i CTE Program Improvement Project Mini-Grants (Emphasis to Arts, Media, and Entertainment (AME) pathways to deliver grant outcomes is the target/primary focus; Other CTE industry sectors are eligible to apply)

I. PURPOSE

This Request for Applications (RFA) invites submission and participation from public high schools in California County Superintendents Educational Services Association (CCSESA) Regions 1, 2 and 3. The California Department of Education (CDE) has awarded Tehama County Department of Education, Bridge to College and Career (B2CC) Department the Capacity Building and Professional Development Career Technical Education Project Contract, in which TCDE is pleased to announce the availability of grant funds for the Arts, Media, and Entertainment (AME) Pathway authorized by the Governor’s Career Technical Education (CTE) Initiative Senate Bill 1070 and Federal Carl D. Perkins Act of 2006 (Perkins IV), Leadership funds.

The primary purpose of the CTE Program Improvement Project Mini-Grants (CTE PIP Mini-grant) for AME is to provide AME high school CTE pathway program and their students the opportunity for new equipment and project development in their programs by taking still photography and video/filming production of (1) four regional CTE professional development workshops, (2) attending up to five (5) monthly meetings of the MCBM MPD or Ag Mechanics Pathway regional grant awardees nearest them to record their meetings on how to develop a MCBM Demonstration Grant for the Manufacturing and Product Development or Agricultural Mechanics (Ag Mech) Pathway, and (3) have those video/film and photography project assignments as documentation for outcomes of the CDE state contract with TCDE, and hosted on the B2CC Department web page. This will allow students in the AME pathway to build a working portfolio project that they can use for high school projects, college, university, and/or job portfolio requirements to further their career technical skills in the AME industry in California.

The AME pathway and their students will help to showcase the work in the North, Far North for the Manufacturing and Product Development Industry Sector in California has a critical need for a highly skilled workforce. Each year, there are over a million unfilled jobs in manufacturing alone. In this age of increasing automation, within most manufacturing plants, skills working with coding, robotics and other industry equipment are required to provide industry access to a highly qualified workforce. In the manufacturing industry, education and experience with technology, welding, machining, and robotics lead to high skill, high wage, and high demand careers.

High Schools that apply for this CTE Program Improvement Project (CTE PIP) Mini- Grant for their AME pathways will be allowed to use the funds for travel the regional trainings, MCBM MPD or Ag Mech high school sites awarded (one per region) in CCSESA Regions 1, 2, and 3, as well as purchase of any photography or video

1 equipment needed to complete the required elements of the CTE PIP Mini-Grant as outlined in the RFA.

Other Non-AME industry sector/pathways are eligible to apply and will be scored based on the program improvement description and work plan submitted with the application for use of funds.

II. SCOPE OF PROJECT

This grant is administered through the Bridge to College and Career (B2CC) Department of Tehama County Department of Education (TCDE). There will be up to five (5) CTE PIP mini-grants for AME pathways at high schools within the North, Far North of California CCSESA Regions 1, 2, and 3. The TCDE will make final award determinations based on application quality, AME Pathway commitment and willingness to fulfill the required outcomes of the mini-grant application and CDE contract requirements for the contractor (TCDE), and regional location.

The CTE PIP Mini-grant will provide funds for AME pathway for successful high school site applications for the period from January 1, 2018, through June 30, 2018. In order to be eligible for the CTE PIP Mini-grant, the grantee must be accountable to grant requirements and demonstrate progress. To validate continued grant progress and accomplishments ongoing accountability will pertain to all aspects of the project— adhering to: (1) and (9) continuously communicating with TCDE to ensure MCBM MPD or Ag Mech Demonstration grant fulfillment.

The CTE PIP Mini-grant will be paid to the grantees in two equal payments of $10,000.00. The first payment will be within the couple of weeks of the announcement of the grant award winners within each of the regions: 1, 2, and 3. The second, and final $10,000.00 payment will be on or before June 30, 2018, once all required documentation on outcomes are submitted to TCDE and approved by B2CC contract staff.

High Schools with an AME Program awarded a CTE PIP Mini-grant must provide letter of commitment to travel with a student teams to all four (4) regional trainings being held within North, Far North Regions of 1, 2, and 3; travel to at least one of the regional selected MCBM MPD or Ag Mech Demonstration Grant awardees for up to five (5) of their monthly meetings to film/video, photograph, and record their sessions for building a MCBM MPD or Ag Mech pathway; submit requests for purchase of photography and/or video equipment to be used for producing student work that is reasonable and necessary for meeting the outcomes of the CTE PIP Mini-grants within the TCDE, B2CC state contract; ensure that all deliverables are formatted properly for posting onto the B2CC web page to share with other LEAs in California, and all required elements or deliverables are submitted on or before June 30, 2018.

2 Letters of commitment should be from the district and site administrators, CTE AME teacher, student teams, and their parents for travel purposes. Travel related expenditures are allowable with the funds with the CTE PIP Mini-grant. Non-Capital AME equipment purchases (any item less than $5000 each) will allowable to produce work outcomes within the CTE PIP Mini-grant expectations.

No stipends to students or CTE AME teacher is allowed for this CTE PIP Mini- grant.

A 200-word or less narrative of how this CTE PIP Mini-grant will benefit your students, your program, and your high school is required as part of the application packet. The narrative can also be in the form of a web video production by your students in the AME pathway as a small video/film no more than five (5) minutes in length that will demonstrate their ability to produce the outcomes for the CTE PIP Mini-grant.

Grantees may “water-mark” their photos, video/film, and/or provide a list of credits for the outcomes of this work. They may also showcase the student’s work on their own school and/or district web page, if desired and allowed by their district protocols.

III. GENERAL APPLICATION INFORMATION

A. Applicant Eligibility

Public high schools within the North, Far North of the CCSESA Regions 1, 2, and 3 are eligible to apply for the CTE PIP Mini-grant. High School Applicants. CTE teachers with the proper AME credential is required. Public high schools also need to have a complete AME pathway (in video/film or photography) with a minimum of two (2) year- long courses for a sequence of courses to be eligible.

3 B. Time Period and Funding Information

Time Period

It is anticipated that the initial grant will begin January 1, 2018, and continue through June 30, 2018.

Funding

Up to five (5) CTE PIP Mini-grants will be paid to the grantees in two equal payments of $10,000.00. The first payment will be within the couple of weeks of the announcement of the grant award winners, close to the application award approval notification, within each of the regions: 1, 2, and 3. The second, and final $10,000.00 payment will be on or before June 30, 2018, once all required documentation on outcomes are submitted to TCDE and approved by B2CC contract staff.

Grant funding is contingent upon appropriation in the annual California Budget Act. If insufficient funds are appropriated for the work in the grant, CDE may cancel the grant with no liability to the state. Grantees will not be obligated to perform any work or the grant can be amended by CDE to reflect a reduction of work and reduce appropriation subject to appropriate governmental agency approval.

C. Required Activities

Grantees are required to:

 Attend all four TCDE CTE regional professional development day workshops, with a full complement of team members. Workshop expenses should be reflected in the submitted Proposed Budget Estimate Form. (See TCDE B2CC website for up-coming workshop and important dates). Working lunches and refreshments will be provided at no cost to the attendees.

 Attend the five monthly regional MCBM MPD Demo grant awardee meetings for planning, progress, and verification of compliance to requirements of the RFA. Depending on the regional winners from the MCBM-MPD Demo grant applicants and the CTE PIP Mini-grant awarded, arrangements will be made as to which CTE PIP Mini-grant applicants will cover with regional MCBM MPD Demo Grant awardees.

 Documentation through film, photography, graphics, video, and audio recordings of the MCBM MPD Demo grant awardee meetings, to be made available to B2CC to post on the department web page at TCDE at the end of the grant awarding period, June 30, 2018.

 Grant award applicants should promote student’s work through use of these projects in their portfolio, grades, and/or competitions through student organizations for competition and recognition.

 Grant award applicants can also post their student work on their class, department, school, or district web page to show their technical and professional skills development through this opportunity, pending their LEA policies and protocols for student work and showcasing.

D. Expenditures

High School CTE PIP Mini-grant awardees (and their students), as outlined above and in the RFA must attend the TCDE four (4) regional CTE professional development workshops, attend the five (5) monthly regional MCBM MPD Demo grant awardee meetings, along with sending all final, original photos, graphics, video/film production work to be eligible to receive grant funds. Grant funds will be used to cover workshop travel costs, non-capitalized AME equipment and supply purchases. Lunches and refreshments at all regional CTE PD costs will be covered from TCDE for hosting those events.

Purchase of food is not an allowable expenditure.

Out-of-state travel is not an allowable expenditure.

Original phots, video/film production work, and other documentation of student work to ensure CTE PIP Mini-grant outcomes must be submitted to the TCDE, B2CC contract staff to be posted on the B2CC Department Web page and shared with CDE as part of the contract requirements for TCDE and shared with other LEAs and higher educational partners in California through this contract. All required submissions will need to be submitted on or before June 30, 2018, in order to receive the final or last half of the CTE PIP Mini-grant funds.

5 E. Information on the Internet

In accordance with efforts by the State of California to reduce paper waste, information that is available on the Internet will only be referenced in this RFA and will not be appended to the RFA.

F. Assurances and Certifications

General Assurances and Certifications are requirements of applicants and grantees as a condition of receiving state and federal funds. Applicants for this demonstration and/or mini-grants through TCDE, do not need to submit the General Assurances and Certifications from CDE with this application. All applicants need to keep all General Assurances and Certifications readily available for potential onsite compliance review.

G. Project Narrative

The project narrative must include at least a 200-word description and AME Pathway name of the CTE PIP Mini-grant being proposed, AME teacher over the grant project, and clearly describe the overarching educational goals, outcomes, and impact that will be accomplished over the duration of the grant and beyond.

The CTE PIP Mini-grant narrative must describe how your high school AME pathway students and program will benefit from this CTE PIP Mini-grant:

 Number of students who will work on this project  Number of courses in your AME pathway (film/video or photography, or both)

 How the CTE PIP Mini-grant will benefit your students and the AME Pathway at your school site

 How many students you would have involved or on a team to reach the goals and objectives in this CTE PIP Mini-grant

IV. APPLICATION INSTRUCTIONS

A. Application

The CTE PIP Mini-grant process will be highly competitive. Applications lacking the required components will not be read. All applications will be evaluated according to a scoring rubric. The program narrative may be no more than two single sided pages in length, printed on 8 ½" by 11" paper, have 1-inch margins, be double spaced, and Arial, 12-point font.

Applicants for the CTE PIP Mini-grant are required to complete an application and submit all required documents as described in this RFA. Applications must be received

6 by 5 p.m., Wednesday, January 24, 2018, electronically only, via email with scanned signed originals sent to the Project Director. Making originals available to be reviewed once applicant has been awarded. Applicants will submit their application packets electronically via email to the Bridge to College and Career Department Email below at TCDE:

Applicants will receive a confirmation email once your application packet has been submitted. Applicants will not be notified if documents are missing or not attached, after the initial email confirmation once submitted. Applicants who are awarded the CTE PIP Mini-grants will be contacted and posted on the B2CC Department web page. Applicants who are not selected will be notified by email on their results, based on the grading rubric as outlined in the criteria of the application.

Important Notices

1. Applications received after the above posted time and date will not be accepted.

2. Applications that are not complete will not be read.

3. Applications MUST be signed by the District Superintendent or Designee, and they will be considered incomplete and will not be accepted.

B. Application Package Format Requirements

The application and attachments should be scanned as one complete pdf file for electronic submission. Make sure all your documents are emailed back and the signed originals scanned as part of the application packet requirements. Do Not Mail or Deliver application packets to TCDE.

To be considered a complete application, the application package must include information and forms in the order indicated below:

1. Application Cover Sheet and Certification. (Refer to Appendix A.)

2. CTE PIP Mini-grant narrative (refer to section III. General Application Information, G. Project Narrative.)

3. Letters of commitment from school district and site administration, AME CTE teacher, student(s), and parents for this project. (Refer to section III. General Application Information, A. Applicant Eligibility.)

C. Cost of Preparing the Application

The costs for preparing, submitting, and/or delivering the application are the sole responsibility of the applicant. The TCDE will not provide reimbursement for any costs incurred or related to an applicant’s involvement or participation in the RFA process.
