Consideration was given to a report of the Strategic Director for Environment and Community Safety with regard to a complaint that had been received in respect of high hedges at 23 Gillers Green, Worsley.

A representation was made to the Panel with regard to the above complaint.

RESOLVED: THAT the landowner be served with a remedial notice requiring the hedge to be initially reduced in height to 4m within 2 months of the date of the notice with an ongoing requirement to ensure the height does not exceed 4.9m in height. 125. SITE OF THE FORMER ROYAL MANCHESTER CHILDREN’S HOSPITAL – RESPONSE TO REMARKS SUBMITTED BY MR. G. UREY AT THE PANEL MEETING HELD ON 10 TH JANUARY, 2013

Consideration was given to a report of the Strategic Director for Environment and Community Safety which (a) explained the enforcement action that had been taken in relation to Mr. Urey’s complaint, (b) outlined responses to his points raised at the Panel meeting held on 10th January, 2013 and (c) set out recommendations as to how the Non Material Amendment case and the enforcement case were intended to be concluded.

Mr. Urey addressed the Panel with regard to the issues raised within the report.

RESOLVED: (1) THAT the content of the report be noted and the recommendations made in the background submissions be agreed.

(2) THAT Mr. Urey be thanked for the work he had undertaken in respect of this matter.

126. PLANNING APPEALS

A report of the Strategic Director for Environment and Community Safety was submitted which set out details of appeals that had been received and determined during February 2013.

RESOLVED: THAT the content of the report be noted.

127. TRAFFIC MANAGEMENT UNIT

A report of the Strategic Director for Environment and Community Safety was submitted which detailed recommendations that had been made by the Traffic Management Unit in respect of the matters indicated.

Reference was made to the report that had been submitted in respect of (B) Priestley Road, Walkden. It was indicated that the Community Committee had since decided not to fund the proposed traffic regulation order and it was suggested that contact be made with the local businesses in the area to establish whether they would be willing to fund the proposed order.

RESOLVED: (1) THAT with regard to (B) Priestley Road, Walkden, contact be made with the local businesses in the area in order to establish whether they would be willing to fund the proposed order.

PROPOSAL A request has been received from Community Committee and also from the Police, to introduce waiting restrictions on Woodrow Way. This is to combat the problem of HGV drivers who are using all the existing space by parking for a number of days and camping out, preventing a turnover of vehicles to service local businesses.

In order to prevent the HGVs parking for prolonged periods and being mindful of the needs of local businesses, it is proposed to introduce some areas of No waiting at any time, and a number of parking bays with limited waiting for a maximum of four hours.

(C) AMBROSE BARLOW, MANCHESTER ROAD, SWINTON

PROPOSAL Plans to construct a new 750 place secondary school and 250 place sixth form college with associated facilities were approved by Salford City Council Planning Panel in September 2011. Construction work commenced in November 2011 and is due for completion by April 2013. The site will have vehicular/pedestrian accesses from Manchester Road and Ash Drive.

Manchester Road currently have a 40MPH speed limit however with the construction of the new school and college it is proposed to reduce the speed limit to 30MPH for a length in front of, and on the approaches to the new development.

School Keep Clear markings are proposed at the access locations.

It is also proposed to install a new staggered pedestrian crossing on Manchester Road. this may take the form of a Pelican or a Toucan Crossing however this and the exact location of the crossing is yet to be determined. The views of the units would be welcomed on this matter.

(D) STOTT LANE, CAR PARK, SALFORD

PROPOSAL On 20th March 2012, the Assistant Mayor for Strategic Planning approved the introduction of pay and display car park on the side of the existing hospital car park at Stott Lane.

In order to meet the changing demands of car park users, it is now intended to introduce ‘Pay by Phone ' facilities on this car park. Visitors to the hospital using this car park are often unsure as to how long they will need to stay and this system gives drivers the facility to register their car on arrival and pay for the time spent when they leave.

The Parking Services section have been approached by three companies offering a 12 month trial for this service and so it is intended to introduce the Pay by Phone facility for a trial period initially to assess the demand for the service.

Pay by phone parking enables drivers to pay for their parking using their mobile phone instead of having to put money in a meter or Pay and Display machine. The parking fee is simply charged to a chosen credit or debit card.

One of the main benefits is that drivers do not need to have the right change to use the car park or risk underpaying when they arrive. It is a quick, easy and secure method of paying for parking.

The pay and display machines will still be available for drivers who wish to use cash to purchase their parking ticket.

(E) PROPOSED INTRODUCTIONOF ELECTRIC VEHICLE CHARGING

PROPOSAL Transport for Greater Manchester (TfGM) have secured an overall funding package of £2.7million from the Office for Low Emission Vehicles (OLEV), Greater Manchester Integrated Transport Block (ITB) funding and private sector funding from Electricity North West (ENW) to provide electric vehicle charging infrastructure across Greater Manchester as well as the necessary back office management systems. The infrastructure needs to be in place and operational by the end of March 2013 in order for TfGM to be able to claim the OLEV grant. Increasing the availability of electric vehicle charging points will encourage a greater take up of electric vehicles D:\Docs\2018-04-30\0d755433342cab520f748ca46148a667.doc Planning and Transportation Regulatory Panel - 7th March, 2013 26

by drivers and assist in reducing vehicle emissions at source.

The funding will provide up to 160 electric charging points across Greater Manchester which will be distributed around the districts. It is expected that Salford will receive 12-16 charging points which will be installed across Salford. The sites have been chosen to provide a mix of charging locations geographically spread across the City that include on highway parking bays, off street car parks, Council buildings and local educational facilities.

A detailed appraisal and indicative design of each site has been completed with representatives from TfGM, Electricity North West (ENW) and Electromotive (the post installation/manufacturing company) who have confirmed that the sites are suitable based on their electrical connections and phone signal. The sites have also been consulted on through the Council’s Traffic Management Unit process (TMU), which includes representatives from the emergency services and TfGM, and no objections have been raised.
