Tactical Operations Command Office of the Director Memorandum of Understanding for Associate Members 2015-2016

This agreement is to ensure clarity between technical aspects of the Tactical Operations Command, cadets, and their parents/guardians. Please read the aspects below and sign/date this document indicating that you have read and understand these aspects of the program. This MOU must be signed each year.

Eligibility: Departure: Cadets must have transferred out of DAPSS as a current member of the unit. Standing: Cadets must have been in good standing at the time of and during departure. They must also have maintained good standing with the unit after departure from the unit and academy.

Expectations: Events/Participation: Associate Members are expected to attend All-Hands event as able; At least 5 events per semester unless otherwise arranged; All training days, as scheduled; All TacOps awards banquets; and Social events/team building/etc. Academics: Associate Members are expected to maintain the 80% course average in all classes as well as ensure access to or copies of marking period reports and/or report cards. Behavior/Conduct: Associate Members are expected to maintain the same behavior and conduct standards as all other members. Other: Associate Members are expected to keep an updated entry in the TacOps directory, assist with transportation when able, and abide by all other expectations of other members.

Restrictions: Associate Members are restricted from the following aspects of TacOps: Officer ranks or Cadet Staff positions (some Support Staff positions are open); Most events during regular school hours, unless specifically arranged; and Ribbons and awards that are specific and limited to academy-based performance (includes: Distinguished Cadet, Honor Cadet, TacOps 12/11/10/09 Outstanding Cadet, Exemplary Conduct, Exemplary Personal Appearance). Associate Members are granted all other rights, benefits, and privileges of unit membership not specifically stated here.

Rank/Rank Advancement: Associated Members will retain their highest achieved rank at the time of their departure from the academy, and will be eligible for promotion to other non-officer ranks with the following changes: Academics: remove Public Safety stipulation, Attendance: changed to the 5 events per semester, Uniform: changed to pass a formal inspection. All other rank advancement requirements apply.

Uniform Deposit:

The Delaware Academy of Public Safety and Security Senior Director Waninger 801 North DuPont Highway, New Castle DE, 19720 302-322-6050 ext. 203 www.dapsscharterschool.org [email protected] Tactical Operations Command Office of the Director $150 uniform deposit (refunded upon return of all uniform items in reissuable condition) is required. Includes: TacOps pins, rank devices, name tags, ribbons, uniform shirt, pants, belt, PT gear, jacket, etc. Replacements for lost/damaged items will need to be purchased at cost, per item. The red TacOps t-shirt is an additional $8 and is used for our working uniform and most events. Uniform concerns may be addressed with the unit’s Supply Officer. Financial concerns/payment plans must be discussed with Senior Director Waninger.

Reference Pages: TacOps reference pages outline and govern unit operations, policies, and procedures in all known and currently experienced scenarios. Reference pages will be updated and expanded as the unit grows and develops. All cadets will know and be responsible for all information in all TacOps reference pages. All information in these pages is part of testable knowledge during Formal Inspections.

Physical Training: Conducted two days a week after school (Tuesday and Friday from 1445-1700). PT is open to all Associate Members, but cadets are responsible for notifying the Physical Training Officer or Senior Director of their attendance for each PT day. TacOps PT gear and an updated medical card are required for participation in Weekly PT.

Voluntary: This unit, its requirements, standards and expectations are a voluntary component to life and education. Cadets and parents/guardians willingly accept the standards, expectations and demands placed on cadets by the unit and Senior Director Waninger. This includes the disclaimer from the application stating that the above-mentioned components extend 24/7 both inside and outside of school. Events, actions, and problems will have an effect on membership and performance in the unit. Any time a cadet and/or family is unable or unwilling to fulfill the requirements of the unit or uphold its values or standards, a cadet or parent/guardian may submit a Request for Removal from the unit and obtain a uniform return checklist.

Values: The central principles and guiding values of the Tactical Operations Command are Effort, Initiative, and Pride. The expectation and demand is to strive for perfection. Failure to uphold these values will result in probations, administrative punishment, physical discipline, suspension or removal from the unit. Consequences will align with all published reference pages, however most consequences will be issued per incident directly by Senior Director Waninger.

Flexibility: All aspects of the unit have not been explored or set. The unit, requirements, options/accessories, etc. may change slightly as the program evolves and develops. Cadets and parents/guardians understand and are agreeing to adapt to these changes as necessary. Memorandum of Understanding

By signing below, all parties listed are agreeing to the specific aspects outlined in this document, the TacOps reference pages, as well as all other rules, policies, procedures, expectations, standards, and requirements of the Tactical Operations Command.

Signing below also signifies a commitment by both the parent/guardian and cadet to uphold all the specific aspects outlined in this document, the TacOps reference pages, as well as all other rules, policies, procedures, expectations, standards, and requirements of the Tactical Operations Command.

Parents/Guardians and cadets understand that all parties are able to voice concern, opinion and disagreement with actions of the unit or Senior Director Waninger in an appropriate and respectful manner. All parties understand that the decisions made by Senior Director Waninger and the Command Staff are final, and cadets are able to leave the unit for irreconcilable disagreements in the management and operation of the unit.
