ATTENDEES: Ryan Leckner, Lowell Warne, Gary Nasser, Brenda Carpenter, Janet Gruis, Judi Nelson, Sharon Koskela, Ralph Sanquist, Al Winterberger

Chairman Leckner called the September meeting to order and led the Pledge of Allegiance.

Nasser made a motion to accept the Secretary’s Minutes for the August Board Meeting. Koskela seconded. Motion carried. Nasser made a motion to accept the Treasurer’s report and Nelson seconded. Motion carried. Leckner made a motion to approve the September bills for payment as presented. Koskela seconded. Motion carried.

ROAD REPORT

Sanquist reported extra blading due to the big storm. Gravel was put on Enchanted Trail. There were blow-outs due to large contractors use of township roads. Rented city hot mix truck and fixed holes. Bought tar from Wadena and bills will be coming. Cold mix bought at Walker plant was not able to be used and should not be paid for if invoiced.

Alternatives to chip/seal were discussed. Modified class 1 (high clay content) vs. chip/seal was mentioned. 170th Street is being used by truckers who cannot make turn with 48-53’ trailers at the County Road 4 and 169th Intersection. MNDOT is supposed to be contacting us about the use of our road but the Board has not heard from them and should be attending the next weekly road project meeting. Complaints about Jones sculpture and signs attached to State signage have been received.

ASTECH – Discussion included the township writing a letter to express concerns with problem roads. Leckner made a motion to forward a letter to Astech expressing concerns and asking them to visit for a road tour. Nelson seconded. Motion carried.

Warne made a motion that Jerry Skaja be hired to repair the existing broken chairs from the town hall. Nasser seconded. Motion carried.

Hines Brushing – Hines will be in the area in the next 1-2 weeks. A second mowing would encompass a second swipe making the ditches ready for winter. Warne made a motion and Nasser seconded to have Nelson contact Hines Brushing to complete the final yearly mowing. Motion carried.

ZONING ADMINSTRATOR’S REPORT - No business.

Bristow/Swenson - Attorney’s recommendation is to amend the CUP to reflect what is expected and to re-define the details for operation in this pit and that the Board consider waiving the public hearing fee.

Driscoll Case - Leckner made a motion and Nasser seconded to forward correspondence to Mr. Masog requesting payment for the parcel as outlined in the court order. Motion carried. Doris George – A draft resolution was distributed for the Board to take and review for the October, 2007 meeting. It was advised to use the draft from Troy Gilchrist as a working copy to review and make recommendations for the final resolution.

PLANNING COMMISSION REPORT

Dewey Goeden went thru outlined zoning issue changes for the zoning ordinance update. The Board is asked to review the proposed ordinance changes and bring it back to next month’s meeting. A public hearing will be set after that.

Dorset Township Lot –The Board will ask Ralph to work with Al Winterberger to find out if it is a buildable lot. Winterberger said it needs a variance because it doesn’t meet setbacks.

Road Specs – Need to adopt adding tar roads in new plats as a requirement. Leckner and Koskela will work on road specs and use Nevis as a reference. A draft was given to Ralph Sanquist for his review.

Cemetery Rules – No Update. Quote from Scott Fischer is $200.00 to do lilac bushes and then wait 2 wks. before cutting. Koskela will check with True Green. Carpenter will check with Ernie Porter also about removing lilacs. Warne made a motion to have Scott Fischer spray the bushes. Leckner seconded. Motion carried.

Leckner made a motion to approve the resolution for the adoption of the HAVA grant. Nelson seconded. Motion carried.

Public Accesses - Mrs. Barb Curtis needs to amend the deed to show that it is 17 ft. less on the Hubbard Township line road (near the public access on East Long Lake). Township never signed off on the plat. Research must be done with Hubbard County and a copy of the deed needs to come to the township regarding this amendment. No one was assigned to this project.

Nasser made a motion and Leckner seconded to adjourn. Motion carried.
