Meeting Called to Order by Clerk Flore who gave the Prayer and Pledge of Allegiance.

Roll Call of Districts – All present except Comm. Hughston. Comm. Vivian present by teleconference.

Oath of Office given to the commissioners by Clerk Flore. District 1 Lan Bridson District 2 Frank Vanderwal District 3 Jack Cairy District 4 Susan Rogers District 7 Hubert Zuiderveen

Nominations opened for 2015 Chairman. Motion by Bridson, supported by Zuiderveen to nominate Susan Rogers for Chairman. Carried. Motion by Vivian, supported by Zuiderveen to close nominations and cast a unanimous ballot for Rogers. Carried

Susan Rogers elected Chairman for the 2015 year. Motion by Rogers, supported by Bridson to nominate Zuiderveen for Vice-Chairman. Carried. Motion by Vanderwal, supported by Bridson to close nominations and cast a unanimous ballot for Zuiderveen. Carried.

Hubert Zuiderveen elected Vice-Chairman for the 2015 year. Minutes read from December 9thth and approved. Motion by Vivian, supported by Vanderwal to approve the agenda Carried. Public Comment - None

Sheriff Bosscher gave his monthly report and annual report. He reviewed highlights and stated that it was a good year but steady.

William Donnelly Jr, Prosecutor, gave his monthly report. He also reported on his efforts to prove the incompatibility of the County Clerk and Chief Financial Officer. He read a letter about his feelings towards his announcement and the comments he has received in the meantime. He feels that the controversy will divide the community and so he will delay taking action against the Clerk until March 2, 2015 so that she has time to complete several administrative projects given to her by the board that are critical to maintaining continuity at the county level. He also announced that he will be retiring April 3, 2015.

Barb Hancock, County Treasurer, noticed the board that she needed a resolution title changed from the August board meeting, that she will be rescinding the request to have the EMS audited for pension reasons, and gave the board an investment report and a letter from her attorney on the tax revolving fund.

Motion by Cairy, supported by Vanderwal to approve Chemical Bank to be the main depository, with investments also to be held at Fifth Third Chase, First Merit, Wexford Community Credit Union and Mercantile. Carried.

Linda Westdorp, 28th Circuit Court Clerk, gave a report on the Circuit Court past due Collections. She gave the history of court collections, ran thru the process and gave a report on the dollar figures coming into the county general fund, going out to victims of crimes and being sent to the State of Michigan.

Rogers opened the Public Hearing on the Natural Hazards Mitigation Plan. Linda Hartshorne-Shafer, Planning/EMD Director gave a history of the plan and answered questions.

Alan Kostrzewa, Heritage Energy Representative, gave an update on the Wind Turbines. There are 29 Turbines producing in Richland Township and Highland Township. They wish Wolverine had the capacity to take more energy – if it were to be upgraded – they would seriously consider adding new turbines.

Kathy Lee, Dairy Educator, gave an update on the dairy program in the county and how she is assisting the dairy farms in all phases of management and production. She answered questions and gave out the program schedule for 2015. Missaukee is 6th in the state for Dairy Farms and we are in the top five in milk production.

Finance Committee Report Motion by Vanderwal, supported by Zuiderveen to approve a budget amendment to the General Fund due to the 2014-15 Swamp Tax increase. Carried

Chief Financial Officer Report given by Carolyn Flore for the 2014 year. See attached.

Motion by Zuiderveen, supported by Bridson to approve the county expense of hiring the counties civil attorney – John Gretzinger from the law firm of Mika, Myers, Beckett and Jones to 1) review the compatibility of the County Clerk’s office and the Chief Financial Officer and or Administrator office and 2) relay that opinion to the Commissioners and 3) respond in letter form to Prosecutor Donnelly’s letter dated January 5, 2015. Roll Call Vote: 6 Yeas (Rogers, Bridson, Vanderwal, Zuiderveen, Cairy, Vivian) 0 Nays, 1 Absent (Hughston) Carried. Motion by Vanderwal, supported by Zuiderveen to renew the Health Department Rent Agreement for the 2015 year. Carried.

Motion by Vanderwal, supported by Cairy to approve the job description changes for Chief Deputy Clerk and Chief Deputy Treasurer. Carried.

Motion by Zuiderveen, supported by Bridson to appoint Carolyn Flore as the Chief Financial Officer for the 2015 year. Carried.

Personnel Committee Report Motion by Bridson, supported by Cairy to appoint the following people to Boards: Dennis Eldred to the Veterans Board for Vietnam Era - term expiring 12-31-18, Pam Niebrzydowski to Park Board with a term expiring 12-31-17, Dean Geers as County Representative, Carolyn Flore as Grant Administrator, Surveyors - Bill Sikkema, Dan Schripsema, Craig McVean and Phil Case as Remonumentation members with terms expiring 12-31-15 and Charles Bartholomew as Jury Board member with a term expiring 04-30-17. Carried

Chairman Rogers reported the board appointments for the year. See attached.

Claims and Accounts Report Motion by Cairy, supported by Bridson to pay Claims and Accounts and Own Accounts as presented. Carried.

Building and Grounds Report Motion by Zuiderveen, supported by Bridson to approve the purchase of 4 sets of storage shelving in the amount of up to $1,200, up to $1,000 for Blue prints and up to $500 for the dehumidifier. Carried.

Zuiderveen reviewed a PA 116 from Dries Dodde and Chad Outman

Commissioner Reports: Library board report given by Zuiderveen, Northern Michigan Regional Entity report from Vanderwal with highlights on families dealing with narcotics, Zuiderveen reported on the Health Dept Mtg, Rogers reported on Northwest Michigan

Public Comment:

Barb Hancock, County Treasurer, requested that we defer Donnelly and Gretzinger’s opinions and go for an Attorney General’s opinion instead for the County Clerk- Administrator. Meeting adjourned until February 10, 2015 at 2PM or Call of the Chair.
