The Australian Government’s Initial Report under the Kyoto Protocol

Report to facilitate the calculation of the assigned amount of Australia pursuant to Article 3, paragraphs 7 and 8 of the Kyoto Protocol Revised submission to the UNFCCC Secretariat

2 PART 1: DETERMINATION OF THE ASSIGNED AMOUNT FOR AUSTRALIA

This section provides revised information required to support the estimation of Australia’s assigned amount.

CALCULATION OF THE ASSIGNED AMOUNT

Australia’s assigned amount is determined to be 2 957 579.143 Gg. Details of this calculation are provided in Table 1.

Table 1: Determination of Australia’s assigned amount

AUSTRALIA’S EMISSIONS IN THE BASE YEAR (1990) Sector Gg

Energy 286 420.005 Industrial Processes and Solvents 24 141.439 Agriculture 86 832.116

Waste 18 761.768

CALCULATION OF ASSIGNED AMOUNT 108% of base year estimate 591 515.829

Australia’s Assigned Amount (5 times 108% of base year 2 957 579.143 estimate) Source: Emissions estimates derived from Australia’s National Inventory Report - 2005 Revised, Department of Climate Change, 2008, and as revised and submitted to the UNFCCC expert review team. a According to Article 3.7, parties shall include emissions from Land Use Change in 1990 in their estimate of emissions in the base year used for the calculation of their assigned amount. This is applicable to countries with a net LUCF emission in 1990, which is the case for Australia. For the purpose of ensuring completeness of reporting under the UNFCCC, Australia has provided an estimate for the LULUCF category (as defined by the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry 2003) but remains of the view that the inclusion of this data is not required by Article 5.2 of the Kyoto Protocol, which establishes the 1996 (Rev) IPCC Inventory Guidelines as the methodologies to be used for the Protocol's first commitment period. Australia has also reported a net LULUCF emission in 1990. b Under the 1996 (Rev) IPCC Guidelines for the Preparation of National Inventories, ‘Land Use Change’ is defined as including IPCC

3 sectors 5.B-D. Subsequent to the Kyoto Protocol, the IPCC provided guidance on the mapping of these 1996 (Rev) IPCC Guidelines sectors to equivalent ‘Land Use, Land Use Change and Forestry’ categories - see the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry 2003 page 3.12. In Australia’s reporting, ‘Forest Lands Converted to Grasslands’ and ‘Forest Lands Converted to Croplands’ categories under IPCC 2003 have been mapped back to ‘Land Use Change’ under the 1996 (Rev) IPCC Guidelines. Consequently, the combined estimated net emissions from ‘Forest Lands Converted to Grasslands’ and ‘Forest Lands Converted to Croplands’ categories are equal to the estimated emissions from ‘Land Use Change’ sectors as classified under the IPCC 1996 (Rev) Guidelines.

CALCULATION OF THE COMMITMENT PERIOD RESERVE

The Commitment Period Reserve is calculated to be 2 661 821.229 Gg (calculated as 90 per cent of the Assigned Amount reported in Table 1).
