive greater resources than Travis Co and how can we grow the amount our dollars the community receives from HUD? . HUD HMIS Data improvements . Point In Time Data . Also, culture differences in the different areas in Texas (e.g. doubled up families, bus passes to other communities . Austin presents the homeless data as population is shrinking and HUD looks at that . CPDG and HOMES will be “tough choices” decreases from City and Travis County o Comment from HUD Representative, Will Dawson . Communication is provided by top-down-everybody is learning about new changes on a regular basis . Every question received has to come to Marie to review . Continuing to work on improved communication within the HUD office . SNAPS is asking field office about improvements to eSnaps. Any community feedback should be sent to Reps who will forward on to HUD HQ

Next Meeting: Wednesday, April 2nd 9:30, LifeWorks  Follow up: o Environmental Review o Quarterly CoC Meetings with Reps o OneCPD Reminders o Disseminating emails from field office to community member (Niki) o Idea to develop HUD policy book/guidance book for the community o All HUD directed questions should be copied to ECHO. ECHO to track and communicate the guidance that was put out CoC wide o APR Reminder (due 90 days from closing date)
