MINUTES OF A REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS OF DECATUR PARK DISTRICT, MACON COUNTY, ILLINOIS, HELD AT DECATUR PARK DISTRICT ADMINISTRATION OFFICE 620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS AT 12:00 NOON ON THE 16th DAY OF NOVEMBER, 2016

The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 16th day of November, 2016 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Bob Brilley, II, President Chris Riley, Commissioner Stacey Young, Commissioner Jack Kenny, Commissioner

Absent: Chris Harrison, Vice President

A quorum of the members of the Board of Park Commissioners being present, President Brilley called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

PUBLIC COMMENTS Donna Guerrero who resides in Decatur would like to see swimming allowed in Lake Decatur with beach access in Nelson Park as part of the lakefront planning.

NO. 15690 A motion to approve items 1 – 4 on the Consent Agenda was made by Commissioner Young and seconded by Commissioner Kenny. Upon call of the roll, all voted aye.

RETIREMENT PRESENTATION Golf Manager Kurt Rogers recognized Patty Bosler who recently retired after 22 years of service (golf division). She was presented a watch and commemorative plaque.

AUDIT PRESENTATION Cathy Mansur and Matt Noonan of May, Cocagne & King, PC (MCK) presented the FY15-16 audited financial statements. Cathy provided an overview of our legal compliance and capital assets. The District had a clean opinion once again this year, with no management letter from the auditors.

Chief Financial Officer Buhr thanked Cathy and her team for their work year-round with Park District staff.

NO. 15691 The 2016 tax levy was presented at the last Board meeting. Staff asked for approval of Ordinance No. 2016-18 Levying the Taxes for Decatur Park District for the fiscal year beginning May 1, 2017 and ending April 30, 2018. There is no rate increase recommended to the tax levy, which will result in $9,602,543. A motion was made by Commissioner Young and seconded by Commissioner Riley to approve Ordinance No. 2016-18 Levying the Taxes for Decatur Park District. All voted aye upon call of the roll.

NO. 15692 Staff recommended approval of Ordinance No. 2016-19 authorizing Park District personnel to file a 2016 Certificate of Tax Abatement if the EAV comes in lower than projected in the spring. That will allow for the abatement of taxes so the rate will not exceed $1.15046. A motion to approve approval of Ordinance No. 2016-19 authorizing Park District personnel to file a 2016 Certificate of Tax Abatement was made by Commissioner Riley and seconded by Commissioner Kenny. Upon call of the roll, all voted aye.

2017 CAPITAL FUNDING PLAN PRESENTATION Staff presented the 2017 funding model which will cover existing debt, as well as the capital projects and purchases approved at the last Board meeting. The funding for the items in the FY17-18 Capital Plan will come from net proceeds from a $4,615,000 general obligation bond, a $10,700,000 alternate revenue source bond, along with donations received and grant funding. There will be no bond issue for the Airport.

NO. 15693 Along with the high ropes course and batting cages, a new playground structure is included as part of the 2015 OSLAD grant. The playground will be near CherryBerry (Overlook Adventure Park). Through the US Communities joint purchasing arrangement, GameTime is offering a matching grant program providing for 50% of the cost of the structure. There are funds in the 2015 capitals to cover the cost of the play structure. With the grant program, the District will be able to include a new standard playground for children aged 5-12 and a tot playground for children aged 2-5. The playground surface and curbing will be considered and a recommendation made later this winter. A motion was made by Commissioner Riley and seconded by Commissioner Young for approval to purchase the two playground structures as presented. All voted aye upon call of the roll.

GOLF The final week of the regular golf season ends Monday and winter golf starts on Tuesday at Red Tail Run.

Junior golf is at a record high, with 43 kids enrolled in the fall session at the DISC.

Chief Culp is working with Red Tail Run staff regarding the recent vandalism. AIRPORT Staff is preparing for the annual FAA inspection which will take place next month.

As part of the Airport yearly requirements, staff will be meeting with tenants of the Airport to review the winter snow and ice plan.

Airport staff has been giving presentations to community civic organizations regarding Airport history.

OPERATIONS Work on the roof of Fairview pavilion #1 progresses. The old shingles have been removed and the weather membrane is in place to protect it for the winter. The new decking has been installed. Work will continue as long as the weather permits.

Various projects at the zoo are being completed, including replacing fencing, doors and decks.

Tree removal continues at Fairview and Nelson, as well as cleanup efforts at South Shores from the recent storm.

Staff has been busy winterizing restrooms and blowing out water lines and irrigation systems throughout the District.

Horticulture staff has been busy with preparations for the Schaub Floral Display Center Christmas display, as well as the annual poinsettia and floral sale which will take place on December 2-3.

RECREATION Elementary School Basketball began last night at the DISC. This is a nice partnership with District #61 and Golden K. Prior to the involvement of Golden K, the kids met in small gyms or all-purpose rooms where there was little room for parents to watch. Thank you to Mr. Kenny and the Golden K for their ongoing support.

Illini United Volleyball held tryouts last Sunday.

Johns Hill Center will host the annual Thanksgiving luncheon on Friday at noon.

Three hundred participants are expected for the 42nd Annual Turkey Trot.

In a continued partnership with District #61, recreation staff will help with the half-day program at Tabernacle Baptist Church on November 9th. Soccer, lacrosse and other sports will be included.

CFO BUHR Thanks to staff in all departments for their help with the audit.

EXECUTIVE DIRECTOR Congratulations Patty and happy retirement. Hats off to CFO Buhr and the accounting staff who have a good working relationship with MCK staff. CHIEF CULP Red Tail Run has been vandalized again. The Park Police have talked to neighbors who have been keeping an eye out.

COMMISSIONER COMMENTS The Commissioners congratulated Patty Bosler on her retirement and wished everyone a Happy Thanksgiving.

Commissioner Young Thank you to the audit team who does a great job. Also thank you to Rodney and staff whose work is appreciated.

Commissioner Riley Taxpayers can be happy that we received a clean audit, meaning that our finances are handled well.

Commissioner Riley made and Commissioner Kenny seconded a motion that the meeting adjourn. All voted aye and the meeting adjourned at approximately 12:35 p.m.
