Development and Delivery of a Free Training Offer for Parents and Carers of Children with Special Educational Needs and Disabilities (SEND) Co-Produced by Liverpool Parent and Carer Forum (LivPaC) and Liverpool City Council (LCC).

Summary A free training offer for parents and carers of children with Special Educational Needs and Disabilities (SEND) was co-produced by Liverpool Parent and Carer Forum (LIvPaC) and Liverpool City Council (LCC). LivPaC met during a coffee evening to discuss their training needs and produced a list of 13 areas of interest. This was shared with the Commissioner for SEND who contacted the relevant voluntary sector, health partners and LCC services, and arranged 9 monthly, 2 hour sessions hosted by LivPaC at the Dingle Community Learning Partnership (DCLP) in South Liverpool during October 2016-June 2017. A feedback form was developed to gather feedback about parents and carers’ experiences of each session and to identify gaps in the training offer. In total, 90 parents and carers completed feedback forms and the overall average satisfaction rating was 8.9/10. A number of themes were identified following analysis of the feedback which informed the offer during its delivery and planning for the next academic year (2017-18).

1 Aim  To provide a free training offer for parents and carers of children and young people with special educational needs and disabilities (SEND) co-produced by Liverpool Parent and Carer Forum (LivPaC) and Liverpool City Council (LCC) and advertised on Liverpool’s Local Offer.

2.1 Context  Section 1.11 of the SEND Code of Practice: 0-25 Years (January 2015) states that:

‘Local authorities must consult with children with SEN or disabilities, their parents and young people with SEN or disabilities in reviewing educational Summary Report, Free Training Offer, Sarah Sinclair, Finalised 09.10.17 and training provision and social care provision and in preparing and review the local offer. It is important that they participate effectively in decisions about support available to them in their local area.’

 The principles set out in the children and Families Act (2014) of effective parent participation and co-production underpins this project.  ‘The Guiding Principles for Organisations and Agencies Engaging with Parents and Carers’ were applied throughout.

2.2 Anticipated Outcomes for the Event  LivPaC and LCC co-produce a free training offer for parents and carers of children and young people with SEND.  Parents and carers are familiar with Liverpool’s Local Offer.  Information about services that support children and young people with SEND is available for parents and carers.  Parents and carers attending the sessions have opportunities to connect with LivPaC, other forums and services, and access further training and information.  Parents and carers have opportunities to participate in planning and decision- making about services at a strategic level in their local area.

3 Resource Implications for the Event  Contact a Family administers a grant of up to £15,000 which is available for one parent and carer forum in each local authority area of England, funded by the Department for Education (DfE).  In Liverpool, LivPaC is in receipt of this grant.  The grant is used to strengthen parent and carer forums, so that parents and carers can participate in planning and decision-making about services in their local area.  LivPaC allocate funding from the grant to reimburse expenses to members involved in participation activities, to fund the Dingle Community Learning Partnership (DCLP) – LivPaC’s venue for meetings, and any ongoing costs to support the forum including stationery and resources.  LivPaC provided the DCLP as the venue with projector and screen for all 9 sessions which was free of charge to LCC.  LivPaC also served refreshments, free of charge, to parents and carers attending the event.  The time allocated to the planning and delivery of the sessions by all staff involved was not calculated.

4 Methodology  A free training offer was delivered between October 2016 and June 2017.

Summary Report, Free Training Offer, Sarah Sinclair, Finalised 09.10.17  During the previous summer term, LivPaC met during a coffee evening and produced a list of 13 training areas that were of general interest to the parents and carers in the forum.  Two planning meetings took place between the Commissioner for SEND and members of the committee for LiVPaC to plan roles and responsibilities to deliver the offer.  The Commissioner for SEND contacted relevant colleagues from the voluntary sector, health partners and LCC services, and arranged dates for 9 monthly, 2 hour information/training sessions (Table 1).  Each session took place between 10-12pm at the DCLP; some parents stayed after the meeting to network with each other.  Four teams did not respond to the initial contact (Sensory Processing Disorder- Occupational Therapy, transition to adult services-Transitions Team, short breaks opportunities-Short Breaks and challenging behaviour-Liverpool CAMHS).  Subsequently, LivPaC has arranged sessions facilitated by the Short Breaks Team and Liverpool CAMHS.  A flyer with session dates, a session synopsis (written by each facilitator) and a course booking form were produced by the Commissioner for SEND and advertised on Liverpool’s local offer and on LivPaC’s Facebook page.  This information was sent to parent/carer forums, LCC’s SEND services, maintained special schools, CAMHS, Health services, children and adult social care, non-maintained and independent special schools (NMISS) and colleges (see Appendix 1).  A feedback questionnaire was co-produced by LivPaC and LCC to gather feedback about parents and carers’ experience of each session; this information was collated following each session and shared with the session facilitator and LivPaC.

6 Attendees  In total, 90 parents and carers completed feedback forms.  There was an additional unquantified group of parents and carers that attended the training sessions and did not complete a feedback form.  Members of the LivPaC committee supported the session by organising the room, providing refreshments and supporting parents and carers during and after the sessions.  All parents and carers signed in using the DCLP’s singing in process.  A total of 15 staff facilitated the sessions; 10 staff represented LCC, 1 member of staff represented the voluntary sector and 3 staff represented Health.

7 Feedback Form (see Appendix 2)

Summary Report, Free Training Offer, Sarah Sinclair, Finalised 09.10.17  A feedback form was co-produced by LivPaC and the Commissioner for SEND which asked 5 questions about attendees’ experience of each training session.  Limited personal information was requested from parents and carers including their e-mail address so that they could be added to LivPaC’s mailing list.  A total of 90 forms were completed during the 9 sessions.  Information about websites visited by parents and carers was also requested as part of the feedback and shared with the Early Help Information Officer so that a link with Liverpool’s Local Offer could be provided for those websites.  Parents and carers were asked to rate each session by marking a number line, 1- 10 (0-poor, 5-ok and 10-excellent).  The overall average satisfaction rating score was 8.9/10 (see Table 2).  The data for session 8 was not available for this report.

7.1 Themes  A number of themes were identified when the feedback forms were analysed (see Table 3) some of which were fed back before the full offer was finalised and were addressed.

8 Areas for Development  After carrying out an analysis of the methodology used, consideration given to the feedback provided and anecdotal information shared during informal networking, this offer could be improved by:

 Providing evening sessions for working parents and carers and those with commitments during the day.  Providing sessions in North Liverpool.  Increasing advertising of the offer by sharing information with the Early Years Consortia and providing paper copies of the flyer with session dates to maintained schools and early years settings for distribution to parents and carers.

Session 9 Autism Training Team Date 19.06.17

What was the most useful part of the Autism Training Team’s session?

 Finding out about the different training courses available and what other help there is out there  I found all the information very useful, more information on where to get help was great  Knowing where there is training I can access pre-diagnosis  We can see what courses are on offer to us  Highlighting what training is available through the ASD Training Team  Behaviour, selection and how to refer  Course info, referral forms, meeting training team

Please give details about any other information sessions that you would like?  If get a diagnosis would like to do the ASD post diagnosis course  I would be open to learning anything around ASD training, social communication, social behaviour and sensory issues  Any courses relevant, I like as much info as possible!  Sensory courses  I would be interested in any talk Themes: sensory courses
