Dakota City City Council Meeting Minutes

The Dakota City City Council met in regular session on Thursday, July 2nd, in the Dakota City City Council Chambers. Notice of the meeting was given in advance by posting of the notice at three separate locations n the Dakota City. Notice of the meeting was also give to the Mayor and Council.

Mayor Roberts called the meeting to order at 5:30P.M., with the following members present: Cahill, Larson. Schovanec, and Rasmussen. Following the pledge of allegiance, Cahill moved, seconded by Larson, that the consent agenda for July 2, 2009, be approved. Said agenda included minutes for the meeting of June 4, 2009, acknowledge reports from law enforcement and animal control, and approval of bills as posted. Roll call vote: Ayes: Rasmussen, Cahill, Larson, And Schovanec. Nays: None. Motion Passed.

Mayor Roberts then introduced and read Ordinance 868 , AN ORDIANCE OF THE CITY OF DAKOTA CITY, NEBRASKA, AMENDING SECTION 6-3 IF THE DAKOTA COUNTY MUNICIPAL CODE AS IT RELATES TO THE CONSUMPTION OF ALCOHOLIC BEVERAGES IN PUBLIC PLACES; LIMITING THE AREA IN COTTONWOOD COVE WHERE ALCOHOLIC BEVERAGES MAY BE CONSUMED; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PRESCRIBING A TIME WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”

Moved by Larson, seconded by Rasmussen, that the usual requirements for three readings be suspended. Roll call vote: Ayes: Schovanec, Rasmussen, Cahill, Larson. Nays: None. Motion passed. Moved by Cahill, seconded by Rasmussen, that Ordinance 868 be adopted. Roll call vote: Ayes: Larson, Schovance, Rasmussen, and Cahill. Nays: None. Motion passed and the Mayor declared Ordinance #868 to be adopted.

Moved by Larson, seconded by Rasmussen, that Resolution 2009-3, providing for stop signs for the northbound and southbound traffic at the intersection of 16th and Hickory, be approved. Roll call vote: Ayes: Cahill, Larson, Schovance, and Rasmussen. Nays: None. Motion passed.

Moved by Cahill, seconded by Schovanec, that the special designated liquor license for the Dakota City Fire Department for August 1, 2009, be approved and that approval is given for the closure of Myrtle Street from 15th to 16th after noon on August 1, 2009. Roll call vote: Ayes: Rasmussen, Cahill, Larson, and Schovanec. Nays: None. Motion passed.

Moved by Schovanec, seconded by Larson, that approval be given for the beer garden addition for Jorico LLL/DBA: Jac’s. Roll call vote: Ayes: Schovanec, Rasmussen, Cahill, and Larson. Nays: None. Motion passed.

Randy Groetken, representing the Dakota City City Advisory Committee on Roads, presented the Council with their findings and recommendations. Basically the committee has recommended an experimental drainage project(s) to address the water and wet clays found in the street base. In addition, he referenced the possibility of two arterial roads; on Pine, from 14th to G Street to 129 and on Pine street, from 14th to 20th to Broadway. The designation would allow the city to be eligible for 80% federal funding for improvements.

The Council expressed their sincere thank you to the committee for their exceptional work and advised that they would review the recommendations for a decision on July 16th, 2009.
