SELECTMEN’S MEETING AGENDA TOWN OF JAY 340 MAIN STREET JAY MAINE 04239

MARCH 12, 2012--6:00 P.M.

Present were: Amy Pineau, Vice Chair; Tom Goding; Justin Merrill; Tim DeMillo and Town Manager Ruth Cushman (Chairman Steve McCourt unable to attend due to family illness)

Also Present were: Pearl Cook, Barry Matulaitis, Donna Perry, James Butler, Daniel Finley, and Gilbert Barnaby

Vice Chair Amy Pineau opened the meeting at 6 PM with the Pledge of Allegiance.

Minutes: M/M/S Tim/Tom to accept the minutes of the February 27, 2012 meeting as presented. 4-0 vote.

Old Business: Pearl asked where we are trying to find a town car. Ruth said that she had not really been looking but she intended to.

Certify the Ordinances to the Town Clerk: Ruth explained that you need to certify them to the Town Clerk so they can be placed on the Annual Town Meeting Warrant and so the people can vote on them.

M/M/S Tim/Tom to certify the Town of Jay Maine Uniform Building and Energy Code Administrative Ordinance to the Town Clerk. 4-0 vote

M/M/S Justin/Tom to certify the Town of Jay Property Assessed Clean Energy (PACE) Ordinance to the Town Clerk. 4-0 vote

M/M/S Justin/Tom to certify the Twenty-Fifth Ordinance Amending the Jay Environmental Control and Improvement Ordinance to the Town Clerk. 4-0 vote.

Tax Acquired Property: Removed from agenda

Appointment of Election Clerks:

M/M/S Tim/Tom to appoint as Republican Election Clerks: 4-0 vote Joyce Couture Pamela Newton Maryanne Mancine Karen Gilbert Phyllis Boivin Rita Farrington Shiloh Lafreniere Lillian Wight

M/M/S Tim/Tom to appoint the following as Democratic Election Clerks. 4-0 vote

Sewer Ordinance Exceptions: (see attached) M/M/S Tim/Tom to accept the Sewer Use Ordinance Special Exception as presented. 4-0 vote.

Other Business: a. Pearl asked about the Town Truck that was in the accident. Ruth said that it is going to be fixed. b. Ruth gave reminders of the meeting next time being a budget meeting c. James requested an update of 26 Jewell Street. Ruth stated that the inspector has been but we do not have the report yet. d. Gil Barnaby stated that he was glad to see the eyesore removed by the pharmacy. e. There was a complaint about the Josephine Ridlon house. Justin stated that they have started cleaning up in the back. Perhaps Shiloh could send them a letter. f. Pollis-it was stated that they have brought in more junk. Ruth gave an update of the court proceedings.

Executive Session: M/M/S Tim/Tom to go into Executive Session under MRSA title 1 Chapter 13 Section 405, Subsection 6 for the purpose of discussing a pending legal issue. 4-0 vote.

Vice Chair Amy Pineau declared the executive session over at 6:23 PM with no action. Adjourn: M/M/S Justin/Tom to adjourn at 6:35 PM. 4-0 vote.
