Cardiff Cycling Campaign
Notes of the Campaign meeting held on Monday 9th September 2013, 7.30pm at O’Neills, Cardiff.

3. Matters arising & action points
a) Enfys Route 6 & Cardiff Bridge Ken said he’d received Max’s proposed emails to Cllr Graham Hinchey, Matt Price & Jo Sachs. He will go ahead with these queries about the Cardiff Bridge scheme, removing message chains. b) Pont y Werin & cycle route links Max sent out his press statement but there was limited comment in connection with the Sustrans event at Pont y Werin. Paul Kinnersley has established the Big Lottery Fund position regarding connecting routes in funding the Connect 2 scheme; we should check SEWTA’s position. Max arrived and explained what happened at the event, that we should continue to press Sustrans on working with Vale and Cardiff Councils to improve links to Pont y Werin, including access to Cogan station. c) Cardiff Local Development Plan Cardiff Council will approve the Deposit Plan at the end of the month and it will then be open for formal public consultation over 6 weeks. We want to comment on transport in relation to, especially, the peripheral housing developments that make the unambitous 50% / 50% modal split even more unlikely. We reviewed the LDP history and changes in the housing requirements
1 / lower density developments. We asked Max to circulate his comments with a view to contacting Cllr Graham Hinchey. d) Cardiff Walking Strategy Max reported that he has contacted Think Ark with comments on the consultation, referring to Manual for Streets. e) Wales, A Cycling Nation Ken reported that he’d booked to attend this event next Monday at the Pier Head. Main statements from First Minister Carwyn Jones & Sports & Culture Minister John Griffiths, plus workshops. He’ll report back.
4. Cardiff Cycle Liaison Group The review meeting takes place on Wednesday 18th Sept 12.30pm at County Hall. We compared Council servicing of other forums, such as the disability lobby, and what is needed to achieve an effective advisory group for cycling. Overseeing the development of the cycle route network will continue, with the addition of the Active Travel mapping developments, so we want the ability to set the agenda and expect answers from the Council. Our representatives will be Richard Nelmes & David Malins. Ken represents Cardiff CTC. Richard E will ask Iona about her attendance and update on developments.
5. Officers’ Reports i) Membership & database administration There was discussion about how to manage the membership records, and possible improvement of the database: Ken reported that other cycling campaigns in Cyclenation are considering databases and functionality. It was proposed and agreed that Angharad Nelmes updates the membership records at 75p per member record, including update of all member contact details, the work being invoiced to the Campaign. We’ll continue to review opportunities to make membership administration easier. ii) Newsletter Ken reported that he hasn’t proceeded with publication pending receipt of address labels and a decision on the AGM arrangements and other campaign developments. iii) Website / Social media Lewis reported he is ready to put items on the website. Ken reported that he has posted items on Facebook, with member numbers growing slowly: agreed to add David as an administrator.
2 David offered to set up and manage a Campaign Twitter account; this was agreed.
6. Annual General Meeting We agreed to hold our AGM on or around our usual November Campaign meeting date, which would be Monday 11th November. We’ll hire a meeting room at Sports Wales, Sophia Gardens, again; followed by drinks at the Mochyn Ddu. It was agreed to ask Cllr Graham Hinchey, executive councillor, to review the Council’s cycling development work with us. Andrew or Nick from Cycle Training Wales should also be invited to speak. Richard E will ask Iona to check their availability.
7. Cycling Manifesto for Cardiff We agreed that Bristol Cycling Campaign’s manifesto, “Freedom to Ride”, was the best example to follow. We will include our ‘vision’, objectives, targets, and ways of making it happen. Perhaps we’ll also propose a route map including across the city centre. Lewis will circulate a draft, leading on the Cardiff situation.
8. Meeting venue / dates Next meeting – Monday, 14th October 2013, 19.30. Ken to book meeting room at O’Neills. Also Monday 9th December 2013.
9. Any other Business a) David M reported on ‘cycling technology’ payments; to investigate. b) Greenpeace bike ride, Sunday 15th Sept., 2pm., Cardiff Bay c) Ken reported that CTC Cymru is currently undertaking a consultation on its development; the Campaign may be asked for its views.
The meeting ended at 10pm.
