2. Business Updates a. Additions / modifications to the agenda Floyd provided an overview of the agenda and reviewed instructions for the interim co-chair election. There were no modifications to the agenda b. Orlando WGM Minutes Posted Jan 29 Patty Craig provided an overview of the WGM minutes that have been posted online to the CQI WG webpage c. Interim Co-Chair election (Candidates: KP Sethi, Yan Heras) 2:20pm - Patty announced winner of co-chair election, KP. 3. Notification: Extended Comment Period for CQI Comments on Certification Frequency and Requirements for Reporting Measures under CMS Programs submitted to HL7 Policy Committee (https://www.federalregister.gov/articles/2015/12/31/2015- 32931/request-for-information-certification-frequency-and-requirements-for-the- reporting-of-quality) – in Policy Committee Review. Floyd reviewed that the comments are currenly in review by the Policy committee where they will be reviewed before being sent out to CMS/ONC 4. Quality Measure Development Plan RFI (http://blog.cms.gov/2015/12/18/cms- quality-measure-development-plan-supporting-the-transition-to-the-merit-based- incentive-payment-system-mips-and-alter/) - Due to CMS March 1, 2016 Floyed revised that so far there has not been a lot of interest from the work group to comment on this. a. Tentative: AHRQ Common Formats Effort Gretchen Buckler (and Amy Helwig) from AHRQ reviewed presentation on Common Formats work. b. Determine if CQI WG should provide comments 5. 2016 Interoperability Standards Advisory to advise ONC on the upcoming 2017 Interoperability Standards Advisory (https://www.healthit.gov/standards- advisory/2016#block-custom-comments-custom-comments-comment-link) (Comments dueMarch 21) a. Determine if CQI WG should provide comments (requested by Policy Committee by Feb 19) Floyd reviewed process for commenting on 2016 Standards Adivsory. We only have two weeks to collect comments and start reviewing during next weeks call. 6. Notice for Intent to Ballot – FHIR-Based Clinical Quality Framework (CQF on FHIR – Project 1187) Project is now Project 1234 – FHIR Clinical Quality Framework which was approved yesterday by the CDS WG. However, the NIB for the new project is not available so we could not review the NIB on the call. Bryn is going to try to transfer the NIB information to the new project 1234 NIB and review the NIB at the end of this call or during next week’s call 7. QRDA Category III Update – overview Yan Heras provided an update of the QRDA Category III Update. IG has been updated but the sample files still need to be updated. Will be available on the CQI site on 2/15 and be open for two weeks for comment before reviewing again with the CQI WG. 8. QRDA Clinical Quality Data Sharing User Guide – Comment Resolution (planned for Feb 12) Julia reviewed comments # 5, 6, and 7. Julia moved to approve the dispositions for these comments, Chris seconded. 0 opposed, 1 abstention, 19 approved
9. Project Updates a. QRDA Category I DSTU R3 Yan preparing to review updates for this later in the month b. QRDA Category III c. FHIR-Based Clinical Quality Framework (CQF on FHIR) (Merged from FHIR eCQM and FHIR CDS) Ken, reviewed the NIB. Ken moved to approve, Ann Phillips seconded. 0 opposed, 0 abstained, 16 approved d.
